Усилия по развитию инновационной деятельности на всех уровнях экономики актуализируют необходимость использования разнообразных и адекватных организационных форм инновационного менеджмента. В статье рассматриваются ключевые факторы, обуславливающие использование тех или иных организационных форм в контексте инновационной деятельности. Указанные формы анализируются на внутриорганизационном и межорганизационном уровнях. На основе анализа практики реализации инновационных проектов в ЧР сделаны выводы по состоянию ключевых факторов, влияющих на развитие инвестиционноинновационной сферы республики. Что, в свою очередь, позволяет обосновывать предложения как по развитию инновационной деятельности в целом, так и по целесообразным формам ее организации. Efforts to develop innovative activities at all levels of the economy, actualizes the need to use a variety of and adequate organizational forms of innovative management. The article discusses the key factors that determine the use of various organizational forms in the context of innovation. These forms are analyzed at the intraorganizational level and interorganizational levels. Based on an analysis of the practice of implementing innovative projects in the Chechen Republic, conclusions are drawn on the state of key factors affecting the development of the investment and innovation sphere of the republic. That, in turn, makes it possible to substantiate proposals, both for the development of innovative activity as a whole, and for expedient forms of its organization.

In modern conditions of development, financial security is an integral part of the overall security of the region and is formed on the basis of the functioning of the financial system. The complication of relationships between key segments of international financial markets, as well as the limited ability to accurately predict future trends in the development of the global financial system, lead to a gradual increase in the risks that accompany the activities of economic entities, and an increase in the number and scale of internal and external threats that have a negative impact on the financial security of the state. This formulation of the issue requires generalization of approaches to determining the financial security of the region in order to further formalize this issue and determine the key factors affecting it. The article considers the types of financial security, as well as certain areas of ensuring the financial security of the region and their priority. In work the assessment of the level of socio-economic development of the region with a view to ensuring financial security on the basis of which offers the main activities and priority areas of implementation of the investment policy that will ensure financial security of the Republic of Crimea.

According to the author of the paper, the head of state is not a position, not a title, not any state body, but the function of the President of the Republic of Belarus, along with the function of the guarantor of the Constitution, human and civil rights and freedoms. The function of the head of state is unchanged and is due to his position in the system of state authorities. This function manifests the nature and essence of the institution of the presidency, which cannot be reduced to specific actions or practices, therefore, it is implemented through the exercise of powers in various organizational forms. In this regard, the concept of “president”, unlike “head of state”, is not static, but dynamic, since the list of rights and duties of the President of the Republic of Belarus is open.Powers are unambiguous, substantive rights and duties of the President, legitimized from the functions and expressed in various organizational forms of his activities. At the same time, the characteristics of the President’s powers can only show the external side of his activities. The powers of the President, in contrast to the functions, are a variable value. The President through representative, legitimation, arbitration, control, rulemaking, personnel, integration, symbolist and ceremonial state powers carries out the function of the head of state.The function of the head of state is the superiority and precedence of the President over all state officials. In accordance with it, the idea of the Republic of Belarus is personified. This function allows the President of the Republic of Belarus to be the main public representative and act on behalf of the Belarusian state both within it and in international relations. This is the result of the state obtaining the status of a legitimate state, the continuity and interaction of state authorities, mediation between them. The constitutional function of the head of state makes it necessary for the President to have instruments of power-state bodies operating within this function.

In case of a shortage of China’s domestic timber, the research of China’s timber security has become increasingly more important. Using the pressure-state–response (PSR) conceptual model and the entropy method, the timber security of China during 1997–2017 was evaluated and analyzed to understand and master the situation of timber security in this paper. The results showed that: (1) The pressure of timber security in China during 1997–2017 was increasing in waves, with the condition of timber imports as the main factor; (2) the state of timber security in China presented a downward-then-upward tendency during 1997–2017, the main influencing factors of which were the domestic timber supply and forest resources condition; (3) responses to ensure the timber security of China almost indicated a steep rising trend, because both the timber industry technical progress index and the waste paper recovery rate improved the safety of timber in China; and (4) the changing trend of the comprehensive evaluation of timber security in China approximately agrees with that of the state evaluation, which showed that state indicators were key factors affecting the timber security of China. The pressures influencing the timber security of China are rising, while the state of timber security and the responses of the high-tech industry have been improving at a higher range than the pressures, which has led to an improvement of China’s timber security.

In this article, the authors have studied the main factors affecting the level of social development of the state. The analysis of the state of social policy of the Crimea and the Russian Federation on the main demographic indicators is carried out. Indicators of crime, inequality, and poverty were studied. The dynamics of indicators of older generations is considered. Indicators of a special category of the population — citizens with a disability group-are analyzed. Employment of the population in modern conditions is studied. Based on the analysis, current problems are identified and priority directions for the development of social policy in the region are proposed. It is concluded that the level of social development in the Russian Federation and Crimea is not at a high enough level, which, in turn, determines the need for additional development of social aspects of the state’s activities.

  One of the main factors affecting the efficiency of agricultural production, timing and quality of agricultural work is the availability of equipment. Among all the variety of agricultural machines, tractors are of key importance. The measures taken by the state to support technical modernization contribute to the partial renewal of the tractor fleet of agricultural organizations, but do not allow to stop the process of its reduction. The existing volumes of purchasing tractors are not enough to radically change the situation. The fleet of agricultural tractors continues to decrease and along with it, the indicators of tractor availability are decreasing, which negatively affects the quality and timing of agricultural work. In terms of availability of agricultural tractors, Russia lags far behind the majority of both developed and developing countries in the world. The growing load on tractors and their high average age lead to violations of agricultural deadlines, increased downtime of equipment, additional material and technical costs for repairs, increased consumption of fuel and lubricants, seeds, fertilizers, etc. In the domestic tractor industry, a difficult situation also remains. The existing nomenclature and production volumes of domestic tractor-building enterprises do not allow to meet the needs of agriculture. There is practically no production of crawler tractors, specialized tractors for gardening and viticulture. In this regard, there is a high dependence on the supply of imported tractors. Despite the significant decline in machinery output in recent years, the Republic of Belarus remains a leader in the production and import of agricultural tractors to Russia and the CIS countries.

The article is devoted to the formation and development of the innovation system of the Republic of Uzbekistan. The article examines, analyzes and describes the human factor, demography and changes in the labor market, the reasons and factors affecting the formation and development of the innovation system, problems and solutions that are the main drivers of innovation in the country. According to the results of the analysis carried out by the author, it has been established that statistics show that the existing trends in the system of innovative activity persist, there is an increase, but in practice there is a very weak growth of this activity. Based on these results, the necessary priorities are proposed for the rapid growth and development of innovative activities in the country.

The article is devoted to the study of the national identity of the Republic of Kazakhstan. The article analyzes the main factors affecting the emerging national identity of the modern Republic of Kazakhstan. Thus, we study a complex process involving many stages, it is obvious only when the ratio of two different identities: civil and national, the most important part of the process of integration of which is the exchange of its elements. The article also provides an assessment of the effectiveness of the state strategy in this area, describes the presence of two main strategies of national-state construction and, accordingly, the dominant models of national identity. The first strategy is aimed at the formation of a single Kazakh nation from a multi-ethnic society on the basis of common citizenship, the second strategy is related to the national identity of the Kazakhs themselves. The prerequisites for the formation of an integral model of national identity as the Foundation for further modernization of society on the basis of civil consolidation and political stability of society, allowing to ensure the priorities of state-building and socio-economic development, preservation of civil peace and spiritual harmony, strengthening of the international authority of the state.


Thanks to the introduction of modern management strategies in the world, the scale of the effective integration of industry into innovative development of the industry has been expanding. Therefore, the article outlines the implementation of modern innovative management strategies, improvements in agricultural production, particularly in the production and processing of horticultural products, the supply of raw materials for the industry, their integration, and the impact of factors affecting the production process. Purpose - Development of suggestions on improving investment in the field of gardening and using them effectively. Design/methodology/approach - During the research, comparative analysis, abstract thinking, economic calculations, expert assessments, monographic observation and econometric analysis were used. Originality/value - The relevance and accuracy of the approaches and methods used in the research is determined by the fact that the statistical data is based on the data of the State Statistics Committee of the Republic of Uzbekistan and other officially published data, and the relevant conclusions.

The research was carried out in order to study the state of human resource development in agriculture of the Republic of Tatarstan, the current causes and factors affecting the training of personnel and the provision of them in the industry. The work was carried out on the basis of data from the state statistics bodies, the Ministry of Agriculture and Food of the Republic of Tatarstan, as well as the results of their own observations and surveys. In 2015-2019, the number of employees in agricultural enterprises of the republic decreased by 5.9 %. The largest decrease during this period occurred in such professions as tractor drivers (by 24.3%), machine milking operators (25.5%), pig workers (26.3 %) and sheep workers (57.5 %). In general, the number of people employed in agriculture decreased by 34.5 thousand people, which, on the one hand, was the result of the processes of consolidation and automation of production, on the other, due to the ongoing urbanization. In the last 5 years alone, the city's population has grown by 3.6 %, while the rural population has decreased by 0.6 %. There are also problems in the higher education system. Today, about 25 % of the chief specialists (agronomists, veterinarians, accountants) do not have a higher education. There is an increase in the number of bachelor's degree students in the humanities and social areas to 37.5 and 32.7%, respectively, with the share of graduates in agricultural areas of training about 3 % of all graduates. According to the authors ' personal opinion, the increase in the active load on university teachers, as well as their distraction from the main educational classroom work, as well as the lack of professional standards in agricultural specialties that take into account the specifics of the industry, do not contribute to the training of competent specialists
