The concept of influence can be defined as a tool of international actors, a form of power, the ability to overcome obstacles in order to achieve different purposes or the desired result in the process of power relations established between actors in international politics. According to the approach that aims to reach the concept of influence as the desired result, in the process of setting up influence states try to influence each other through different methods and tools in which can be used through states’ own capacities. In addition to political and military tools, economic impact tools related to the field of foreign trade and finance are frequently used today. Economic impact tools, such as external aid, which may be positive or rewarding, may also be negative or punitive in a range from the boycott to the blockade. The study aims to provide a qualitative assessment of the United States' (US) economic sanctions against Iran in the context of the use of economic impact tools in international politics. In order to achieve this aim, 12 executive orders issued by the US on the grounds that Iran poses a threat to its national security, foreign policy and economy will be examined. In the conclusion of the study, the assumption that the US sanctions against Iran almost for 40 years has become a multilateral structure such as commercial and financial blockade from a structure related to bilateral relations such as boycott and embargo will be tested.

The conflict between Turkey and the Kurds is once again reaching a boiling point. Following the defeat of ISIL in northern Iraq and Syria, Turkey is now concerned that the returning Kurdish militias pose a threat to its national security. The United States, as an ally to both parties, finds itself in a unique position to push for diplomatic solutions and to mediate the conflict before it grows out of control once again. This paper will examine the history of the Turkish-Kurdish conflict, the actors involved, and how US foreign policy can be used to try and deter yet another war in the region.

The article describes and analyses the policy of the Trump administration towards Ukraine. Traditionally, the election of a new US President has some impact on the Washington’s position on Ukrainian issues, and the end of the presidential tenure serves as a reason to take stock of the results. Donald Trump’s presidency has not been marked by profound changes in the US foreign policy towards Ukraine, as it was inertially in line, for the most part, with the previous years. The American political establishment primarily views Ukraine through the prism of the security paradigm as a bulwark of deterring its global opponents, particularly Russia. Thus, the article deals with the challenges and prospects of the modern US policy towards Ukraine. The priorities of the US foreign policy towards Ukraine traditionally consist of the issues enshrined in the 2008 U.S.-Ukraine Charter on Strategic Partnership. The article focuses on defence, security, and energy cooperation. In this regard, the United States remains the major guarantor of the territorial integrity and independence of Ukraine. In deterring the Russian aggression, the Trump administration generally follows the approach of the imposition of economic sanctions, launched during the presidency of Barack Obama. It is important to stress that the United States focuses not only on the problem of the armed conflict in Donbas but also on the attempted illegal annexation of Crimea by Russia. At the same time, the focus on security issues has its negative repercussions, as it leads to certain limitations in bilateral relations, as evidenced by the lack of large-scale joint projects and weak trade and economic cooperation that impacts Ukraine’s position in the US foreign policy priorities. In the meantime, regardless of the name of the future US President, Washington’s support for Ukraine will be maintained. The close involvement of the United States in the negotiation process for the settlement of the conflict in Donbas and de-occupation of Crimea would significantly influence the course of events, but it is difficult to predict whether this prospect will become a reality. This work analyses the diplomatic conflicts that slavery and the problem of runaway slaves provoked in relations between Mexico and the United States from 1821 to 1857. Slavery became a source of conflict after the colonization of Texas. Later, after the US-Mexico War, slaves ran away into Mexican territory, and therefore slaveholders and politicians in Texas wanted a treaty of extradition that included a stipulation for the return of fugitives. This article contests recent historiography that considers the South (as a region) and southern politicians as strongly influential in the design of foreign policy, putting into question the actual power not only of the South but also of the United States as a whole. The problem of slavery divided the United States and rendered the pursuit of a proslavery foreign policy increasingly difficult. In addition, the South never acted as a unified bloc; there were considerable differences between the upper South and the lower South. These differences are noticeable in the fact that southerners in Congress never sought with enough energy a treaty of extradition with Mexico. The article also argues that Mexico found the necessary leeway to defend its own interests, even with the stark differential of wealth and resources existing between the two countries. El presente trabajo analiza los conflictos diplomáticos entre México y Estados Unidos que fueron provocados por la esclavitud y el problema de los esclavos fugitivos entre 1821 y 1857. La esclavitud se convirtió en fuente de conflicto tras la colonización de Texas. Más tarde, después de la guerra Mexico-Estados Unidos, algunos esclavos se fugaron al territorio mexicano y por lo tanto dueños y políticos solicitaron un tratado de extradición que incluyera una estipulación para el retorno de los fugitivos. Este artículo disputa la idea de la historiografía reciente que considera al Sur (en cuanto región), así como a los políticos sureños, como grandes influencias en el diseño de la política exterior, y pone en tela de juicio el verdadero poder no sólo del Sur sino de Estados Unidos en su conjunto. El problema de la esclavitud dividió a Estados Unidos y dificultó cada vez más el impulso de una política exterior que favoreciera la esclavitud. Además, el Sur jamás operó como unidad: había diferencias marcadas entre el Alto Sur y el Bajo Sur. Estas diferencias se observan en el hecho de que los sureños en el Congreso jamás se esforzaron en buscar con suficiente energía un tratado de extradición con México. El artículo también sostiene que México halló el margen de maniobra necesario para defender sus propios intereses, pese a los fuertes contrastes de riqueza y recursos entre los dos países.

AbstractThe United States has traditionally defined national security in the context of military threats and addressed them through military spending. This article considers whether the United States will rethink this mindset following the disruption of the Covid19 pandemic, during which a non-military actor has inflicted widespread harm. The author argues that the US will not redefine national security explicitly due to the importance of the military in the US economy and the bipartisan trend toward growing the military budget since 2001. However, the pandemic has opened the floodgates with respect to federal spending. This shift will enable the next administration to allocate greater resources to non-military threats such as climate change and emerging diseases, even as it continues to increase defense spending to address traditionally defined military threats such as hypersonics and cyberterrorism.

Abstract In 2016, Philippine President Rodrigo Duterte pledged to radically reorient Philippine foreign policy by separating from Manila's longtime ally the United States. Yet, this vaunted break with America has failed to manifest. Joint US–Philippine military activities have continued with President Duterte even singing the praises of his American partners. To understand how this about-face in Manila occurred, I conducted a detailed analysis of the first eighteen months of the Duterte administration. Drawing on primary sources and interviews with government officials from both countries, I argue that the continued vitality of the US–Philippine alliance stems not from disenchantment with China nor personal relationship between Duterte and Trump, but rather from an underlying institutional affinity engendered over decades of defense cooperation. Specifically, institutionalized cooperation within the alliance has cultivated a strong reservoir of support for the alliance within key institutions inside the Philippine government. This case not only highlights the development of the Duterte administration but also illustrates the wider ability of alliances to weather political discord by cultivating support within national bureaucracies.

The complex development of China and its transformation into a superpower arouses the US fears, what results in the trade and economic wars between the two countries, as well as in a discursive confrontation. As the conflict between the United States and China escalates, the struggle will intensify not only for markets, but also for the hearts and minds of Europeans (in this article, in particular, Great Britain, Germany, France and Italy are considered). Reflection on Beijing’s behavior in the context of the COVID-19 pandemic will become one of the important sociological factors that will affect the attitude of European citizens towards China, what, in turn, will have a significant impact on the implementation of the PRC’s foreign policy strategy.

Abstract As the Sino-American Great Power competition continues to intensify, newly-elected US President Joe Biden's administration now seeks to enlist the support of its allies and partners around the world. As Europe's largest economy and a, if not the, leading voice within the European Union, Germany represents an important puzzle-piece for Biden. But Germany, at least under outgoing chancellor Angela Merkel, has been reluctant to take sides. It is against this backdrop that this article looks into Germany's past and present trilateral relationships with the US and China through the theoretical lens of the so-called strategic triangle approach. Applying this approach, the article seeks to trace and explain German behaviour, as well as to elucidate the opportunities and pitfalls that have come with it. The article demonstrates that Germany's recently gained position as a ‘pivot’ (two positive bilateral relationships) between the US and Chinese ‘wings’ (positive bilateral relations with Germany and negative bilateral relations with each other) is desirable from the perspective of the strategic triangle. At the same time, being pivot is also challenging and hard to maintain. Alternative options, such as entering a US–German ‘marriage’ directed against China, are also problematic. The article therefore concludes that Germany has tough decisions to take going forward.

Key words: Enterprises, Foreign Direct Investment, management style, Mexico, United StatesAbstract: The United States and Mexico are two countries with vast cultural and economic differences, but their bilateral relations oftrade and Foreign Direct Investment (FDl) are very close. Their geographic proximity and their membership to NAFTA have increased the US-Mexican goods trade and have multiplied the Foreign Direct Investment (FDl) inflows into Mexico by seven folds during 1988-2000. Onthe other hand, the Mexican FDI inflows into the United States even though enjoyed a steady growth during last years, but without asubstantial ncrease. Although, there are some outside oolitical nd economical fctors that have influenced this evolution ofFDI in both countries, there are some managerial fctors that have made it difficult to integrate he Mexican enterprises with the US ones. Some researches confirm that in Mexico, cultural aspects influence in all possible ways to make business. These are different from the American management style, so the Mexican enterprises that want o invest in the American market must adopt the American management system, in order to have a successful investment. Existen factores políticos y económicos que han influenciado esta evolución deIDE en ambos países, sin embargo, hay otros factores como la cultura empresarial que ha sido un elemento de dificultad para integrar las empresas Mexicanas en los Estados Unidos. Algunos investigadores confirman que la cultura empresarial infuye en la manera como las empresas Mexicanas hacen negocios, la cual es diferente a la cultura empresarial Americana, entonces, las empresas Mexicanas que quieran invertir y hacer negocio en el mercado Americano, tienen que adoptar elestilo empresarial Americano para tener éxito en sus inversiones. Por lo tanto, esta investigación trata de: 1) Demostrar el crecimiento de Ia dependencia económica comercial que existe entre México y los Estados Unidos, 2)ldentificar en que sectores y donde están establecidas la mayor parte de las empresas mexicanas en los Estados Unidos y 3) Comparar el estilo empresarial mexicanos con el sistema Americano.

Abstract. The demise of the bipolar system of international politics has revived interest in such closely related and contested terms as "superpower", "hegemon", "empire" and "imperialism". This article represents an attempt to define the most probable trend in the future evolution of the international system with regard to the role of the United States of America as the most prominent state power of today's world. This article seeks to analyse the US power posture in today's world politics by comparing its core capabilities to those of the classical empire of the previous century - the British Empire - with analytical emphasis on both the "hard power" and the "soft power" dimensions. The author maintains that the notion of US hegemony or even American Empire is still relevant despite a clear historic tendency of hegemonic decline seen throughout the second part of the 20th century. The United States still ranks high on the scale of most traditional power factors and, what is by far more important, they continue to be able to shape and control the scale and the volume of international exposure of all other major players within the framework of contemporary global international system. The relative decline of US influence upon world politics at the beginning of the new millennia has been effectively off-set by the profound change in the nature of American power which is now assuming the form of a structural dominance. The author's personal view is that US hegemony is not doomed to wane, given the enormous impact the United States have already made economically, politically and intellectually upon the post World War II international relations. The continuance of the US playing the pivotal role in the international politics of the 21st century will be dependent on the ability of the US political class to adapt to and to harness the social power of numerous non-state international actors that are due take over the leading role in the future world's politics.

The research is devoted to the study of the origin of the historiography of the topic of the genesis of the US foreign policy. The key thesis of the work challenges the established position in the scientific literature about the fundamental role of the work of T. Lyman, Jr. «The diplomacy of the United States: being an account of the foreign relations of the country, from the first treaty with France, in 1778, to the Treaty of Ghent in 1814, with Great Britain», published in 1826. The article puts forward an alternative hypothesis: the emergence of the historiography of the genesis of the foreign policy of the United States occurred before the beginning of the second quarter of the XIX century – during the colonial period and the first fifty years of the North American state. A study of the works of thirty-five authors who worked during the 1610s and 1820s showed that amater historians expressed a common opinion about North America’s belonging to the Eurocentric system of international relations; they were sure that both the colonists and the founding fathers perceived international processes on the basis of raison d’être. The conceptualization of the intellectual heritage of non-professional historians allowed us to distinguish three interpretations of the origin of the United States foreign policy: «Autochthonous» – focused on purely North American reasons; «Atlantic» – postulated the borrowing of European practice of international relations by means of the system of relations that developed in the Atlantic in the XVII–XVIII centuries; «Imperial» – stated the adaptation of the British experience. The obtained data refute the provisions of scientific thought of the XX–XXI centuries and create new guidelines for further study of the topic.
