Droughts are a common occurrence in semi-arid areas and their frequency and intensity is expected to increase further with increasing variability in rainfall distribution. Based on a study of 120 farmers from 4 districts in Karnataka and Tamil Nadu, this paper identified the range of measures farmers adopt in response to droughts. Despite significant negative externalities, farmers assign higher priority to drilling new wells rather than investing in water conservation structures or demand management strategies. Among the different strategies followed, adoption of drip irrigation and purchase of tanker water for providing life-saving irrigation to perennial crops yield the highest financial return. Expansion of micro irrigation and reuse of municipal waste water are suggested as drought mitigation strategies.

Household water use accounts for an important portion of water consumption. Notably, different households may behave differently regarding how water is used in everyday life. Trust and risk perception are two significant psychological factors that influence water use behavior in households. Since trust and risk perception are malleable and subject to construction, they are useful for developing effective demand management strategies and water conservation policies. The concepts of trust and risk perception are multidimensional and interconnected. Risk perception varies across social groups and is often shaped by subjective feelings toward a variety of activities, events, and technologies. Risk perception is also mediated by trust, which involves a positive expectation of an individual, an organization, and/or an institution that derives from complex processes, characteristics, and competence. Likewise, different social groups’ trust in various entities involved in household water use is subject to the significant and far-reaching impact of risk perception. The complexity of the two notions poses challenges to the measurement and exploration of their effects on household water use. In many cases, risk perception and trust can influence people’s acceptance of water sources (e.g., tap water, bottled water, recycled water, and desalinated water) and their conservation behavior (e.g., installing water-saving technologies and reducing water consumption) in household water use. Trust can affect household water use indirectly through its influence on risk perception. Moreover, trust and risk perception in household water use are neither given nor fixed; rather, they are dynamically determined by external, internal, and informational factors. A coherent, stable, transparent, and fair social and institutional structure is conducive to building trust. However, trust and risk perception differ among groups with diverse household and/or individual demographic, economic, social, and cultural characteristics. Direct information from personal experiences and, more importantly, indirect information from one’s social network, as well as from mass media and social media, play an increasingly important role in the formation and evolution of trust and risk perception, bringing a profound impact on household water use in an era of information. Future directions lie in new dynamics of risk perception and trust in the era of information explosion, the coevolution mechanism of risk perception and trust in household water use, the nuanced impacts of different types of risks (e.g., controllable and uncontrollable) on household water use, and the interactive relations of risk perception and trust across geographical contexts.

A remaining management system requirement is for major metropolitan areas to develop congestion management systems (CMS). These systems must identify and evaluate congestion and select mitigation strategies on the basis of systemwide analysis. In addition, congestion relief strategies must be selected that emphasize operational and demand management strategies in favor of, or in coordination with, new highway capacity. The CMS provides a level of analysis on a regional scale, but it can also guide additional studies that may be required at the subarea, corridor, or project level. This provides an important link between regional and subregional planning efforts and ensures that the policies to guide strategy selection are maintained throughout the process. In addition, a well-designed CMS can eliminate duplication of effort and support later major investment study or National Environmental Policy Act of 1969 planning work to streamline the planning effort. The CMS is an integrated part of the metropolitan planning process, but congestion mitigation must be considered in a larger context and with consideration given to other planning factors. WILMAPCO developed a four-step CMS process that included system identification, congestion identification, strategy evaluation, and system monitoring. The CMS was also developed through a strong interagency effort, including the input of planning and project development staff at member implementing agencies, who have the responsibility to use the CMS products to guide further planning and project development efforts. Although additional work is required, the WILMAPCO CMS will support planning work and influence policy debate regarding transportation investment priorities and regional quality-of-life goals.

Abstract Blood transfusions are life-saving therapies; however, they can result in adverse events that can be infectious or, more commonly, noninfectious. The most common noninfectious reactions include febrile nonhemolytic transfusion reactions, allergic transfusion reactions, transfusion-associated circulatory overload, transfusion-related acute lung injury, and acute and delayed hemolytic transfusion reactions. These reactions can be asymptomatic, mild, or potentially fatal. There are several new methodologies to diagnose, treat, and prevent these reactions. Hemovigilance systems for monitoring transfusion events have been developed and demonstrated decreases in some adverse events, such as hemolytic transfusion reactions. Now vein-to-vein databases are being created to study the interactions of the donor, product, and patient factors in the role of adverse outcomes. This article reviews the definition, pathophysiology, management, and mitigation strategies, including the role of the donor, product, and patient, of the most common noninfectious transfusion-associated adverse events. Prevention strategies, such as leukoreduction, plasma reduction, additive solutions, and patient blood management programs, are actively being used to enhance transfusion safety. Understanding the incidence, pathophysiology, and current management strategies will help to create innovative products and continually hone in on best transfusion practices that suit individualized patient needs.

Abstract Cape Town recently endured a record-breaking drought which nearly ended in disaster for the city's water supply. Municipal authorities introduced several measures to curb water demand using both monetary and other incentives, but little is known about how effective these measures were at encouraging people to save water. Previous literature shows no consensus as to which types of measures are most effective for managing residential water demand. Using information obtained through semi-structured, in-depth interviews with 20 individuals living in houses where they paid their water bills, this study provides insights on how respondents interpreted and responded to these mechanisms. Results show that price mechanisms were considered to be ineffective and did not encourage people to save water in their households. Non-price mechanisms were seen as having more impact on respondents, encouraging water conservation behaviour; especially when it comes to household indoor water use activities related to hygiene. While previous studies primarily provide quantitative data to measure the effectiveness of water demand management strategies, this paper adds a qualitative understanding of how and why households' water use practices change in response to these measures.

Demand variations over time affect the hydraulic and water quality behavior of water distribution systems. Therefore, it is important to assess the network performance under various future water demand scenarios to plan effectively for demand management strategies, considering the network’s topology, volume, and operational conditions. The performance of a full-scale water distribution system is evaluated by means of hydraulic and water quality simulations under different hypothetical demand management strategies. Residential and nonresidential consumptions are varied, resulting in different global multiplicative factors (from 0.53 to 1.18). Criteria including water loss, velocity, water age, free chlorine, and THMs are selected to compare the performance of the network between the current scenario and eight demand scenarios. Water conservation generally increases nodal water age values more in smaller diameter pipes. A nodal chlorine residual reliability index is proposed to account for the duration of low chlorine residuals. With a goal of maintaining a reference free chlorine concentration of ≥0.2 mg/L, the reliability index is less than 0.9 for about 14% of nodes under the reference scenario and this proportion increases to 34% of nodes under the most extreme future water conservation scenario. The robustness of the studied network under different water conservation scenarios is tested by increasing the chlorine residual at the outlet of the WTPs from 1 to 2 mg/L. This is an easily implemented adjustment and dramatically improves the chlorine reliability (<0.9 at only 15% of the nodes), even for the most extreme future water conservation scenario. However, this reliability comes at the cost of higher yet compliant THM concentrations for the low demand scenarios, revealing the challenges of balancing competing water quality goals. With a goal of maintaining a reference level of THMs at ≤80 ug/L, the THM reliability index is ≥0.9 at almost all nodes even under the most extreme conservation scenario. The evaluation of self-cleaning potential velocities shows that sufficient velocities can only be reached at daily maximum flow in 5% of smaller diameter piping even in the reference scenario.

Average global temperatures are predicted to rise over the next century and changes in precipitation, humidity, and drought frequency will likely accompany this global warming. Understanding associated changes in continental precipitation and temperature patterns in response to global change is an important component of long-range environmental planning. For example, agricultural management plans that account for decreased precipitation over time will be less susceptible to the effects of drought through implementation of water conservation techniques.A detailed understanding of environmental response to past climate change is key to understanding environmental changes associated with global climate change. To this end, diatoms are sensitive to a variety of limnologic parameters, including nutrient concentration, light availability, and the ionic concentration and composition of the waters that they live in (e.g. salinity). Diatoms from numerous environments have been used to reconstruct paleosalinity levels, which in turn have been used as a proxy records for regional and local paleoprecipitation. Long-term records of salinity or paleoprecipitation are valuable in reconstructing Quaternary paleoclimate, and are important in terms of developing mitigation strategies for future global climate change. High-resolution paleoclimate records are also important in groundtruthing global climate simulations, especially in regions where the consequences of global warming may be severe.

Although there exists a well-studied relationship between parking policies and automobile demand, conventional practices evaluating the transportation impacts of new land development tend to ignore this. In this paper, we: (a) explore literature linking parking policies and vehicle use (including vehicle trip generation, vehicle miles traveled [VMT], and trip length) through the lens of development-level evaluations (e.g., transportation impact analyses [TIA]); (b) develop a conceptual map linking development-level parking characteristics and vehicle use outcomes based on previously supported theory and frameworks; and (c) evaluate and discuss the conventional approach to identify the steps needed to operationalize this link, specifically for residential development. Our findings indicate a significant and noteworthy dearth of studies incorporating parking constraints into travel behavior studies—including, but not limited to: parking supply, costs or pricing, and travel demand management strategies such as the impacts of (un)bundled parking in housing costs. Disregarding parking in TIAs ignores a significant indicator in automobile use. Further, unconstrained parking may encourage increases in car ownership, vehicle trips, and VMT in areas with robust alternative-mode networks and accessibility, thus creating greater demand for vehicle travel than would otherwise occur. The conceptual map offers a means for operationalizing the links between: the built environment; socio-economic and demographic characteristics; fixed and variable travel costs; and vehicle use. Implications for practice and future research are explored.
