Title (Bahasa Indonesia): Rencana strategis pengembangan wilayah kerja pelabuhan perikanan untuk mendukung operasional pelabuhan secara optimal This study examines the working area development of fishing port to support optimal operations and services. The purpose of this study is to examine the working area coverage in  ​​the sea and land operations based on the ratio conditions of spatial utilization and sea operation in 2025, and to examine the implementation of IIU Fishing control in the fishing port and the carrying capacity of the port, based on the provisions of Ocean Fishery Port class. This study included primary and secondary data. The former was collected through interviews using questionnaires. The analysis applied SWOT, starting with identification of internal and external factors. Results found several development strategies including fishing port working area development of Bitung Fishing Port, fishermen’s residential area development, inter-sectoral coordination synergy, raw material availability for strengthening fisheries industries, sustainable and responsible fish resources management, human resources capacity building, law enforcement, information technology applications, standard dock development, and regulation consolidation. Penelitian ini mengkaji pengembangan wilayah kerja pelabuhan perikanan untuk mendukung operasional dan pelayanan pelabuhan secara optimal. Tujuan penelitian ini adalah mengkaji luas wilayah kerja operasional laut dan daratan berdasarkan kondisi rasio pemanfaatan ruang wilayah kerja dan operasional laut pada tahun 2025, mengkaji kondisi pelaksanaan pengendalian IIU Fishing di pelabuhan perikanan dan kondisi daya dukung dermaga, yang disesuaikan dengan ketentuan kelas Pelabuhan Perikanan Samudera. Data diperoleh dengan metode wawancara menggunakan kuisioner. Data sekunder juga digunakan dalam penelitian ini. Analisis data menggunakan analisis SWOT, dengan langkah awal mengidentifikasi faktor internal dan eksternal. Hasil yang diperoleh berupa strategi pengembangan, antara lain, memperluas WKOPP PPS Bitung, menetapkan kawasan pemukiman nelayan, sinergitas koordinasi antar sektor, penguatan ketersediaan bahan baku industri perikanan, pengelolaan sumber daya ikan yang bertanggung jawab dan berkelanjutan, penguatan kompetensi sumber daya manusia, penegakan hukum, aplikasi teknologi informatika, pengembangan dermaga sesuai standar, dan konsolidasi regulasi.

One of areas which producing sweet potato is Cilembu Village, located in Pamulihan Subdistrict, Sumedang Regency.  The sweet Potato is famous as ubi Cilembu. The objectives of this research were to identify internal and external factors affecting raw material availability and continuity of marketing system of sweet potato Cilembu and to recommend alternative of effective and efficient marketing strategy of sweet potato Cilembu. This research used purposive sampling and also primary and secondary data. Respondents consisted of 30 people from 107 population of sweet potatoes Cilembu in Cilembu village. Analysis was conducted using IFE and EFE matrix, internal-external (IE) matrix, SWOT and QSPM method. From several strategies by using QSPM method, it had chosen one strategy to boost Cilembu sweet potato marketing by KUCP. The strategy was to encourage efforts in creating processing business medium scale of Cilembu sweet potatoes in order to get competitive processed products.

Title (Bahasa Indonesia): Penerapan Surat Laik Operasi (SLO) pada kapal perikanan tuna handline berukuran sampai 5-GT di Bitung, Indonesia This study was carried out in Bitung Oceanic Fishing Port (BOFP) focusing on fishing vessel operations and necessary documents, and tuna production. Data were analyzed using SWOT on legal fishing operation documents of handline tuna fishing boats up to 5-GT. Implementation of  legal fishing operation letter (LFOL) started in 2011. Mean catch was 82.565 kg/month under 182 boats/month. This study concluded that the readiness of legal umbrella, supporting facilities, and the human resources for fish resources management in the integrated service center to prevent the IUU Fishing in the Fisheries Management Authority of 715 and 716 were still not optimal. On the other hand, the impact of the legal fishing operation letter implementation on  the handline tuna fishing boat up to 5-GT has still not followed Marine and Fisheries Minister’s Regulation No. 45, 2014. Therefore, the study reccommends some revisions of the regulations to optimize the implementation in future. Penelitian ini dilakukan di Pelabuhan Perikanan Samudera Bitung (PPS Bitung) mengenai operasional dan kelengkapan kapal serta produksi ikan tuna. Analisis data menggunakan SWOT terhadap penerapan surat laik operasi (SLO) pada kapal perikanan tuna handline berukuran sampai 5-GT. Penerapan SLO telah dimulai sejak tahun 2011 oleh Dinas Kelautan dan Perikanan (DKP) Kota Bitung. Jumlah rata-rata hasil tangkapan ikan pada perikanan handline tuna adalah sebanyak 82.565 kg/bulan dengan jumlah rata-rata 182 kapal/bulan. Dapat disimpulkan, bahwa kesiapan payung hukum, fasilitas pendukung dan SDM pengawasan/ pengendalian sumber daya ikan yang ada di Pos Pelayanan Terpadu dalam mengantisipasi IUU Fishing di WPP 715 dan WPP 716 masih belum optimal. Pelaksanaan penerbitan SLO bagi kapal perikanan berukuran sampai 5-GT masih  berbeda dengan penerapan Permen KP No. 45 Tahun 2014, sehingga perlu dilakukan revisi demi perbaikan produk regulasi dari Kementerian Perikanan Dan Kelautan Indonesia di masa datang.

ABSTRAK Peningkatan jumlah Usaha Kecil dan Menengah (UKM) perlu terus dilakukan, di samping peningkatan upaya untuk mengembangkan usaha yang telah berjalan. Tujuan penelitian ini adalah untuk mengidentifikasi faktor-faktor internal dan eksternal, menentukan strategi serta menyusun program dan kegiatan pengembangan UKM kelompok makanan, minuman, dan tembakau. Penelitian dilaksanakan di Kota Tarakan, Provinsi Kalimantan Timur, Indonesia pada bulan Januari hingga Juni  2018. Penelitian ini mengumpulkan data primer dan sekunder dengan jumlah sampel sebanyak 21 responden. Data dianalisis dengan menggunakan analisis Strengths, Weakness, Opportunities, and Threats (SWOT).  Hasil penelitian menunjukkan bahwa faktor-faktor internal dan eksternal yang mempengaruhi pengembangan UKM antara lain motivasi, bahan baku, tenaga kerja, modal, keuangan, teknologi, pemasaran, iklim usaha, dan pembinaan. Strategi pengembangan UKM dalam kelompok makanan, minuman, dan tembakau di Kota Tarakan adalah agresif. Program-program pengembangan UKM antara lain program identifikasi dan pengembangan potensi daerah, program penguatan kemampuan ekonomi UKM, dan program peningkatan jumlah wirausahawan muda. Program tersebut dijabarkan dalam berbagai kegiatan pokok.Kata kunci: UKM, faktor internal, faktor eksternal, strategi usaha, dan program pengembangan. ABSTRACT The increasing quantity Medium and Small Businesses (MSB) is  needed to be done as well as the increasing efforts to develop the existing MSB. The aims of this study were to identify the internal and external factors, to determine strategy also to arrange the programs and activities to develop the MSB of  cigarette, drink, and food group. The study was done in Tarakan City, East Kalimantan Province, Indonesia since January to June 2018. This study collected primary dan secondary data with total sample as many as 21 respondents. Data were analyzed by using the analysis Strengths, Weakness, Opportunities, and Threats (SWOT). The results of this study show internal and external factors affect the development of  MSB such as motivation, raw material, labor, capital, finance, teknologi, marketing, business climate, and assistance. The strategy to develop MSB in cigarette, drink, and food group is aggresive. Programs develop MSB such as identification and development of regional potency, strengthening of MSB economic ability, and increasing of young entreprenuers. Those programs are derived become some importants activities.Keywords: SME, internal factor, external factor, bussines strategy, and development program

The purpose of this study was to find out the function of cold storage in stabilizing fish prices in Ambon City, analyzing optimal production levels of various types of dominant fish, and analyzing the level of efficiency of utilization of cold storage and auxiliary machinery. This study uses the survey method. Primary data collection through questionnaires is built empirically while secondary data is obtained from several agencies related to this study. The research sample was drawn by exhausting sampling, amounting to 6 cold storage units in Ambon City. The role of cold storage to stabilize fish prices was analyzed using a qualitative descriptive approach, while the quantitative techniques used included analysis of optimization of cold storage production with linear programming and analysis of the efficiency of utilization of cold storage. The results of the study show that cold storage has not played a role properly to stabilize fish prices in Ambon City. To achieve optimal use of production factors, the cold storage management needs to reduce the raw material by 24,915.9 kg / month; 7 HOK / month workforce; cold storage storage space capacity of 2.09 kg / month; and demand for flying fish 1,402.6 kg / month, while the use of production factors efficiently (fully utulized) is the capacity of the freezing machine, demand for tuna, skipjack, and cob. The level of technical efficiency of the utilization of cold storage facilities is reached, the total use of installed capacity must be proportional to the capacity used.

The metal concentrations and isotopic compositions (13C, 207/206Pb) of urban dust, topsoil, and PM10 samples were analyzed in a residential area near Donghae port, Korea, which is surrounded by various types of industrial factories and raw material stockpiled on empty land, to determine the contributions of the main pollution sources (i.e., Mn ore, Zn ore, cement, coal, coke, and topsoil). The metal concentrations of urban dust in the port and residential area were approximately 85~112 times higher (EF > 100) in comparison with the control area (EF < 2), especially the Mn and Zn ions, indicating they were mainly derived from anthropogenic source. These ions have been accumulating in urban dust for decades; furthermore, the concentration of PM10 is seven times higher than that of the control area, which means that contamination is even present. The isotopic (13C, 207/206Pb) values of the pollution sources were highly different, depending on the characteristics of each source: cement (−19.6‰, 0.8594‰), Zn ore (−24.3‰, 0.9175‰), coal (−23.6‰, 0.8369‰), coke (−27.0‰, 0.8739‰), Mn ore (−24.9‰, 0.9117‰), soil (−25.2‰, 0.7743‰). As a result of the evaluated contributions of pollution source on urban dust through the Iso-source and SIAR models using stable isotope ratios (13C, 207/206Pb), we found that the largest contribution of Mn (20.4%) and Zn (20.3%) ions are derived from industrial factories and ore stockpiles on empty land (Mn and Zn). It is suggested that there is a significant influence of dust scattered by wind from raw material stockpiles, which are stacked near ports or factories. Therefore, there is evidence to support the idea that port activities affect the air quality of residence areas in a city. Our results may indicate that metal concentrations and their stable isotope compositions can predict environmental changes and act as a powerful tool to trace the past and present pollution history in complex contexts associated with peri-urban regions.

The collection of regional taxes and levies must be based on Law Number 28 of 2009 concerning Regional Taxes and Regional Levies, and for the Banyumas Regency area, it has been regulated in Regional Regulation Number 1 of 2011 concerning Regional Taxes in conjunction with Regional Regulation Number 22 of 2016 concerning Amendments to the Second Regulation Region Number 1 the Year 2011 concerning Regional Taxes. One type of tax that is under the authority of the regions is the Fees for Acquisition of Rights on Land and Buildings, hereinafter referred to as BPHTB. The approach method used in thisresearch is the normative juridical approach method. The data used are secondary data and primary data as a complement to secondary data. The results and discussion are the application of BPHTB based on the  sale and purchase of the implementation including the process of filling in the SSPD BPHTB, determining tax objects, tax taxes, calculating taxes, research or validation, and payment. BPHTB is based on the sale and purchase of applications based on the PDRD Law and Regional Tax Regulations, the basis for calculating the BPHTB is the transaction price, therefore based on the Regent Regulation, the RegionalFinance Agency carries out a research procedure (validation) of BPHTB based on buying and selling with the truth of the transaction price value used to calculate BPHTB. PPAT which regulates the deed of transfer of rights, without ta  supervision has been paid and validated giving legal consequences for PPAT in the form of sanctions in the form of fines for each award. Law enforcement of sanctions on administrative fines against PPAT and the procedures for its implementation are not regulated and have not been further regulated in the PDRD Law, Regional Tax Regional Regulations, or in implementing regulations.Keywords: Regional Taxes; Fees for Acquisition of Rights on Land and / or Buildings; Legal Consequencesof Land Deed Making Officials.

The purpose of this research is to describe "Indonesian language code-mixing in the Javanese utterance of Kartini film by Hanung Bramantyo". In this film, there are many types of code-mixing occured, namely: code-mixing of words, code-mixing of frase, and code-mixing of clause. In addition, the film also included code-mixing characteristics based on informal situation. The primary data in this research is phrases and words, whereas, secondary data is a transcription dialogue in the Kartini film by Hanung Bramantyo. This research is qualitative research by using descriptive methods. In analyzing the data, Nababan’s theory is used. Moreover, Chaer and Agustina’s theories are used in analyzing code-mixing. Based on the results of data analysis, it can be concluded that the results of this study include 1) code-mxing of the words kita, aku, and, masuk. Meanwhile the code-mixing of frase can be seen from the words sejak semua and menemukan kebebasanmu and code-mixing of clause can be seen from aku nulis iklan. 2) The characteristic of code-mixing based-situation is the informal situation.

Botswana has one of the highest rates of increase in road traffic accidents and fatalities in the world. The amendment of road laws came with stricter penalties for road offences which included higher fines and longer jail terms. This study uses multiple regression analysis subjecting variables to backward stepwise regression with a view to assessing the impact traffic law enforcement has had on fatalities in Botswana after the review of the Traffic Act of Botswana in 2008. The study uses secondary data and interview data obtained from law enforcers. The findings reveal that the enforcement of the new road laws has achieved little in the reduction of fatalities. Increasing the minimum driver licensing age may be a panacea to road accidents. Licensed drivers in the age group 30 to 45 years have the lowest rate of fatalities. The study questions the ability of punitive policies (i.e. road fines) to reduce fatalities. It offers that driver behaviour should be studied to come up with relevant policies.

This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.
