About 2/3 of the EU trade is the intra-EU trade, but the extra-EU trade pro­vides additional demand for the European products and is a source of necessary supplies. It is especially important for some products and services. Despite a de­creasing trend, the US continues to be an important trade partner for the EU. But prospects for transatlantic integration turned into rise of protectionism, which wor­ries the EU politicians. In the paper we assess the fiscal and protectionist role of tariffs for the EU-US bilateral trade and the determinants of the US imports.

Bioethanol is made from sugar- or starch-containing plants that are also used in food production. In the public perception this has led to an emotional resistance against biofuels, which in real terms is not substantiated. Generally biofuels are a political product. Triggered by the oil crisis in the 1970s, fuel ethanol programmes were first launched in Brazil and in the United States. Concerns regarding energy security and sustainability, together with the option of new markets for surplus agricultural production, have led to similar measures in the EU and other countries in recent years. Accordingly, the industry invested heavily in new bioethanol plants — especially in the US — and created an additional demand for maize and wheat, with some record-breaking prices noted in late 2007. A look back into statistics shows a drastic decline in real prices for decades, which have now simply returned to the level of 30 years ago. The grain used for bioethanol is currently only 1.6% in the EU and is therefore unlikely to be the real driver of price development. The European Commission concludes in its review of agricultural markets that Europe can do both: nutrition and biofuels.

The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. This book will be of key interest to scholars, students and practitioners in democracy promotion, democratization, political theory, EU and US foreign policy and assistance, and identity research.

The article looks into key challenges for Ukrainian economy caused by foreign trade intensification with China in 2020 when Ukraine’s exports to PRC increased by 98 per cent. The dynamics and main structural shifts in the UA-CN trade are analyzed. The structure of bilateral trade flows between the parties by degree of processing and value added is explored. It is revealed that Ukraine’s exports to China consists predominantly from raw materials and products of primary processing: mineral products (iron ore), cereals (maize), sunflower oil and its residues, ferrous metals, etc. The imports from China to Ukraine consists mainly from electrical machinery, mechanical appliances, articles of apparel, chemical products, iron and steel, etc. Comparative analysis of the commodity structure of Ukraine’s exports to PRC and to the EU is conducted. The analysis shows that, despite dominance of traditional and low value added goods in Ukrainian overall exports, the share of sophisticated manufactured goods in exports to the EU is much larger than in exports to China. It is substantiated that trade with China largely determines the raw material orientation of Ukraine's international specialization, while exports to developed countries are characterized by a relatively higher share of intermediate and consumer goods. To increase the efficiency of Ukraine’s foreign trade, it is considered that the best option is to focus on reducing dependence on imports from China by developing domestic production of appropriate consumer goods and increasing export flows to developed countries. The expediency of Ukraine's refusal to participate in the New Silk Road project is argued in favor of using the benefits of nearshoring strategy, which opens the opportunity to replace Chinese consumer goods in the EU market with Ukrainian ones under the EU-UA association agreement. The article briefly surveys some cases of successful implementation of this strategy by Ukrainian business, in particular the launch of exports of household appliances (electro-thermic coffee and tea makers, electric razors, washing machines, electric heaters) to the EU.

The research is focused on several key problems in the system of international relations influenced by the COVID-19 pandemic. It is shown that the events caused by it and broadly identified as a coronacrisis have a direct impact on the world economic contradictions (pandenomica) and political ones, including the sphere of security. These particular aspects are chosen as the main objects of the research. The author contends that the factor of the pandemic has sharpened the competition between regional and global players and has increased the role of a nation- state. In the conditions of transregional deglobalisation, regionalism and “protectionism 2.0” get stronger under the banners of “strategic vulnerability” and “economic sovereignty”. A further weakening of multilateral international institutions continues. The EU endeavours to secure competitive advantages on the basis of relocalisation, industrial and digital policies and the Green Deal. The article highlights the deterioration in the relations among Russia, the US, the EU and China, the unfolding decoupling between Washington and its European allies, which stimulates the idea of the EU strategic autonomy. An urgent need for the deconfliction in Russia – NATO interaction is stated.

In recent years, Hungary has frequently declared its special position on various issues, which differs from the point of view represented by Brussels. Brussels has, in return, criticized the Hungarian administration for restricting political rights, the growing role of state in the country's social and economic development, its persistent refusal to accept compulsory migrant quotas, its confrontation with Ukraine, and even its alleged anti-Semitism. The disaffection of Brussels with Hungarian Government policies was reflected in the Sargentini Report, which led to the threat of launching a procedure under Article 7 of the Treaty of Lisbon, which would have potentially suspended Hungary's voting rights in the EU and cut off its EU funding. Despite the existing divisions, Hungary values its EU and NATO memberships, as well as the improvements in relations with the US, although it still strives for independence while standing up for its own sovereignty. One of the tools of Hungarian foreign policy is the turn to the East, first and foremost to China and Russia, that allows Hungary to maneuver in a more effective way between the contemporary centers of power.

In times of low economic growth and post-Copenhagen climate talks, a number of reasons for regulatory competition and cooperation between the United States and the European Union coexist. This paper discusses the role of Impact Assessment between the US and the EU on responses to the economic downturn and climate change. It is argued that, in the future, IAs will be an instrument through which it will be possible to read the level of cooperation and competition between the US and the EU, particularly on economic trade and environmental regulation.

AbstractFifty years after the Rome Treaties, is there empirical evidence for arguing that the EU today is a fully integrated goods and services market in which the “law of one price” prevails at large? Based on a number of consumer price surveys for goods and services in major cities all over the world since the seventies and, comparing the EU to a benchmark, the US market, the paper is affirmative. Price dispersion between EU cities has declined with the Eurozone as the core EU region in the lead surrounded by two concentric circles. EU goods price dispersion has generally approximated the level in the US market. Yet, price dispersion has declined throughout the world underlining the relevance of global integration rather than only regional integration. Furthermore, there is ample evidence that gravity factors against the “law of one price”, such as distance costs and borders, are still effective.

The leaked TTIP documents reveal that the EU and US are discussing the introduction of a detailed set of procedural requirements for the adoption of regulatory measures. Default provisions are set forth in the chapter on regulatory cooperation, applicable to goods and services. More specific provisions are being negotiated in the chapters on technical barriers to trade and on sanitary and phytosanitary measures. If they conflict with the regulatory cooperation chapter, they prevail.This article analyses the regulatory cooperation chapter insofar as it pertains to trade in goods but to the exclusion of SPS matters and anything provided in the TBT chapter itself. The questions this article examines are to what extent the TTIP proposals expand upon the obligations the two parties have already taken on under WTO law and to what extent the resulting regulatory coordination is consistent withWTO law. It will be shown that the US proposals on procedure may constrain substantive regulatory discretion beyond what applies under the GATT and TBT Agreement of the WTO. It will alsobe shown that the needs to conduct trade impact assessments and a detailed explanation of the necessity of measures anticipate a legal challenge to necessity and will provide information of much use to complainants in meeting their burden of proof.

The pandemic of COVID-19 has influenced all sectors of social life, including the global economy and trade relations. The year of 2020 was marked with significant changes in internal and foreign economic policy of almost all nations. The purpose of the paper is to study the measures taken by the EU and the USA as the world's leading economies to regulate their foreign trade in the global crisis caused by the COVID-19 pandemic. The tasks of the study are to show the influence of the crisis on changes of global trade policy in front of the threat to national security. Methodology. The study is based on the results of statistical analysis of data provided the WTO and the UNCTAD. The authors show an analytical assessment of the foreign trade indicators of the EU and the USA. Methods of comparison and generalization were used to formulate conclusions on regulatory trends in foreign trade of the US and the EU. Results allowed identifying specific features and changes in the regulation of foreign trade of the EU and the US, assessing the impact of the pandemic on their foreign trade. It was found that both mentioned players of the world economy have actively introduced both deterrent and liberalization measures during 2020, which were aimed at providing the domestic market with scarce COVID-related goods. The study shows the transition from export restricting to import liberalizing measures in foreign trade policies from the start of pandemic to the late 2020. Practical implications. Understanding and predicting the possible actions of partners (the US and the EU in this case) in the field of foreign trade regulation is an important practical aspect, which has to be taken into account when developing Ukraine's foreign trade policy. Value/originality. The study of foreign trade policy of the world's leading countries allows us to understand the behavior of governments of the countries that are largely dependent on participation in international trade in their development, to draw conclusions about the most common instruments of foreign trade policy in the time of humanitarian and economic crises.
