This paper aims to explain the alternative strategies that can be done by the Village Head (Keuchik) as public servants, especially those related to the service of population administration. Public services should continue to be improved and involve recipients of services. The problem is in the service process, in addition to the quality is still low, the public as recipients of services rarely included. The methods used in this study are qualitative and secondary data. It is found that there are at least two strategies that can be done in order to improve the service and public participation, such as the Citizen Charter and the application of information and communication technology. Based on these findings, Keuchik as public servant is expected to implement both strategies in providing and improving public services. Keywords: village, strategy, village head, public service, participation

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

Fast, accurate and accurate information needs to be one of the basic development of information and communication technology. The type of service and support in the field of information and communication technology (ICT) on governance is a strategic part in ensuring the improvement of service quality and support in applying e-Government to Village Governance.Village Governance and clean, transparent public services are challenges that the village government must answer in performing its functions as a public servant. With infrastructure facilities in the field of ICT already available in the village and administrative issues that need to get serious attention, thereby encouraging Researchers to utilize existing ICT infrastructure by analyzing and designing e-government applications that suit the needs of the village and in accordance with the Village Law article 4 letter f which reads to improve public services for the villagers to accelerate the realization of general welfare, and article 7 paragraph 3 letter c which reads accelerate the improvement of public service quality.Based on the above study, the public service and e-Government support provided by the Village Government through the application of information and communication technology is the focus of the researcher in this research, with the aim of improving the service to the village community and improving the performance of village government apparatus, for the analysis and design of e- government Researchers are based on policies and National Strategy e-Government development is done in several stages namely, Level 1 - Preparation, which is making the website as a medium of information and communication at each institution. Level 2 - Maturation, which is the creation of an interactive public information web portal. Level 3 - Stabilization, which is the creation of a web portal that is a public service electronic transaction. Level 4 - Utilization, ie application creation for Government to Government (G2G), Government to Business (G2B), Government to Consumers / community (G2C) services.The method of this study using the usual research methods used in the development of system life cycle system development (SDLC). The main stages may consist of system planning stages, system analysis, system design, system selection, system implementation and system maintenance.As for the method of data collection using the method of observation, interview, and literature study. The final step in this application development process is system testing. The system tested using 2 ways, namely: Blackbox test and Alpha test. Blackbox test, performed by system programmers while Alpha test performed simultaneously with user training.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

Applying Information and Communication Technology (ICT) to public service deliverycontributes to transparency, accountability, and cost-saving to improve administrative efficiency. Thisapplication has become an inevitable trend for administrative reform worldwide. This paper examines thepolicy of promoting ICT in public service delivery and its implementation in Vietnam. Recently, theVietnamese government has created a thoroughly legal foundation to develop information infrastructurefor public service delivery. However, online public service delivery results are still lower than expected,and the online service index in Vietnam has just reached the average level of the world. Therefore, toencourage citizens to use online public services, the government should improve the personalidentification data system and promote propagating and popularize online public services. Thegovernment also should protect personal data and administrative system security to ensure organizationalsystem safety and efficiency.

This study is entitled "Implementation of Gampong Online in Lhokseumawe City". Where the strengthening of information and communication technology is still considered a luxurious facility and requires very large costs, so only a small part of the village government has obtained it. The wide gap between the size of the budget needs and the limited budget that can be provided gives rise to budget allocations that lead to physical activities for the development of rural infrastructure alone without looking at the increasingly rapid technological developments and increasing the capacity of village apparatus resources to support the current government system. both in the administrative system, public services as well as on matters relating to community business development. This study aims to see and describe the implementation of technology to present online gampongs with basic information and communication technology training activities for gampong governments in Lhokseumawe City. A descriptive qualitative approach with observation and documentation data collection techniques has been carried out in this study with field assessments in 3 (three) Gampongs in the Lhokseumawe city area to see the application of technology, determine strategy, socialize and provide information and communication technology introduction materials. The results of the study found that training for 3 (three) gampongs in the Lhokseumawe city government, namely Gampong Hagu Barat Laot, Gampong Hagu Teungoh and Gampong Hagu Selatan, had provided an understanding and awareness of the importance of using information and communication technology in gampong government for the smooth running of public services, public relations and public relations. internal organization as well as improving the business of the village community in the field of technology, where technology can help the village government connect with the city government and the village community online.

This research was done because the public demands a very large in the provision of services which provide information in accordance with the needs of the community. To answer this need the government to use information and communication technology called e-Government. E-Kelurahan is one kind of electronic services (e-Service) in the field of public service Bandung city. This study uses qualitative design wich focus on the problem how to implementing e-Service at the e-Kelurahan program funds what kind of obstacle. The results of this study show that the implementation of e-Service via e-Kelurahan has not been successful. This is evidenced by the existence of barriers that hinder the effectiveness and efficiency of e-Village program. Bandung City Government is expected to soon be providing professional executive personnel or by the holding of training for regional aggency of using the application in order to more effectively and efficiently.


The purpose of this paper is to examines the impact of Information and Communication Technology (ICT) on restructuring of public service in Nigeria. The globalization policy assert that the public service of the developing countries must be restructured to comply with new technology i.e. the information and communication technology for efficiency and productivity. This is to say that the public servants must have a basic knowledge of ICT usage in their organization or otherwise they will lose their job and replace with high skilled employees. This study conducted systematic review of relevant literature on ICT and public service restructuring and come up with methodological result. The findings show that the idea of new public management (NPM) was introduced. This give emphasis on engagement of highly skilled workers that are ICT compliant will be retained into the public service to replace low skilled and manual employees. Finally, the paper recommends the need to improve service quality in public sector through the training and retraining of employees in line with new technology.

IbM discusses the utilization of software in assisting the village head Performance SeiBatangAngkola. His goal was to provide the skills and ability in using the device and take advantage of information and communication technology priority needs, improving basic capabilities in solving problems that will be faced in life in the village environment, enhancing the knowledge of computer-based administrative system, improve the skills of operating computer devices to improve the documentation of the data. The next performance is measured through the ability to process and use the software in question. Respondents who used as many as ten people on the research of the village chief in the village BatangAngkola. This dedication was held in Balai Village PurbaNauliBatangAngkola. The method of implementation is done in the form of training. Public service was conducted for three months, in January-March 2016. Where the activities of the training were held for two days in a row. The results of the training software arethat the head of the village is already a lot of information and motivation so that in general the village chief has been able to operate your laptop or computer.External training activities resulting from this software is a journal with ISSN and servicesfrom training activities undertaken then expected to provide information, knowledge and can help the village chief in typing the letters to complete the administration of the village. Key words:Software, The Performance Of The Village Chief, A Batang Village Of Angkola
