Drawing on Paul Moses’ An Unlikely Union: The Love-Hate Story of New York’s Irish and Italians (2015), this article explores the history and literary reflection of multicultural cities. Particularly, Louisa Ermelino’s novel The Sisters Mallone (2002) challenges accepted views of certain urban enclaves as ghettos. This assumption obscures cross-cultural relations and renders superficial the term multicultural as only a mosaic of discrete cultures living together. In this respect, a comparison to official multiculturalism in Canada discusses the complex nature of identity and belonging. A unique case study is Quebec, as is reflected in the position of the trilingual writer and the affiliation to world literature. This article is divided into two parts. Firstly, it analyzes a literary text that looks at US ethnic relations beyond conflict and segregation. The second part, using Italian/Canadian literary history, reflects on Canada as a multicultural country characterized by cultural diversity yet where cultural difference entails unequal power relationships such as regarding migrants and migrant literature.

What are the determinants of Japan’s regional policies? This article argues that Japan’s regional policy is the result of the government’s strategic choice made through processes of domestic and international bargaining. Based on liberal intergovernmentalism, this article focuses on the level of domestic preferences for East Asia and the threat of China. In the first stage, the preference of the Prime Minister and political winning-coalition groups matter. In the second stage, the level of the threat of China is a pivotal variable. In combining these two variables, the article proposes the following four types of ideal regional policies for Japan: (1) pro-East Asia policy; (2) expanded-Asia policy; (3) interactive policy; and (4) reactive policy. To substantiate this idea, the article traces Japan’s regional policy trajectory from the Yoshida Cabinet to the Hatoyama Cabinet. An in-depth case study shows that Japanese cabinets vary in their regional policies in the way this article expected from each ideal type based on liberal intergovernmentalism.

Purpose The purpose of this paper is to propose and discuss a new regional foresight methodology. Design/methodology/approach The first part describes the methodology and the organizational process adopted for implementing foresight at the regional level and highlights the criticalities. The research methodology is based on a case study. The case is the analysis of the industrial and regional sectors and the technological families in the Lombardy region. Findings This methodology analyses trends, technologies and industries, returning a set of qualitative and quantitative indicators. Then, it aggregates them, building two matrixes (trends/technologies and technologies/industries). Finally, it evaluates the future importance of a technology (the attractiveness of a technology for the long-term competitiveness of the regional main industrial sectors) and the capabilities of the regional industrial, technical and scientific system to develop specific technologies (feasibility for the regional system to develop the chosen technology). Originality/value The originality lies in an integrated analysis of the possible futures and their relation with the industrial world. Its value is as a tool to suggest policies and R&D investments. It is possible to provide a sound basis for science and technology policymaking.
