The article highlights the problem of the formation of music education in Slobozhanshchyna in the second half of the 19th – early 20th centuries in the context of studying the general trends of cultural and educational development of the region. Based on the analysis of the results of previous studies, it has been proved that the development of music education in Ukraine in the second half of the 19th – early 20th centuries has been revealed in scientific publications. At the same time, it has been established that the problem of highlighting the main milestones and ways of institutionalization of music education in Slobozhanshchyna (Sloboda region) through the creation of special educational institutions of vocational music, as well as substantiation of opportunities to use cultural and educational experience at the turn of the century and raising children in the modern education system, requires further research and practical implementation. The aim of the article is to reveal the experience of formation and development of the system of music education in Slobozhanshchyna in the second half of the 19th – early 20th centuries in terms of analyzing the activities of music education centers and identifying ways of its modern use. The authors have used a set of research methods: system-structural and historical-genetic methods to assess the cultural situation in the region; general research methods to organize and generalize theoretical views of historical facts, clarify the problem in the dynamics, substantiate the main historical milestones; study of historical literature, archival, statistical, normative documents in order to generalize the practical experience of music education in educational institutions of the region. It has been found that the identity of cultural traditions of ethnic groups of Slobozhanshchyna has determined the specifics of the development of music education in the region, revealed the features of cultural and musical life in the region, the spread of private music education, public associations and creative associations (Kharkiv Society of Choral Singers, Music and Charity Kharkiv Music Group, Church Singing Society), the development of music education, which proved to be an important basis for the development and institutionalization of music education. The activity of music classes, evening classes at music classes, Sunday courses, the work of which was aimed at training church choir singers and music teachers, created under the auspices of public societies, is essential for the institutionalization of music education in Slobozhanshchyna. In the context of research of regional problems and difficulties of music education development, in particular concerning primary stage of work of Kharkiv music school in the studied period, the big role of the known music figure, teacher and the inspirer of process of institutionalization of music education in Slobozhanshchyna I. Slatin has been allocated. Based on the analysis of historical and pedagogical literature we have revealed the main milestones in the process of institutionalization of music education, identified a variety of forms of such education in the region (music classes, private music lessons, music lectures, courses for singers, performers and regents); the experience of creation of the first institution of music education in Slobozhanshchyna – music school has been analyzed, its activity has been characterized, the organizational conditions of activity of music school as the most important center of music education of youth in the region have been analyzed.

The article describes the practical implementation of an experimental model for teaching academic writing to non-linguistic students of humanities at three levels of higher education. Improving the quality of domestic scientific publications submitted to high-ranking journals requires new effective pedagogical technologies. Theory and methodology analysis, as well as empirical observations show that the problems faced by Russian-speaking authors of academic texts can be divided into two categories: strong Russian accent that creates the language barrier and hinders understanding, and flawed academic style that leads to the cross-cultural academic barrier. The described ten-year study involved 25 students of Petrozavodsk State University, aged 17 to 28, who subsequently completed bachelor’s, master’s and postgraduate programs. At each of the three stages, the participants completed a set of tasks aimed at consistent and systematic formation of academic writing competence through writing abstracts (bachelors), conference proceedings (master’s students) and full-text academic articles (postgraduate students). To collect and process the data, the researchers used an open-ended questionnaire, the observation method, expert assessment, and descriptive statistics. The study results showed that the systematic approach helps to effectively eliminate structural and stylistic writing problems over the course of studies. However, the difficulties associated with the manifestation of the Russian accent in written English-language academic discourse are more resistant. The authors make the conclusion that the systematic development of academic writing skills in English will help to overcome obstacles for the internationalization of Russian science.

The article analyzes the prerequisites and consequences of the systemic crisis of higher education, highlights the key characteristics of the crisis phenomena in the system of education in Russia and on a global scale at the institutional and state levels. Applying the principles of the dialectical development of the educational system, the author reveals the contradictions between the evolutionary processes that trigger the development of society and education, postulating internal contradictions and conflicts in the coexistence of social and educational institutions. According to the author, the basic concepts of society and education are also antagonistic: knowledge and information, which are defined in the article, their roles and functions are described. The author pays special attention to the issues of trust in society towards the educational institutions, analyzes the reasons for the low level of trust. The article is based on the normative documents of UNESCO and the World Bank, analytical and scientific publications of Russian and foreign researchers. In connection with a new round of the crisis in higher education due to the Covid-19 pandemic, the article provides an analysis of the problems, describes the risks for universities during the period of functioning after the pandemic, suggests solutions to the crisis for the higher education system in the context of creating a new social and educational paradigms.

The COVID-19 pandemic and the economic recession significantly reduced the amount of financial resources that were supposed to be used to solve the most acute problems of social development, which caused the need to update and rethink the theoretical and practical experience in the functioning of targeted programs as a tool for managing public finances of the Russian Federation. The article summarizes the problems of developing program budgeting at the present stage, it indicates the sources of their origin. The study was carried out using a set of general scientific methods; empirical results were obtained by observing and collecting data on practical implementation of state and municipal programs from official sources. The authors performed a critical analysis of scientific publications and reports of state and local government bodies on the development of program budgeting and public finance management. The shift in the perspective of scientific research in comparison with the initial stage of implementing the program principles of public finance management is indicated. The authors highlighted the main methodological difficulties that prevent qualitative improving the tools of program budgeting in general, as well as at each of the management levels separately. The key shortcomings in the practical application of program budgeting are formulated and their logical connection with the factors that constrain the pace and influence the vector of socio-economic development of the Russian Federation is indicated. The directions of further improving program budgeting are given and the conditions for on target efficiency of both new and established methods and techniques that affect the final effectiveness of state and municipal programs are stipulated. The results of the study can be used to adjust the strategic and program documents of the authorities in order to improve the management of public finances.

The article considers the pedagogical component of the activity of the composers of the “Mighty bunch” — M. A. Balakirev and N. A. Rimsky-Korsakov, who had a significant influence on the formation and development of Russian music education. Developing the musical and aesthetic ideas put forward by the creative work of the kuchkists, both representatives of the “New Russian music school” justified progressive pedagogical attitudes and principles that are in great demand in the modern practice of music education. Realizing their pedagogical views in the process of leadership and teaching in such Russian musical and educational institutions of the 19th century as the free music school, the Court singing Capella, the St. Petersburg Conservatory, etc., the above-mentioned representatives of the “Mighty bunch” moved to solve the problem they faced from alternative positions: if Balakirev was characterized by an empirical approach to solving creative, including pedagogical tasks, then Rimsky-Korsakov was able to justify the conceptual foundations and basic provisions of Russian music pedagogy. This article is devoted to the consideration of these provisions.

Introduction. The problem of the effectiveness of the pedagogical education system remains one of the most discussed topics in modern professional discourse. A large proportion of leaders of the educational industry and representatives of the expert community are convinced that graduates of pedagogical universities and colleges are not sufficiently prepared for independent professional activity and deflect from work in their field. The refusal of graduates to be employed by occupation is associated mainly with the poor quality of students’ practical training in universities. Criticising the low attendance rates of young professionals in schools, analysts often ignore the conditions of employment in educational institutions. Meanwhile, the appearance of a new form of statistical observation of OO-1 and OO-2 on open access makes it possible not only to track the results of employment of graduates of the vocational education system in schools across the country, but also to compare them with the conditions for hiring: the current workload on staff and the level of teachers’ salaries.The aim of the present research was to find the dependence of the results of pedagogical graduates’ employment by occupation on the conditions of employment in schools: the level of teachers’ salaries and workload in the regions of Russia.Methodology and research methods. The research methodological framework is a structural approach based on applied research procedures (observation, description, comparison, counting, measurement, modelling, etc.), according to which general scientific (comparative, retrospective analysis, systematisation, generalisation) and statistical research methods (statistical and correlation analysis, etc.) were employed. The analysis of official documents of educational authorities of different levels and educational institutions, scientific publications and forms of federal statistical observation of OO-1 and OO-2 was conducted. The processing of regional educational statistics was carried out using the Online Analytical Processing technology, which makes it possible to obtain OLAP cubes and form analytical slices in accordance with emerging research tasks. The slices were studied in detail using the Analysis ToolPak addin procedures and the statistical functions of the Excel library. In the course of the analysis, the authors performed the calculation of measures of the statistical relationship between the studied variables and their graphic visualisation.Results. This study established a high level of pedagogical labour market segmentation by territorial and qualification-age criteria of employees. The effects of influence on the part of state and public institutions and practices, leading to systematic discrimination of certain groups of educators, were revealed. Regional data provide the examples of discrimination against young teachers in remuneration, both in the process of employment due to the lack of qualification grades, and in the process of work, as a consequence of the inaccessibility to payments from the incentive part of the salary fund of schools. It is shown that the improvement of the results of pedagogical graduates’ employment by occupation is related to the improvement of the wage system, increasing the base rates and reducing the intra-industry differentiation of earnings among workers of different ages.Practical significance. The authors are convinced that this article will clarify the approaches for adjusting the mechanism for distributing the wages fund of schools, develop measures to attract young people to teaching and ensure the elimination of the shortage of personnel in the education system.

Abstract The article presents a retrospective analysis of adult learning development in Poland in the 20th century. Based on the study and analysis of historical and pedagogical literature, normative documents of the official bodies of Polish government, the periodical press of the 20th century, several stages of adult learning development, in the particular historical period, have been determined: 1905–1913 years were defined by the legalization of educational institutions for adults, the search for new forms and methods of education, the involvement of a wide range of people; 1914–1945 was the stage of world wars that had led to the destruction of the adult learning system, which led to the decline of educational institutions; 1950–1960 years were characterized by the restoration of adult learning institutions, the adaptation to the new political system, a new approach to formulating the goals and objectives of adult learning; in the 70s and 80s of the 20th century, there was the cardinal rethinking of the goals and objectives of adult learning, educational institutions practiced new forms and methods of teaching, the idea of lifelong education was widespread in the society; the period of the end of the 20th century had initiated the integration of adult learning in Poland into the Common Educational Space, which contributed to the intensification of the theoretical substantiation and practical implementation of the international concepts of adult learning. Among the criteria for determining the stages, there were socio-political, socio-economic, organizational and pedagogical factors that led to the change of subjects, goals, objectives, content, principles, forms, methods of organizing adult learning in Poland in the 20th century. The historical and pedagogical features of each stage are shown, the influence of historical events on the formation and development of adult education in Poland is taken into account and analyzed. In accordance with each stage, the leading forms and methods of adult learning are have been determined. The peculiarities of the activity of adult learning institutions at all stages have been demonstrated. The disadvantages of the adult learning system, as well as the difficulties of its development, have been identified.

Purpose: To develop a new concept of laboratory support for learners at different levels of education to maintain a high education quality in conditions of limited opportunities, such as lockdown, lack of funding, etc. Design/methodology/approach: To create a new concept, the practical experience of school teachers, educators of technical colleges and universities, research workers, as well as experience of scientists in the educational field published in open information' sources was taken into account. The development of a new concept was carried out from 2014 to 2016, and its implementation, introduction into the educational process, and possible ways to solve technical and organizational difficulties from 2016 to the present. In the last year, special attention was paid to distance learning. Findings: The development and the first practical steps to implement the new concept of updating the laboratory support of educational institutions clearly demonstrate of its practical implementation' feasibility. Positive consequences from the implementation were identified as constant improvement of laboratory equipment, increase in the educators’ level, transformation of virtual distance learning based on lectures and videos into real learning with "live" visual demonstration of physical, chemical, biological and other processes and experimental research. As a recommendation, should wish that at the state level to recommend the implementation of this approach and to propose some legal mechanisms to overcome identified problems. Research limitations/implications: The present study was conducted for Ukrainian educational institutions with the involvement of foreign students from different countries studying in Ukraine. Practical implications: The introduction of a new concept into the educational process in countries with a weak economy will improve the educational quality and reduce the cost of creating laboratory support. Originality/value: Equipment should not only be a teaching tool, but also a teaching subject.

The purpose of the research is to highlight the role of inclusive education in higher art educational institutions of Ukraine. The realization of this goal implies attention to the issue of introducing music education for people with special needs, ways of improving the educational process and its facilitation. The methodology of the research is connected with the use of methods of analysis and synthesis, thanks to which the actual problematic aspects that are available in this field are highlighted. The task of the study is to highlight the specifics of working with students in the class by specialty (using the example of mastering the art of playing the classical guitar). Thanks to the practice of working with students who have visual problems, the author of the article singles out the innovative algorithm for learning the music text and further work with the works. It is proposed to actively involve various programs related to typing notation text, recording audio files, processing them and modifying them. The scientific novelty consists in synthesizing practical conclusions obtained by the author in the course of teaching activities. A number of problem aspects and algorithms for their solution are singled out. The importance of learning a musical material with a teacher is emphasized, especially when it comes to persons with special abilities - visual impairments. Existing software, for example Finale, Sibelius and other music editors provide the ability to change the typed music text, its slowdown, and solfeging. Although this innovation is not capable of becoming a complete substitute for a nocturnal text, typed in Braille, it becomes a good alternative. In modern art education there are a number of problematic moments. First of all, despite the fact that the issue of introducing inclusive education in the Ukrainian space has been actualized, the practical implementation of this task involves a number of difficulties. Development and musical education in the guitar class by specialty involves the introduction of computer equipment and technically computer equipment during classes, which will simplify the process of learning and the subsequent reproduction of a musical text.

The article discusses the prospects of the augmented reality using as a component of a cloud-based environment. The research goals are the next: to explore the possibility of the augmented reality using with the  involvement of the cloud-based environment components. The research objectives are the next: to consider the notion of augmented reality; to analyze the experience the augmented reality using within the  cloud environment / system; to outline the prospects of the augmented reality using in educational institutions; to consider the technical conditions of the augmented reality use. The object of research is: the  educational process in educational institutions of Ukraine of different levels of accreditation. The subject of research is: the educational process in a cloud-based environment in educational institutions of Ukraine.The research methods used are the next: analysis of scientific publications, observations. The results of the research are the next: on the basis of the analysis of scientific works, it has been established that the experience of the augmented reality using in the systems based on cloud technologies already exists. However, the success of such a combination has not yet been proven. Currently, laboratory tests are known, while the experiment was not carried out under natural conditions in control and experimental groups. It is revealed that the attraction of the augmented reality for the educators requires the development of new methodologies, didactic materials, updating and updating of the curriculum. The main conclusions and recommendations: the main principles of augmented reality use in the learning process are: designingof the environment that is flexible enough, attention should be paid to the teaching and didactic issues; adjusting the educational content for mastering the material provided by the curriculum; the research methods that can be used in training along with the elements of augmented reality are to be elaborated; development of adaptive materials; training of teachers, which will include augmented reality in educational practice.

Ключові слова: освіта, музична освіта, культурна політика федеральних земель, тенденції розвитку,  вищі навчальні заклади, культурно-освітня сфера, Німеччина.   The article deals with general and priority trends in the development of musical education, the activity of higher musical educational institutions and music education as a component of German cultural policy. The historiography review and sources relating to the general and priority trends in the development of musical education, the activity of higher musical educational institutions and music education as a component of German cultural policy underwent a consideration. There was a determination of role and significance of music education in the Federal Republic of Germany, as well as the characteristic features peculiar to the development, problems and prospects of the musical culture are studied. The leading trends of the music education development in the Federal Republic of Germany under the conditions of the gradual transformation were described according to the European standards separately.
