Against the background of international openness and globalization of the world economy, it is very difficult to achieve higher competitiveness in the state without the support of friendly neighbors. In this age of competition of constructive ideas, high technologies, knowledge-intensive the problem of innovative development of the Republic of Kazakhstan in the context of the Eurasian Economic Union became central dominant of understanding the goals and methods of reforming the modern state economy. The main ambitious goal is a breakthrough of Kazakhstan in the 30 most competitive countries of the world. This goal promotes the development of a coherent policy of modern developments management and the formation of a national innovation system with effective mechanisms of interaction between government, business and science in the context of the EEU. Kazakhstan tries to integrate experience of developed countries into this process. These countries began their journey to progress from the unification into regional economic alliances. The article analyzes the integration processes and actions of economic activity of participating countries of the Eurasian Economic Union in the new environment. It also examines contemporary processes of globalization and the necessity of creating an economic union, particular features of the regional economic communities. The article includes materials of the Eurasian Economic Union historical background. There was conducted analysis of integration processes development in the economic environment on the example of post-Soviet states joined in the Eurasian Economic Union.

In connection with membership in the World Trade Organization and the Eurasian Economic Union, the Republic of Kazakhstan has taken several obligations to create equal conditions for producers of goods, works and services of all participating countries. This circumstance makes it difficult to provide direct support to domestic producers. The purchases of government bodies, quasi-government organizations and subsoil users of solid minerals, hydrocarbons and uranium (government-regulated purchases) create a significant volume of demand for various kinds of goods, works and services. Therefore, within the framework of the research, a literary review of the regulatory legal acts governing the procurement of these entities was carried out. An assessment of the norms contributing to an increase in the share of local content in purchases is given. As a result, proposals were formed to improve legislation in order to increase the effectiveness of these norms.

Indonesia has a huge population over 270 million people. The Republic of Indonesia is the largest Muslim state in the world. Its steady economic growth faces a deep challenge due to the COVID-19 pandemic. Indonesian education and medicine systems are insufficient whereas the country nowadays has no high-tech or knowledge-intensive technologies. Indonesia looks a bit marginal facing current challenges, especially in comparison with the developed countries. The poverty rate is high in Indonesia. The country also faces a rise of radical Muslim communities. The COVID-19 pandemic does help the Indonesian military to strengthen again. Many challenges — demographic, economic, social, political and cultural — imply that any Indonesian government has to maneuver between the Armed Forces, Muslim groups, and the poor.

In the present settings, the development of the world economy follows a key trend that consists in regional economic integration. It is quite predictable that the member states of the Eurasian Economic Union (EAEU) are promoting the project of economic integration aiming to secure certain positions in the developing new structure of the global economic system. This study aims to establish whether EAEU meets the criteria for an international organization of regional integration, as well as to consider whether the EAEU countries can successfully combine their membership with the membership in the World Trade Organization (WTO). The study was based on specific techniques and methods for the research of phenomena and processes. In a bid to reach the objectives of the study, the authors considered the scientific opinions, online data sources, as well as the analytical data available on the official websites of EAEU, WTO and the Eurasian Economic Commission. The importance of the study lies in the actionable advice on the improvement of integration that was provided based on the analysis of the regional economic integration processes within EAEU. The study concludes that the EAEU was established in accordance with the norms of international law and that the Union possesses every attribute of an international organization. In addition to that, as a result of examining EAEU’s ‘outer borders,’ the study revealed certain problems for the member states in trying to maintain their EAEU membership alongside with the membership in WTO.

The monograph is the first scientific publication, considering the complex international legal issues of the integration of rapprochement of the Russian Federation, Belarus and Kazakhstan after the signing of the Heads of State May 29, 2014 the Treaty on the Eurasian Economic Union. The monograph is held international legal analysis of the contractual framework prior Eurasian Economic Union integration union – Customs Union. The position of the new interstate integration association – the Eurasian Economic Union – as a subject of public international law. On the basis of comparative legal analysis mapped international legal obligations, operating under the World Trade Organization, as well as the provisions of the Treaty on the Eurasian Economic Union, including in the areas of customs regulation, industrial policies, and technical regulation. Give suggestions and recommendations for improving and promoting the integration of the former Soviet Union in the framework of the Eurasian Economic Union, taking into account Russia’s membership in the World Trade Organization, as well as the possible accession by the Republic of Belarus and the Republic of Kazakhstan – Russia’s partners in the Eurasian Economic Union. The monograph focuses on a wide range of readers: researchers and experts in the field of international law and international relations, employees of public authorities, business representatives, teachers and law faculties, graduate students, and all interested in the integration of the modern world.

The article describes main indicators of scientific, sci-tech and innovative activity in the Republic of Belarus and in other EAEU member countries. Analyzed information allows identifying the existing development problems of scientific, sci-tech and innovative activities in the EAEU member countries. Thus, in terms of inner financing of research, the EAEU countries lag behind the economically developed countries in the world. In general, research and development costs among the EAEU countries do not exceed 1.2%, which is lower than the world average values (2.12%), as well as the level of other integration associations. Other development problems of scientific, sci-tech and innovative activity in the EAEU countries are: low level of investment in innovative projects; the ineffectiveness of single R&D, which is associated with insufficient study of marketing issues, lack of experience in creating project teams, and fragmentation of developers; the procedure for financing innovative projects aimed at mass replication of already approved technologies and goods, to the detriment of the introduction and dissemination of innovations; low demand for innovative products from the real sector of the economy of the EAEU countries, weak receptivity to innovations, insufficient cooperation with innovation developers; low efficiency of subjects of innovative infrastructure in the field of commercialization of the results of scientific and sci-tech activities; the lack of systematic work on the support of scientific projects, the comprehensive introduction of technology and the development of innovative projects. Conclusions and proposals based on the research help to enhance innovative activity in the EAEU countries. Work justifies that formation of closer ties between scientific and educational institutions, industrial enterprises and government bodies is needed to increase innovative activities in the EAUE countries. The successful experience of the formation and use of these technologies is demonstrated by the EU countries.

The article reveals the features of the international trade, economic and integration priorities of the Republic of Uzbekistan. The conceptual approaches to joining the WTO, diversification of the geography and structure of foreign trade, as well as the expansion of foreign economic cooperation with world and regional powers, the CIS countries and Central Asia are substantiated. In the context of the formation of a new world order, there is a need to make changes to the development strategy of the Eurasian Economic Union and, even more broadly, integration processes in the post-Soviet space. These changes should take into account the changes taking place in the world, the emergence of new properties of world politics, which are often generically called turbulence. The components of turbulence are conflictness and uncertainty, but this is not the whole list, there are other components. On the example of the Transnistrian conflict settlement, it is shown that success in this process is possible if we are not confined to the conflict itself, but we act on the basis of Russias and the European Unions mutual desire to reduce conflictness in the world and in the European region. Uncertainties can be contrasted with the emergence of military-political factor as the leading one of Eurasian integration in the form of rapprochement and the gradual merger of the Eurasian Economic Union and the Collective Security Treaty Organization.

The article analyzes the modern concept of human capital and its role in the socioeconomic development of society. The structure of human capital in Russia and the state of its main components have been studied. The necessity of creating mechanisms for significantly more effective use of the intellectual potential of scientific and educational institutions of the country, as well as of the formation of a national innovation system, is shown. It is demonstrated that according to the World Bank estimates, today the national human capital in developing countries accounts for more than half of their national wealth, and in the developed countries of the world – for about 70-80%. Thus, human capital is now considered as the most important economic category, the importance of which will significantly increase in the 21st century. The author believes that it is advisable to use the positive experience of the functioning of such a system in China.

The article analyzes the development of agriculture in the Republic of Kirgizia and output of products by categories of entrepreneur structures. During the research the authors found out that reforms in agriculture caused serious changes in structure and forms of agricultural entrepreneurship, which can be seen in the fact of the primary settingup and developing the small-peasant family form. The reasons for the development of small-peasant forms of entrepreneurship were shown and it affects negatively the use of economic potential in industry. It was revealed that in agriculture of the Republic organizational forms of agricultural units were: joint stock companies, production cooperatives. It was grounded that insufficient development of big commodity production was caused by week stimulation of this form of entrepreneurship. On the basis of comparative analysis of entrepreneurial structure in the industry of Eurasian Economic Union country-members the authors identified the lines in shaping competitive forms of agricultural entrepreneurship in Kirgizia in conditions of integration. They proposed measures aimed at development of agricultural cooperation and setting-up competitive forms of economic management, which could promote transformation of the agrarian sector of the country within the frames of the Eurasian Economic Union.
