One of the main characteristics of Turkey which is one of the countries that is becoming urbanized fast is that the majority of population chooses metropolises and accumulates in metropolises rather than medium sized cities. In this sense, there are specific problems such as basic urban services especially in metropolises. Therefore, there is an increasing need for enhancing spatial life quality of urban settlements in turkey, strengthen economic and social structure, restructuring spatial planning system in Turkey. It was projected to prepare “Urban Development Strategy and Action Plan” for this aim. In this sense, “Raising Life Standards of Cities and Enabling Sustainable Development” was determined as the primary policy. Moreover, “Integrated Urban Development Strategy and Action Plan for Sustainable Urban Development” was prepared within scope of Program for Alignment with the EU Acquis. “ Integrated Urban Development Strategy and Action Plan 2010-2023”, with its short name Urban Development Strategy (KENTGES), comprises of settlement and urbanization; space, theme and extents of settlement and spatial planning within the principle of sustainability, make relations between spatial sectors within an integrated approach, enable adaptation with national basic policies. KENTGES is a national document which puts forward principles, strategies and actions for solution of structural problems of urbanization and providing healthy, balanced and habitable urban development; determines their practical principles and conveys them to an action program. In this paper, basic principles and practicability of the mentioned action plan which was prepared in order to enable sustainable urbanization in Turkey will be discussed.

 Increasing urbanization has been a major challenge to tackle issues relating to population growth, housing, infrastructure development and urban management in Nepal. Initiatives have been taking by the stakeholders of urban sectors in different course of action plans. New town development, smart city development, preparation and implementation of various strategic plans and action plans are some of the initiatives undertaken by the Ministry of Urban Development, Government of Nepal. At present, the Ministry of Urban Development is preparing intervening plans and programmes to 40 towns for planned urban development in Nepal. Some of these towns are already in pace of development and some others are in infancy stages. Balance urban development strategy so far is a strategy of government of Nepal however theory of political economy of development is inherently coming in selection of the towns, and basically in implementing the plans. Therefore, most of the prepared action plans are in question of effective implementation. Among the prioritized new towns of Nepal, some of these towns particularly smart cities are in very infancy stages of infrastructure development in which ‘smartness’ itself falls into huge dilemma. Therefore, more challenges are added in implementing the smart cities into action plan. However, new towns of Hilly and Tarai-Madhesh area will definitely provide the opportunities to cater population and create more opportunities. In this context, this study focus on the new town development and their spatial distribution in Nepal through the collection of primary information and review of previous literature.

Sustainable development has long been promoted as the best answer to the world’s environmental problems. This term has generated mass appeal as it implies that both the development of the built environment and its associated resource consumption can be achieved without jeopardising the natural environment. In the urban context, sustainability issues have been reflected in the promotion of sustainable urban development, which emphasises the sensible exploitation of scarce natural resources for urbanisation in a manner that allows future generations to repeat the process. This chapter highlights attempts to promote sustainable urban development through an integration of three important considerations: planning, development and the ecosystem. It highlights the fact that spatial planning processes were traditionally driven by economic and social objectives, and rarely involved promoting the sustainability agenda to achieve a sustainable urban future. As a result, rapid urbanisation has created a variety of pressures on the ecosystem upon which we rely. It is believed that the integration of the urban planning and development processes within the limitations of the ecosystem, monitored by a sustainability assessment mechanism, would offer a better approach to maintaining sustainable resource use without compromising urban development.

Due to Melbourne's ongoing growth, there is continuous pressure on its transportation infrastructure. Further, to maintain its position as one of the most livable cities in the world, Melbourne needs to always look at ways to optimize technology and lifestyle while being conscious of its effects on the environment in order to encourage a sustainable development agenda. Such a stance is part of Melbourne's future sustainable urban development strategy including ‘Melbourne 2017-2050.' As a part of such strategy, this article discusses the possibility of underground urban structures (UUS) to further alleviate Melbourne's continuous urban development problems. Four case studies, Lujiazui, Hongqiao, Montreal, and Helsinki, were studied. These four case studies have some comparability with Melbourne's CBD. Particularly, both Montreal and Helsinki have relevance to Melbourne which is appealing. Predominantly, these two cities' main objective of UUS matches that of Melbourne's long-term urban planning goals. Noticeably, improving the livability along with reducing building operational costs are central to Melbourne's 2017-2050 planning and beyond. According to Melbourne 2017-2050, as a sustainable urban development focus, the city's high livability needs to be maintained together with finding alternative ways to reducing building operational costs. This research would thus serve as a springboard to further investigate the UUS for Melbourne city.

There is currently a phenomenon of global urbanization, where in Europe intermediary cities play a major role by concentrating more than 40% of the European urban population. These types of cities have specific challenges regarding their sustainability and are key to meeting the objectives set out in the UN 2030 Agenda (United Nations, UN), due to their local character and proximity to the citizen. The intermediary cities of Andalusia in Spain, its urban sustainable development and its relationship with water are the object of analysis in this article. They are analyzed through the winning plans in the first call of the Spanish “Integrated Sustainable Urban Development Strategy ” (ISUDS). In this process, the citizens are the main actors through their participation in the elaboration of the ISUDS, in which they express the scope of the “hydrosocial contract ” of citizenship. The research presented in this article analyzes the latter through a methodological framework applied to the ISUDS, which shows the unequal interest of Andalusian intermediary cities when integrating water into their sustainable development. The article ends with a series of recommendations that make it possible to bring these cities closer to the “water sensitive cities ” stage.

AbstractAn important European environmental policy aim is to create “sustainable cities”. The aim of this article is to explore the possible tensions between environmental measures and urban spatial planning law that can arise in creating such sustainable cities and examine opportunities for integrated sustainable urban planning. The policy document discussed in this article is the European Thematic Strategy on Urban Development of 2006. This Strategy promotes an integrated approach as the tool to achieve sustainable urban development, with the implementation of existing EU environmental legislation as its outer boundary. However, no specific EU legislation has been adopted or is foreseen thereon. The EU merely intends to offer support and guidance to the Member States. But will such a policy suffice to reach the aim? Are not clearer (legislative) parameters needed? Within the EU several “best practices” to the integrated approach are being developed by the Member States. This article highlights the Dutch approach to integrated urban development that could be seen as such a best practice. Particularly relevant in urban (re)development projects are the Dutch 'Interim Act City and Environment approach', the legal Framework for Air Quality in the Dutch Environmental Management Act and the 'Crisis and Recovery Act'. These instruments show chances for integrated urban (re)development. But some points of attention remain even in the Dutch approach, such as the guarantee that the ecological aspect of sustainability must not come off worse. Is EU legislation needed to address these points of attention or will national (or local) action do?

Many developing countries' national plans and urbanization policies lack effective measures to address environmental degradation and support the sustainable use of natural resources. Sustainable urban development policies, the most important pillar of socio-economic development, have not been produced and/or integrated to the urban planning system in Turkey. Suggesting that economic growth may be equaled to wealth and welfare is only possible in environments where certain requirements are satisfied. These requirements may be enumerated as not surpassing the natural renovation capacity, minimizing pollution risks, optimal protection and preservation of non-renewable resources, use of natural resources according to protection-utilization principles. This chapter firstly addresses planning tradition in conceptual background, and analyses relationship of this convention with urban development. Secondly and final phase it addresses the ecological influences created by the urban development shaped by urban planning tradition on the environment, and presents suggestions for solution.

The European Union has recognized the centrality of community in economic development processes by stressing the role of the cities in delivering smart, sustainable and inclusive growth. The European Commission has recently published a study on how cities use ERDF to make their cities a better place to live and work [. One of the most engaging results of the study is the variable geometry of strategies in place to achieve urban and territorial cohesion through the implementation of integrated approaches. The area-based type of intervention dominates many of the practices, especially those in deprived areas, because of social, economic and environmental factors. Physical regeneration is still a major driver in creating multi-stakeholder cooperation in the integration of policies. There are relatively few cases in which the place-based approach was combined with a people-based approach and even fewer where ERDF and European Social Fund (ESF) cross-funding was developed [2]. Even the urban dimension in the EU cohesion policy is not a new issue, the way in which the Europe 2020 intends to ensure integrated approach in the sustainable urban development is quite new because it entails both thematic concentration and involvement of the community. According to the Commissions proposals, there are several ways to support sustainable urban development with the Structural Funds: Operational programmes, Integrated Territorial Investment (ITI), Community-Led Local Development, financial instruments (like Jessica and Jeremie) by enhancing new forms of Public Private Partnership. The paper reports some interesting findings of the CLUDs project with respect the role of no-profit organization in different forms of Public Private Partnerships used to regenerate urban districts in the Metropolitan Area of Boston. The research funded by IRSES Marie Curie Actions has created an international network of 4 EU universities (Reggio Calabria, Rome, Salford and Helsinki) and 2 US universities (Northeastern University of Boston and San Diego State University) in research and innovation transfer in the field of PPP applied to urban regeneration actions and policies.

With this article we contribute to debates on urban land governance and sustainable urban development in Africa by providing an empirical analysis of forced displacement and resettlement associated with infrastructure development in Beira city, Mozambique. In recent years Beira has become the recipient of numerous investment flows targeting the built environment by a range of international investors. By analyzing the micropolitical engagements associated with three different infrastructure projects, based on extensive qualitative interviews, observations, and document analysis, we demonstrate how each intervention has been associated with highly informal and divergent processes of forced displacement and resettlement. We argue that these land related impacts have been annexed from debates on sustainable infrastructure development, and that they exhibit some fundamental differences from established resettlement research. We conclude by arguing that forced displacement and resettlement should be understood as a deliberate and systematic feature of urban infrastructure development, through which new social-spatial arrangements are created. This ultimately points to the emergence of a novel mode of fragmented urbanism within the context of urban development in Africa which poses new challenges to urban sustainability.
