In multi-participant BIM-based construction projects (BbCP), the organization of inter-stakeholder relationships has become challenging. The emerging BIM roles and responsibilities that are not clearly defined as a standard, complicate this process further. Legal regulations and contracts prepared according to traditional construction methods are insufficient to identify these new and complex relationships. This uncertainty hinders the spread of BIM-integrated projects, causing stakeholders to have legal concerns about BIM-based projects. Within the scope of this research, the legal concerns related with BIM-based projects and critical points to be considered in the contract preparation phase were determined through literature review, case law research, first and second stage interviews and a questionnaire survey. 25 main and 32 sub-critical points were identified and recommended to be considered in the contract phase were categorized under 9 headings (i.e., administrative decisions, analysis, legal issues, allocation of risks and responsibilities, intellectual property rights (IPR), information management, interoperability, data security and the operation phase). As an outcome, this paper proposes a preliminary checklist template that can be used as an input to the contract phase of BbCP. With the support of checklist, measures can be taken at the contract stage for potential legal problems that may occur in the project life-cycle. The checklist can serve as a starting point for legislators and regulators to ensure the compatibility of traditional construction contracts with new technologies. Finally, addressing legal issues in BbCP can alleviate stakeholders’ concerns and lead to the spread of BbCP in the construction industry.

Sustainable development and environment in the activities of the construction industry has attracted the attention of experts in most countries of the world. One of the obvious and problematic features of the construction industry of countries is the use of modern building materials using traditional construction methods. Changing the paradigm for sustainable buildings requires a change in the architectural design process. Today, smart buildings are buildings that are at a lower level in terms of energy consumption and operate in a dynamic and integrated environment, creating a perfect harmony between management, system, services, and structure. These qualities make plastics ideal products for construction and an essential component for a sustainable built environment. In the design of smart and sustainable buildings, the use of environmentally friendly materials increases the lifespan of the building and an effective step is taken towards the design of sustainable architecture. In this paper, we evaluate hotel construction based on sustainability issues with MCDM. The results show that alternative A4 is the best alternative in sustainable issues. With the increasing population and its concentration in large cities, the concern of energy supply and energy efficiency in buildings is one of the main concerns of urban planners, officials, and city residents. Construction projects mainly consume large amounts of materials and leave a huge amount of waste, and this problem sometimes includes existing buildings that cannot be demolished and need to be rebuilt and maintained.

The sustainable construction of folk houses needs extremely the support of green vernacular architectural technology. Taking the after-quake reconstruction in Lushan of Sichuan province as an example, the bamboo structure, some new technologies like new adobe technology etc. are intending to be used in the folk houses recovery and reconstruction, in order to improve the earthquake-proof property of the local buildings and to improve the living environment of the local people. These technologies combine with the local traditional construction methods of local folk house construction will make the construction process more localizing, greenness and ecology, in order to realize the sustainable construction of folk house construction in the region.


Emerging technologies have always played an important role in armed conflict. From the crossbow to cyber capabilities, technology that could be weaponized to create an advantage over an adversary has inevitably found its way into military arsenals for use in armed conflict. The weaponization of emerging technologies, however, raises challenging legal issues with respect to the law of armed conflict. As States continue to develop and exploit new technologies, how will the law of armed conflict address the use of these technologies on the battlefield? Is existing law sufficient to regulate new technologies, such as cyber capabilities, autonomous weapons systems, and artificial intelligence? Have emerging technologies fundamentally altered the way we should understand concepts such as law-of-war precautions and the principle of distinction? How can we ensure compliance and accountability in light of technological advancement? This book explores these critical questions while highlighting the legal challenges—and opportunities—presented by the use of emerging technologies on the battlefield.

Reducing the duration of construction works requires additional organizational measures, such as selecting construction methods that assure a shorter realization time, engaging additional resources, working overtime, or allowing construction works to be performed simultaneously in the same working units. The simultaneous work of crews may affect the quality of works and the efficiency of construction processes. This article presents a simulation model aimed at assessing the impact of the overlap period on the extension of the working time of the crews and the reduction of a repetitive project’s duration in random conditions. The purpose of simulation studies is to provide construction managers with guidelines when deciding on the dates of starting the sequential technological process lines realized by specialized working crews, for sustainable scheduling and organization of construction projects.

Prefabricated buildings are the direction of the future development of the construction industry and have received widespread attention. The effective execution of prefabricated construction project scheduling should consider resource constraints and the supply arrangement of prefabricated components. However, the traditional construction resource-constrained project scheduling implementation method cannot simultaneously consider the characteristics of the linkage between component production and on-site assembly construction. It cannot also fully adapt to the scheduling implementation method of the prefabricated construction projects. It is difficult to work out a reasonable project schedule and resource allocation table. In order to determine the relevant schedule parameters that can reflect the actual construction situation of the prefabricated building and meet the scheduling requirements of the prefabricated project, this study proposes a prefabricated construction project scheduling model that considers project resource constraints and prefabricated component supply constraints. Additionally, it improves the design of traditional genetic algorithms (GAs). Research results of the experimental calculation and engineering application show that the proposed project scheduling optimization model and GA are effective and practical, which can help project managers in effectively formulating prefabricated construction project scheduling plans, reasonably allocating resources, reducing completion time, and improving project performance.

States are commonly blamed for wars, called on to apologize, held liable for debts and reparations, bound by treaties, and punished with sanctions. But what does it mean to hold a state responsible as opposed to a government, a nation, or an individual leader? Under what circumstances should we assign responsibility to states rather than individuals? This book demystifies the phenomenon of state responsibility and explains why it is a challenging yet indispensable part of modern politics. Taking Thomas Hobbes' theory of the state as a starting point, the book presents a theory of state responsibility that sheds new light on sovereign debt, historical reparations, treaty obligations, and economic sanctions. Along the way, it overturns longstanding interpretations of Hobbes' political thought, explores how new technologies will alter the practice of state responsibility as we know it, and develops new accounts of political authority, representation, and legitimacy. The book argues that Hobbes' idea of the state offers a far richer and more realistic conception of state responsibility than the theories prevalent today and demonstrates that Hobbes' Leviathan is much more than an anthropomorphic “artificial man.” The book is essential reading for political theorists, scholars of international relations, international lawyers, and philosophers. It recovers a forgotten understanding of state personality in Hobbes' thought and shows how to apply it to the world of imperfect states in which we live.

Assisted reproduction was provided in Albania as an alternative way of reproduction by the "Reproductive Health" law of 2002. This law is an attempt to give the possibility of access in new technologies of reproduction as surrogacy, heterologues and homologues artificial reproduction to infertile persons, but since the enter into force of this law no further provisions has been made to regulate the procedures and the consequences coming from its applicability. The issue of assisted reproduction is still a subject of debate and of legislative changes as it is still not completely regulated by law. in this important issue, constitutional rights of different individuals, different interests and family law principles are involved. Ethical, scientific and legal factors are those which should be taken into consideration by the legislator in the attempt to make further legislative provisions. This paper analyses the few provisions on the assisted reproduction in the Albanian legislation. As a concept which implicates many institutions in different fields, the paper aims to give the Albanian perspective on different legal issues related to the topic. The reproductive right as human right and the state liability to ensure it through the health care system should be analyzed according to the Albanian Constitution and the European Court of Human Rights. The consequences of the ART on the family law is another legal issue with which the Albanian legislator has to deal with as the implementation of the techniques on assisted reproduction was not accompanied by the necessary changes in the provisions of family law. The legislations of different European countries which have the best experiences on the field will be put face to face and compared in order to give the best practices.
