The article investigates the institutional aspect of brownfields revitalization – areas or sites that are derelict, contaminated and in need of active measures before they can be effectively used again for social and economic development of the area. The method of expert survey was used as a tool to identify problematic issues of brownfields revitalization and test the hypothesis of the need for institutional support to ensure the modernization of the economy of old industrial regions. The general conclusion that can be drawn from the conducted research is that institutional measures for brownfields revitalization should be aimed at developing special institutions that would facilitate the revitalization of brownfields in order to modernize the economy of the regions. Namely, brownfields should be transformed into locations for innovation infrastructure and organizations to support small and medium enterprises; advantageous specialization of the region should be ensured by creating industrial sites that meet the current technological requirements, have modernized production facilities, specialize in the production of science-intensive products or waste recycling, and operate on principle of circular economy.

Small and Medium Enterprises (SMEs) in legacy industrial era regions face unique challenges that vary from the challenges faced by SMEs in other regions. Especially, SMEs in legacy industrial regions face problems with respect to the access to knowledge networks. The authors discuss an approach that focuses on enabling the SMEs in legacy regions towards accessing these knowledge networks. The authors base their discussion upon the ongoing debate within the IS community regarding ‘rigor-relevance’ gap, and they take the specific case of SME’s in I-99 corridor to illustrate this. The chapter highlights the challenges faced by SMEs in legacy industrial era regions, and briefly describe the ongoing research project called LAIR (Leveraging Advanced IT Research), aimed at understanding the risks that SMEs in the I-99 Corridor are likely to face as they grow, with a specific focus on risks associated with upgrading, implementing and integrating their existing and new Information Systems.

Today, along with the process of globalization in modern social and economic development, the «knowledge economy» is being introduced with a change in the role of human, which is becoming the main and determining resource of development. The study aims at identifying the features of the export in the Russian-Belarusian border-zone and specifying the possibilities for the development of institutional support and activation of the export of the Russian Federation subjects. The study showed that the administrative territories of the Russian-Belarusian border region, despite a number of common features due to similar climatic, geographical, social, cultural and historical conditions of development and the same influence factors of the external macro-and meso-environment, have different results upon the key indicators of export activity, what requires improvement of institutional support mechanisms (regional, sectorial, subject). Comparative analysis of export activities in the territories of the Russian-Belarusian border area allowed to formulate some directions of the export potential development and to identify areas for improvement of infrastructure support for Russian exporters – the small and medium enterprises in the development of non-oil and non-energy exports.

The article is devoted to the analysis of the content of strategies for social and economic development of southern old industrial regions (Volgograd, Rostov and Astrakhan regions) if the set of measures suggested in them correspond to the goals of providing competitiveness, stability, security and balance of the development of regional social and economic spheres in the medium and long term periods. The relevance of the research is due to the need to improve the efficiency of regulation of social and economic development of old industrial regions, which are seen as promising platforms for neo-industrial transformations. When identifying the criteria, the authors take into account the provisions: a) competitiveness of a region is ensured by the presence of effective development institutions that encourage exportoriented industrial production, its import-substituting constituent, innovative activity of enterprises and organizations, investment attractiveness of the territory; b) sustainability is founded on the methodological positions of sustainable development; c) security should be assessed on the basis of indicators of development of economic, financial and social sphere, reflecting the ability of the economy to function in order to achieve expanded reproduction: structural proportions in economic sectors; d) balanced development is understood as the functioning and development of the object, environmental, project and process subsystems of the region. The analysis of development strategies of old industrial regions of the South of Russia showed that their content, as well as the package of measures, were determined on the basis of the prevailing characteristics of social and economic development of these entities, as well as the management practices that have been developed, which influenced the choice of approaches to the development of regional strategies. While in Volgograd and Astrakhan regions a project-oriented approach prevails, allowing to specify a package of formed measures, in Rostov region the “challenge-reaction” approach dominates, reflecting to a lesser extent the specifics of the opportunities to use regional potential.

The activities of institutions have proven to be extremely important in achieving the economic growth and development of national economies. In addition, observed imbalances within the national economy can be minimized due to the contribution of institutions. Therefore, it is necessary to detect opportunities and activities that could, due to adequate institutional implementation, promote the development of a certain area. In the Republic of Croatia, in general, there is a low level of stimulating environment for small and medium sized enterprises as one of the economy drivers. Besides, the parts of the Republic of Croatia in which the primary sector predominates are generally much less developed (for instance, counties of Eastern Croatia). The aim of this paper is to examine the role and importance of institutions on economic development. In addition, it aims at detecting and describing the institutional obstacles in promotion of small and medium enterprises as well as in presenting the selected examples of missed institutional promotion within the primary sector, as an economic branch most represented in the parts of the Republic of Croatia whose development is much lower than the average or even the lowest. The paper predominantly uses theoretical descriptive methods with additional data given in order to confirm mentioned obstacles within the small and medium enterprises and primary sector.

The activity of enterprises has a major impact on the quality of the environment. Deterioration and abusive exploitation of resources, with no concern for environmental protection, bring the need for a higher level of corporate environmental responsibility (CER). Consequently, CER has become a sine qua non concern of small and medium enterprises (SMEs). This study aims to estimate the importance of drivers for CER. It was conducted on a sample of SMEs from two groups of EU countries characterised by a different level of social and economic development backgrounds. The authors applied statistical analysis to estimate the importance of the effect of drivers for CER using the logit model and the nomogram. The logit model shows that the most important effects of drivers for CER correspond to the company’s core values, the impact of resource efficiency actions on the production costs, and the return on the investments made on resource efficiency. The magnitude of these effects is different for the SMEs from the two EU groups. Also, the study underlines the significant effect of SMEs’ size for CER. The differences for the two groups of countries call for policies stimulating environmental responsibility, differentiated by the two types of SMEs.
