According to the purposes for the formation of the United Nations, sophistication of institutions like the Security Council must be evaluated based on the provision of peace and how they guarantee human rights. Therefore, in case Security Council does not follow these two mentioned factors, its function would be itself a threat to the international peace and security. This analytical research is based on collecting library theoretical data related to different field studies which investigated the effects of sanctions issued by the Security Council, the United States and the European Union on citizens’ health and tried to assess both their efficiency and legitimacy. The right to health is connected with the right of living. In case enough drugs, appropriate treatment and medical equipment are not provided at the proper time, both physical and mental health might be threatened and this can cause death of a large number of people. Considering the Security Council as an institution which is expected to take into account the citizens’ basic rights and not to ignore its own initial objective, the present paper was an attempt to provide explanations for the above concepts and their relationships and to analyze the findings of previous field studies. The paper concluded that sanctions issued by the Security Council and the United States are potentially functioning as threats to the international peace and so these sanctions are violating the citizens’ right to health.

The question of the threat to Thailand was discussed by the Security Council at its 673d and 674th meetings. After again explaining the reasons for his government's belief that the condition of tension in the general region in which Thailand was located would, if continued, endanger the maintenance of international peace and security, the Thai representative, Pote Sarasin, again requested that the Peace Observation Commission establish a sub-commission of from three to five members to dispatch observers to Thailand and to visit Thailand itself if it were deemed necessary. The Thai draft differed from earlier Thai proposals, however, in that the original mandate of the sub-commission applie only to the territory of Thailand; if the sub-commission felt that it could not adequately accomplish its mission without observation or visit in states contiguous to Thailand, the Peace Observation Commission or the Security Council could issue the necessary instructions. Representatives of New Zealand, Turkey, Brazil, China, the United Kingdom, the United States, Denmark, Colombia and France spoke in support of the Thai draft. They denied, as had been alleged by the Soviet representative (Tsarapkin) at an earlier meeting, that Council consideration or action on this question would be detrimental to the success of the negotiations between the Foreign Ministers of the United States, United Kingdom, France, Chinese People's Republic, Soviet Union and other states in Geneva. While agreeing that it would be impropitious for the Council to consider directly the situation in Indochina as long as it was being discussed in Geneva, they argued that the question raised by Thailand was quite separate and that the Council had a duty to comply with the Thai request.

The consequences of implementing this right are discussed in economic terms, regarding the situation in the United States of America. A discussion is also included on the limitations of the role of Health Insurance as a measure to solve the problem of providing health care for all individuals.

At the request of the United States the Council began consideration on March 26, 1956 of the extent of compliance by Israel and the Arab states with the Armistice Agreements and with the Security Council's resolutions of March 30, 1955, September 8, 1955 and January 19, 1956. The representatives of Egypt, Israel, Jordan, Lebanon and Syria took part in the Council's discussions. The Council had before it a draft resolution submitted by the United States in the preambular part of which the Council recalled the three earlier resolutions; noted that in each of these resolutions the Chief of Staff of the Truce Supervision Organization and the parties to the General Armistice Agreements concerned had been requested by the Council to undertake certain specific steps for the purpose of ensuring that the tensions along the armistice lines should be reduced; and noted with grave concern that despite the efforts of the Chief of Staff the proposed steps had not been carried out. Under the terms of the operative part of the resolution, the Council 1) considered that the situation currently prevailing between the parties concerning the enforcement of the Armistice Agreements and the compliance given to the above-mentioned resolutions of the Council was such that its continuance was likely to endanger the maintenance of international peace and security; 2) requested the Secretary-General to undertake, as a matter of urgent concern, a survey of the various aspects of enforcement of and compliance with the four General Armistice Agreements and the three earlier resolutions;

The United States and some other members of the United Nations have been concerned in recent years about the substance of some resolutions of the General Assembly and the procedures by which they were adopted. Their concern was intensified by certain actions at the twenty-ninth session, when the Assembly sustained a ruling of its President with respect to the representation and participation of South Africa in that and future sessions, when it curbed the right of Israel to participate in the debate on the question of Palestine, when it accorded to the representative of the PLO (Palestine Liberation Organization) a treatment usually reserved to the head of a member state, and when it declared by Resolution 3210 (XXIX) of October 14, 1974, “that the Palestinian people is the principal party to the question of Palestine” and invited the PLO “to participate in the deliberations of the General Assembly on the question of Palestine in plenary meetings.”

The establishment and maintenance of any existing �world order� is primarily based on a general aversion to international war and does not depend on the United States. This perspective disputes two explanations that rely heavily on American activities. One contends that the United States, aided perhaps by the attention- arresting fear of nuclear weapons, was necessary to provide worldwide security and thus to order the world. The other contends that the United States was instrumental, indeed vital, in constructing international institutions, conventions, and norms, in advancing economic development, and in expanding democracy, and that these processes have crucially helped to establish and maintain a degree of international peace. This article traces the rise of an aversion to international war and argues that this, not US efforts, should be seen as the primary causative or facilitating independent variable in the decline of international war. This perspective also suggests that world order can survive, or work around, challenges that might be thrown at it by the United States or anyone else, that fears that a rising China or an assertive Russia will upset the order are overdrawn, that there is scarcely any need for the maintenance of a large military force in being, and that, under the right conditions, international anarchy, could well be a desirable state.

COVID-19 has been more difficult to contain in the United States than in other countries due, in part, to our nation’s rootedness in preserving individual freedoms, sometimes in defiance of the need for social accountability for health. With growing evidence that anti-vaccination proponents are increasingly organized, funded, and influential, this editorial argues that the right to health should transcend individual freedoms that have a likely probability of spreading harm to others. An association for vaccinated person’s rights, much like ANSR, an association for non-smokers rights, may be needed to counter anti-vaccination rights organizers. Advancing a goal of mostly “vaccinated and fully immunized populations’ would make members of such a group ‘VIP-ers.’”
