The article analyzes the theoretical and practical aspects of citizens ' participation in the public management process and presents the main ways to ensure such participation on a partnership basis in the process of developing and making managerial decisions. The main principles of interaction in the public management system are highlighted: partnership equality, equal representation, public participation, focus on the problems of local development, the urgent needs of communities, and so on. The reasons for the low activity of community members in solving local problems are highlighted. Different approaches to public participation and partnership between local authorities and society are described. Negative aspects of public partnership interaction are presented. It is emphasized that according to the functional approach, public relations is a managed process of intergroup communication, and the prospects for the formation of effective mechanisms for implementing dialogue forms of political participation in Ukraine are determined by the specifics and features of the communication process in the "power-public" system. It is noted that public institutions, state authorities, and local self-government should strive to join forces in problem areas, mutually realizing the need and inevitability of drastic changes. The article presents a specific structure of public partnership interaction between state authorities, local self-government, and civil society institutions in the process of public control and participation in the development and adoption of managerial decisions. Now in Ukraine there is a breakdown of the established system of interrelations between the authorities and the public, which gives a powerful impetus to search of new models of interaction and active involvement into decision-making processes on the local development of socially active citizens and social strata, public associations, etc. In this context, the question of analysis of successful models of “authorities-public” interaction is extremely important in order to provide local government with the conditions for real participation of the population in formation and implementation of policies, primarily aimed at the effective use of budget funds, the solution of local problems, etc. The article deals with the issues of development of public relations social institution that is new for the Ukrainian society, public authorities and local self-government. On the example of Warsaw, the capital of the Republic of Poland, the institutional models of communicative interaction with the public are analyzed: providing for communication with the citizens and creating the conditions for their real participation in solving local problems. On this basis, the factors that lead to socio-political tension are ascertained; the measures to increase the confidence in the authorities of different levels are proposed.

The pace at which cities grow and its impact on heritage management has meant that those heritage assets not linked to the traditionally monumental have been directly doomed to oblivion. The purpose of this article is to present a research methodology backed up by multidisciplinarity and stakeholders’ diversity that allows us to highlight the values and singular aspects of this rural heritage. To achieve this, a methodology was devised that is divided into three phases: mapping of human, cultural, and natural resources based on studies undertaken by the Public Sector Administration, experts, and the citizens themselves. The second phase involved the establishment of what to protect amongst all the stakeholders involved. Finally, the third stage entails integration of the information within an urban development framework. In order to work on the development of a diagnosis from three highly different approaches, Geographic Information Systems was used as information management tools, as a means of contrasting it and performing a comprehensive analysis of the same. The development of such a holistic approach provided a patrimonial map of essential resources in the municipality to be taken into account to shape sustainable development strategies inherent to a rural environment of low density. The lack of this comprehensive approach when managing rural heritage in which citizens take on centre stage in decision-making processes unearths two fundamental issues: firstly, the ascertainment of the existence of cultural heritage hitherto abandoned, alongside the need to endow urban governance powers to the public administration, as it falls to them to spearhead this shift in public management.

After reviewing the development of public participation in environmental decision making, empirical/theoretical principles for public participation are proposed, based on Habermas's theory of communicative action. These principles are used to assess the Aarhus convention (AC), as well as the implications of the AC for the interpretation of EIA directive 85/337/EEC (amended by directive 97/11/EC) and the proposed directive on SEA.The results show that the AC falls short of the proposed principles in four fundamental aspects: (1) its need to ensure the participation of cognitively and lingually non-competent actors; (2) the need to have a two-way communication process; (3) the need to ensure normative and subjective claims are adequately recognised; and (4) the need to establish conflict management procedures. As well, the results show that the AC will set stricter standards for the interpretation of the public participation provisions in both the EIA directive and the proposed SEA directive.

Public relations practitioners can assume many different roles in public institutions. The common goal of these different roles is to try to influence the attitudes, beliefs and behaviors of the target groups through effective communication strategies. Thus, support from the public is considered. In this study, it is aimed to find out the effective strategies to improve the quality of the relations with the target groups of public institutions. For this purpose, the relationship between the communicative process established by public institutions with their target groups and relational results were examined. The research conducted on 251 people revealed that perceived communicative skills of local public institutions had positive effects on public relations perceptions (trust, commitment, satisfaction). The most important dimension is satisfaction. On the other hand, a weak relationship was found between the communicative process and control mutuality. This finding indicates that public relations department is not effective in the decision making process in public institutions. The results of the research are proposed to improve the relational results between public institutions and target groups.

Public participation is a critical aspect in the planning, also spatial planning. Its role is changing dramatically as it is present not only in social development but also tackles issues connected with cultural, educational. The most important element in participation is the will to do it – to engage in the process of planning the of life, of new urban communities, and how it is taking place in the planning process at different levels/ scales. There is a need to strengthen the public participation in the Egyptian context. Consequently, there are many cases in public participation related to the different levels (metropolitan, city, action area), connected to urban issues, besides, the sectoral issues related to economic development and societal needs. Thus, there is still a gap between existing national policies and their implementation at local level. The important question is how to achieve the local needs with strategies prepared on upper-level agencies. The main problem, in addition to the environmental issues is the regional disparities, poverty illustrated by low human development index. The research aim is to determine general framework and rules of citizen participation in Egypt by illustrating many cases from Egyptian context, and to examine the process and assess their effectiveness and the paper will end with the policy changes.

This paper emphasises significantly on public relations strategic planning in public participation to gain organisational effectiveness.  Grunig (1992) describes organisation’s decision affects public and in turn the public affect the organisation’s decision.  This paper discusses the Situational theory of publics (Grunig, 1992) and highlights communication programmes for public participation in the development of slope area in Bukit Antarabangsa, Selangor. The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

In the digital era these days, the role of public relations that is referring to communication has a huge influence on the development of all aspects of an organization. One example of its implementation is the Public Relations of the Immigration Office Class I of Border Control Cirebon, which has a role as an intermediary between the community and the office which aims to carry out the socialization plan as a means of disseminating information about government policies, especially in the immigration sector. This paper discusses the concept of work steps and the role of Public Relations of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of Non-Procedural Indonesian Migrant Workers (PMI) and provides an explanation in the form of a study of some of the problems encountered in the socialization process. This paper used descriptive qualitative method which aims to provide an explanation regarding the role of public relations of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of Indonesian Migrant Workers (PMI) and the obstacles they face. Thus, this paper produces 2 (two) main points that have answered the research problem formulation. First, the Public Relations role of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of PMI Non-Procedural has fulfilled 7 (seven) indicators of success in the public relations communication process. Second, several major obstacles have been found that hindered the socialization process, which then urgently need to be addressed immediately by the Public Relations of the Immigration Office Class I of Border Control Cirebon.

During the past decade the Indian state of Kerala has been successfully carrying out democratic decentralization, and has substantially transformed the functions of local governments in line with the 73rd and 74th Constitutional Amendment Acts, which institutionalised the local government system in India. In particular, formulation and implementation of micro plans with community participation has produced remarkable changes in the dynamics of local development and in the public management of local governments. This initiative for participatory planning at the local level taken by the government of Kerala enormously empowered local communities and the different actors in the local political system.

Communication has an important role in a community to support high solidarity between members. But not all communities know what things can build solidarity between members. Therefore, administrators in the community think about how to build solidarity within the group, how to keep the group members afloat, and also how to maintain group members so that they still have a family attitude and also care for one another. Of course in this community, some members are chosen to be community administrators, and changed every year. Some of these members have roles as chairperson, public relations officer, and treasurer. The role of a chairperson includes many things, managing members, organizing events, looking for useful information for the community and also building cohesiveness within the community. The communication process that takes place in ICON uses the Laswell communication model which is one-way, i.e. the community leader gives direction to community members directly or through WhatsApp group media. The approach used in this research is descriptive-qualitative and with the case study method. The research subject in this study was ICON. While the object of research in this study is the communication process in forming solidarity that is used by ICON in increasing solidarity within groups and also building a good image in the eyes of the community. Data collected by interview, documentation, and literature study. The conclusion of this study is that ICON uses communication strategies in the form of publications, events, community participation, CSR. In addition, to build the solidarity of its members, ICON often holds touring, Sunday morning rides, and kopdar. Komunikasi mempunyai peran penting dalam sebuah komunitas untuk menunjang solidaritas yang tinggi antar anggota. Namun tidak semua komunitas mengetahui hal-hal apa saja yang dapat membangun solidaritas antar anggota. Oleh karena itu, pengurus di dalam komunitas tersebut memikirkan bagaimana cara membangun solidaritas dalam kelompok, bagaimana cara menjaga anggota kelompok tetap bertahan, dan juga bagaimana memelihara anggota kelompok agar tetap memiliki sikap kekeluargaan dan juga saling peduli satu sama lain. Dalam komunitas ini, beberapa anggota dipilih untuk menjadi pengurus komunitas, dan berganti setiap tahunnya. Beberapa anggota tersebut memiliki peran sebagai ketua, humas, dan bendahara. Peran seorang ketua mencakup banyak hal diantaranya mengurus anggota, mengadakan acara, mencari info-info yang bermanfaat untuk komunitas dan juga membangun kekompakan. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif dan dengan metode studi kasus. Subjek penelitian pada penelitian ini adalah komunitas motor ICON. Sedangkan objek penelitian pada penelitian ini adalah proses komunikasi dalam membentuk solidaritas yang digunakan oleh komunitas motor ICON dalam meningkatkan solidaritas dan membangun citra yang baik di pandangan masyarakat. Data dikumpulkan dengan wawancara, dokumentasi, dan studi pustaka. Kesimpulan dari penelitian ini adalah komunitas motor menggunakan strategi komunikasi berupa publications, event, community involvement, CSR. Selain itu, untuk membangun solidaritas anggotanya, komunitas motor mengadakan touring, sunday morning ride, dan kopi darat.
