In the new digital environment and due to the need for competitive professional specialists, it has become increasingly necessary to create a modern educational model that is consistent with the digital development period. The need to combine training and work requires students to be evaluated in a virtual environment which involves the development of online testing and evaluation systems, as well as authorship verification, authentication of test subjects and support of the exam process with real student results. The EU-funded Horizon 2020 (TeSLA) project has a similar purpose: to develop and implement an online testing and evaluation system by identifying subjects with a group of combined parameters in terms of avoiding time limits for the authentication and verification of authorship.

Purpose – Explains why performance evaluation designed for manufacturers is inappropriate for information technology organizations. Design/methodology/approach – Underlines the distinctiveness of the information technology workforce and provides the basis for an effective performance- evaluation system designed for these workers. Findings – Highlights the roles of consensus and transparency in setting and modifying evaluation criteria. Practical implications – Urges the need for a fair and open rewards and recognition system to run in parallel with reformed performance evaluation. Social implications – Provides a way of updating performance evaluation systems to take account of the move from manufacturing to information technology-based jobs in many developed and developing societies. Originality/value – Reveals how best to recognize, reward and assess the performance of information technology workers.

Abstract The European Union’s deep-sea fisheries regulations (Regulation (EU) No. 2016/2336) established obligations to manage deep-sea fisheries and to protect vulnerable marine ecosystems (VMEs). The European Commission is scheduled to complete a review of the regulations in 2021, providing an opportunity for new scientific information to be incorporated into the implementation of the regulations. Here, we summarise research outputs from the EU-funded Horizon 2020 ATLAS Project and explain their relevance to the regulation of deep-sea fisheries in EU waters. ATLAS research has increased our understanding of the distribution of VMEs and their importance in terms of ecosystem functioning. ATLAS research has also highlighted the utility of molecular techniques to understand fish population structure and the potential for habitat suitability models to help incorporate climate change into decision-making. Building on these scientific advances, we provide recommendations to help increase the effectiveness of management measures to conserve deep-sea fish stocks and protect VMEs.

The partnership agreement between the European Union and the Member States for the implementation of the European Structural and Investment Funds for the period 2014 to 2020 is in its final phase. This study analyzes the multiplier impact on regional investment of the European funds made available to the northern region of Portugal - NUTS III, until September 2018 and intends to answer the following questions: What is the amount invested in the regional economy for each euro of support allocated by the EU through the H2020 program, and what is the percentage distribution of community support versus investment per area of intervention?

There are two major problems in the evaluation of the teaching quality of English writing: the weak logic of the evaluation system and the low reliability of the evaluation model. To solve the problems, this paper put forward an evaluation method for the teaching quality of English writing based on the analytical hierarchy process (AHP). Firstly, the authors reviewed the current evaluation methods for the teaching quality of English writing. Next, hierarchical evaluation systems were established for the teaching quality of English writing from the perspectives of teachers and students, respectively. After that, the AHP method and the grey theory were introduced to set up an evaluation model for the teaching quality of English writing. Finally, several strategies were presented to improve the teaching quality of English writing. The proposed evaluation systems and model enriched the theories on teaching quality evaluation of English writing, and promoted the teaching quality of English writing.

This chapter discusses the strengthening of ties between the EU and Israel during the breakdown of Oslo as well as during other fruitless peace initiatives. Shortly after the Oslo process began, the EU and Israel initiated negotiations on broadening their cooperation. This led to the signing of the EU–Israel Association Agreement in 1995. As well as economic cooperation, which was established as early as 1975 in a cooperation agreement, this new treaty included other areas, such as scientific and technical research. In more recent years the relationship between the EU and Israel has been deepened further. In 2014 the EU and Israel signed the Horizon 2020 scientific cooperation agreement, which gives Israel equal access with EU member states to the largest-ever EU research and innovation program. In itself, there is nothing wrong with the deepening of economic, scientific, cultural, and political relations between countries. However, the deepening of relations between the EU and Israel means indirect support for the Israeli occupation and the policy of expanding the settlements.

Science and Technology policy is regarded as an essential factor for future growth in the EU, and Horizon 2020 is the world’s most extensive research and innovation programme created by the European Union to support and encourage research in the European Research Area (ERA). The purpose of this study is to analyse and evaluate the changes to the EU’s science and technology policies from Framework Programme to Horizon 2020 and to provide vital information to research organisations and academia to conceive and conduct future research on international cooperation with the EU. Through a policy analysis, this study summarised the four science and technology policy implications: (1) building ecosystems through mutual complementation among industries, (2) solving social problems through science and technology, (3) strengthening SMEs’ participation, and (4) sharing knowledge and strengthening collaboration with non-EU countries.

Integration with the European Union has been far less distressing for the three Baltic States than for numerous other accessing countries owing to their strong societal impetus to (re)join Western political, economic, and legal culture after they regained their independence from the Soviet Union in 1990. However, the accession of these states—Estonia, Latvia, and Lithuania—had several distinctive features related to constitutional background and settings, which heavily influenced problem solving between government and the EU institutions. In general, the controversial issues regarding how to solve the problems with supranational power have never been dramatic with regard to the Baltic States, which leads to the assumption that often the governments have taken rather compliant positions. The latest cases, such as the European Stabilization Mechanism, indicate the change in paradigm: the three Baltic States are more aware of the margin of appreciation and actual borderlines between policy making- and decision making. Today, in setting up an EU-related agenda, more skills than previously are needed in finding allies and choosing partners. The road the Baltic States took in joining the EU was a difficult one, nor has their role in the EU been easy. Should a small state with a big initiative be allowed to mentor other member states regarding that initiative, meaning in particular Estonia and its digital development? Another peculiar aspect of the Baltic States is their (inter)relationship with Russia. Considering themselves a bridge between East and West, the Baltics have been active in Eastern Partnership and Development Aid initiatives and have also spoken out strongly against intervention in Georgia and Ukraine. This position sometimes complicates any EU attempt to achieve consensus on foreign policy.

Abstract Background Preoperative risk evaluation systems are significant and important to the allocation of medical resources and the communication between doctors and patients. The European System for Cardiac Operative Risk Evaluation II (EuroSCORE II) is widely used in clinical practice. Cardiac troponin T (cTnT) can specifically and accurately reflect myocardial injury. Whether EuroSCORE II can improve the predictive power after integrating with cTnT is still unclear. This study was a retrospective single center study designed to assess the predictive ability of EuroSCORE II integrated with cTnT for patients undergoing isolated off-pump coronary artery bypass grafting (OPCABG). Methods This retrospective and observational cohort study included 1887 patients who underwent first isolated OPCABG. cTnT was detected within 48 h before operation in each patient. According to myocardial injury, patients were divided by cTnT into 4 stages. A new risk evaluation system was created through logistic regression with EuroSCORE II and myocardial injury classification as covariates. Then the two risk evaluation systems were comparatively assessed by regression analysis, receiver operator characteristic curves, net reclassification index, Bland–Altman plots and decision curve analysis. Results There were 43 in-hospital deaths, with a mortality of 2.30% (43/1887). The logistic regression analysis showed that preoperative myocardial injury classification was a significant risk factor for in-hospital mortality in both total cohort (OR 1.491, 95%CI 1.049–2.119) and subsets (OR 1.761, 95%CI 1.102–2.814). The new risk evaluation system has higher calibration and discrimination power than EuroSCORE II, both for overall cohort and subsets. Especially, the new system has obvious advantages in discrimination power in the subset of acute myocardial infarction (AUC 0.813 vs. 0.772, 0.906 vs. 0.841, and 0.715 vs. 0.646, respectively). Conclusions Both myocardial injury classification and EuroSCORE II are independent risk factors of in-hospital mortality in OPCABG patients. The new risk evaluation system has higher predictive ability than EuroSCORE II, especially in patients with a recent history of AMI.
