This paper aims to analyze the effect of investing in balanced skills on the probability of success of entrepreneurs within the context of Vietnam. By not taking this possible linkage into account, previous researchers have underestimated the effect of general and specialized skills as learning outcomes from formal schools and higher education institutions on the probability of success of entrepreneurs. Additionally, the effect of balanced skills – a combination of general and special skills – on the probability of success of entrepreneurs in Vietnam does has not attracted much of scholars’ and policy makers’ attention. Data provided by GEM helps this paper analyze the effects of learning outcome and balanced skills on the probability of success of entrepreneurs. The empirical results support the theory of entrepreneurship that invests more first in general, special skills and then balanced skills will increase the chance of success of entrepreneurs.

<p class="apa">Much attention is now given on producing quality graduates. Therefore, outcome-based education (OBE) in teaching and learning is now being implemented in Malaysia at all levels of education especially at higher education institutions. For implementing OBE, the design of curriculum and courses should be based on specified outcomes. Thus, the challenge for the assessment is that it should be capable of measuring whether intended outcomes have been achieved or not. Likely, by assisting lecturer in preparing examination paper that aligns with the specified outcomes is something that can help to ensure the implementation of OBE. Hence, this paper describes the development of a tool for generating question examination paper based on learning outcomes, called Learning Outcome-based Question Examination paper Tool (LoQET). LoQET is proposed for assisting lecturer in Universiti Putra Malaysia for preparing examination paper based on programme outcomes and learning outcomes set in the teaching plan and assessment entries.</p>

The research question of this paper is - How can we better help professors with developing course descriptions and how we can help study program directors to reach study program aims through learning outcomes? This issue is very common for all Latvian higher education institutions as well as other higher education institutions outside of Latvia. It became clear after reading the new changes of the Law of Higher Education of the Republic of Latvia that two major changes had to be made first in course descriptions: updating the course descriptions to the new requirements and creating a mapping of the study programs. The decision was made to start work on a Course Management System. The goal purpose was to create a Course Management System that will help professors with developing course descriptions and will help study program directors to reach study program aims through learning outcomes. At first together with students the authors did a detailed analysis of the system and then developed it. Now the system is ready for implementation. Thanks to the developed system at Ventspils University of Applied Sciences has solved several important issues related to the course descriptions. For study programme learning outcome alignment with study course learning outcome will be used matrix method. CMS is web application what is developed using HTML, CSS, Javascript, and CSS frame Bootstrapare, PHP framework Laravel and MySQL.

Graduate development programmes such as FUSION continue to be seen by policy makers, higher education institutions and small and medium-sized enterprises (SMEs) as primary means of strengthening higher education–business links and in turn improving the match between graduate output and the needs of industry. This paper provides evidence from case studies. The findings indicate that the practical application of academic principles in real-world settings provides a useful learning vehicle for academics, graduates and SMEs. Key success factors and strategies for overcoming obstacles emerged from the case studies. In light of these findings, the authors make tentative recommendations to aid the future delivery of similar programmes.

This study examines the required information and its importance that used by visitors of an education expo to select Indonesian higher education (HE) institutions. The visitors were dominated by the final year students of high schools that are located in the city of Jakarta, Indonesia. The study also investigates preferred promotional tools considered effective by the visitors that influence their choice of Indonesian HE institutions. The results indicated that the top three (in order) of the required information that used by the visitors to select Indonesian HE institutions were scholarships offered, teaching quality and faculty accreditation. Teaching quality, faculty accreditation and scholarship were the top three factors (in order) to be perceived importance by the visitors in the choice of Indonesian HE institutions. Regarding, HE promotional tools considered the most effective that influenced the visitors in selecting Indonesian HE institutions were national television, university presentation and university website. The study results provide important insight for policy makers in Indonesian HE institutions to develop marketing strategy, particularly the strategy related to recruitment and advertising, due to the visitors are potential students of Indonesian HE institutions.

Online education has grown to more than 6 million students with an average age of 33 years old (Kolowich, 2012; Selingo, 2012; Sheehy, 2012). Research indicates online programs are part of many institutions' strategic planning initiatives. Institutions are undergoing increased scrutiny from accrediting bodies, employers, and adult learners. To remain competitive and valid in this changing environment, a significant issue for leaders of online higher education institutions is how to effectively assess online cognitive learning outcomes, such as critical thinking. Adding to the challenge of online assessment of critical thinking is the contextual nature of critical thinking and two differing approaches to assessment. Leaders of online higher education institutions should seek a critical thinking assessment that is based on a theoretical framework of Transformative Learning and Adult Learning Theories. This is explored in this chapter.

This article is devoted to the actual problem of providing the regional tourism markets with high-quality specialists. It is found that, despite the large number of higher education institutions that train specialists for the tourism industry and the constant updating of educational standards, tourism businesses and organizations in the country suffer from a lack of competent specialists, while graduates cannot find work in their profession. The research has been conducted in Transcarpathian region by the method of expert survey of owners and managers of successful tourism enterprises. The research technology is presented in details: a step-by-step definition of the nature of the requirements that employers impose the graduates of tourist specialties; analysis of educational standards and work programs of educational disciplines to meet these requirements in the preparation process; identification of reasons that do not allow to prepare the much-needed specialist on the regional labour market in higher education institutions; concrete steps are suggested to improve the educational process. It is found that the learning outcomes laid down in the educational standards are determined by the manufacturer of educational services, they are more oriented to the needs of large tourism enterprises, and do not meet the needs of employers at least because most tourist enterprises and organizations in the country are small and medium in size. Training programs shall be focused on regional tourism markets, since the requirements for tourism professionals differ depending on the type of tourism activity, the size of the enterprise, the region of its operation. Owners of tourist complexes in Transcarpathia prefer to see at their enterprises multi-skilled managers (specialists), who are immediately ready to fulfill their functional responsibilities in their primary positions. For solving the problem of human resources in the tourist market of Transcarpathia it is recommended: to define and detail the expectations of the heads of regional tourism enterprises; to prepare curricula and work programs in accordance with these expectations, formulating learning outcomes in accordance with SMART technologies; to create the conditions for the implementation of these programs.

Objective: The tremendous growth in the preparation of higher education institutions for management – marketing, has resulted in the need for and necessity to discuss the quality of that education. From here, the aim of this research was to determine the factors that affect the quality of management education in the Kingdom of Saudi Arabia and to clarify its nature and importance, and the mutual effects on the quality of learning outcomes for marketing education at the individual student and program level, and at the level of the educational institution and its competitiveness. Design / Methodology: The determination of the factors affecting the quality of management education through a review of the literature and then testing its validity and its effects on the quality of marketing education outcomes at the individual, program, and institution level through practical study using survey lists for the teaching courses of government and private universities in the Kingdom of Saudi Arabia. Findings: The studies showed that almost all of the factors studied are highly reliable among themselves, and that they must be seen as coherent, when analyzing their impact on the learning outcomes of marketing education. Applications: The study provided guidance for, administrators, curriculum and course designers, and marketing teachers, to design high-quality marketing-management education programs, and in developing a self-diagnostic tool in which universities can determine their susceptibility to success and competition. Rooting / value: the current literature has shed light on the factors affecting the quality of management education. However, it was taken separately. Therefore, the research contributes to the existing literature by identifying the interrelationships between these factors, which have a role in improving the quality of marketing education.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO).
