The process of reform and fiscal decentralization in the Republic of North Macedonia is already in the second decade of implementation, the legal deadline of which was 2007. However, local government units are still lagging behind in the realization of many of their functions and legal competencies, mainly as a result of lack of financial means, lack of knowledge or lack of capacities to access on alternative sources of funding. An important instrument of financing, especially for financing local and regional economic development are municipal bonds, which are considered the most used financial instruments for financing local and regional capital projects in almost all developed countries of the World, but still in Republic of North Macedonia, no municipality has used this funding source. It is reasonable and necessary that this practice to be developed also in North Macedonia that would result in the realization of strategic municipal projects and at the same time will have an impact on the development of the capital market.Therefore, the purpose of this paper is to analyze the factors, causes and barriers of non-application of municipal bonds in North Macedonia as a financing instrument by the municipalities. Also in this paper are analyzed and evaluated the opportunities and constraints, benefits and risks, criteria and budget constraints of municipal bonds as an additional or alternative source of financial resources for financing local and regional economic development.

The article discusses the theoretical and organizational aspects that characterize the essence and features of the functioning of free economic zones (FEZ); The goals and consequences of their creation are systematized. The work highlights the most important principles for the effective operation of the FEZ mechanism, namely: any FEZ should be created, function and develop as an autonomous institutional unit of the country; all financial relations of enterprises of organizations and other legal entities with the state budget are mediated by the administration and its own budget; should build its activities on its own budget. It is emphasized that the revenue side of the FEZ budget should be squeezed from tax revenues from enterprises, organizations and individuals located or residing in the territory of the FEZ; proceeds from customs duties; revenues from own entrepreneurial activity; state budget funds transferred for the needs of FEZ, primarily the development of social infrastructure in the form of a long-term loan; sponsor funds. During the study, the conditions of implementation and the specifics of the FEZ in the Republic of Crimea were determined, the results of its functioning were also analyzed; development prospects are identified; the factors on which the effectiveness of a free economic zone and its significance for regional economic development depend are identified.

Academic circles from fiscal decentralization, the central government's incentive policy in the regional economic development is discussed the reasons of local government competition, put forward from the aspects of policy, develop cooperation mechanism is conducive to healthy competition, prevent vicious competition countermeasures. However, under the supervision of competition mechanism research still exist. Need to make decision by the central competition management mechanism, in the process of competition also need to set up relevant supervision mechanism, and can only be the most behavior supervised the earth contain improper competition, avoid vicious competition. In the aspect of implementation to avoid vicious competition mechanism lacks the corresponding supervision mechanism in our country, has yet to be research and development.

This paper critically considers the conceptualization of the ‘region’ in regional economic development. It utilizes the Durban Aerotropolis in KwaZulu-Natal, South Africa as a case of reference through which the conceptualization and underpinnings of ‘region’ associated with economic development are understood. This exercise is prompted by the nomenclatural shifts in local government from local economic development to regional economic development which is causing shifts in approaches to the implementation of economic development projects. The findings presented in this paper show that in the conceptualisation of the region in the instance of the Durban Aerotropolis, understanding the function, form and scale of a regional economic development project becomes pertinent to the social construction of the region with consequences for the project focus and implementation. In the discussion, function is examined as the purpose of a regional economic development project, form refers to the kind of economic development mechanism or strategy which could assist in fulfilling that purpose and scale speaks to the extent, reach and magnitude of the project, without which the implications are challenging practical enactment or implementation of regional economic development projects. The social constructions of region outlined in this paper thereby attest to the multiplicity of definitions which are typically based on the context in which the concept is being used and thus shows the ‘region’ inherent in regional economic development as produced through, and for, an assemblage of economic activity in space. From this we understand the region in regional economic development to be a social construct which presents itself as an assemblage of economic activity in space. Although we understand regions as spatially contingent, the theoretical and empirical conceptualisation of regions within regional economic development planning, policy–making and practice must draw on the specifics of contextuality to ensure its utility to economic development.

The impact and effectiveness of policies to support collaboration for Research & Development (R&D) and Innovation is critical to determining the success of regional economic development. (O’Kane, 2008) The purpose of this paper is to evaluate the level of success of the Innovation Vouchers Program operated by Invest Northern Ireland (Invest NI) from 2009 to 2013 and address if attitudinal views towards innovation development should play in a role in future policy design in peripheral EU regions.
