PurposeOrganizational capabilities are crucial to achieve the objectives. A plethora of maturity models is available to guide organizational capabilities that create a perplexing situation about what stuff to improve and what to leave. Therefore, a unified maturity model addressing a wide range of capabilities is a necessity. This paper establishes that a flexibility maturity model is an unified model containing the operational, strategic and human capabilities.Design/methodology/approachThis paper does a comparative analysis/benchmarking studies of different maturity models/frameworks widely used in the information technology (IT) sector with respect to the flexibility maturity model to establish its comprehensiveness and application in the organization to handle multiple goals.FindingsThis study confirms that the flexibility maturity model has the crucial elements of all the maturity models. If the organizations use the flexibility maturity model, they can avoid the burden of complying with multiple ones and become objective-driven rather than compliance-driven.Research limitations/implicationsThe maturity models used in information technology sectors are used. This work will inspire other maturity models to adopt flexibility phenomena.Practical implicationsThe comparative analysis will give confidence in application of flexibility framework. The business environment and strategic options across organizations are inherently different that the flexibility maturity model well handles.Social implicationsA choice is put to an organization to see the comparison tables produced in this paper and choose the right framework according to the prevailing business situation.Originality/valueThis is the first study that makes a conclusion based on comparative benchmarking of existing maturity models.

The goal of this research is to design a framework to develop an information technology (IT) maturity model to guide the planning, design, and implementation of smart city services. The objectives of the proposed model are to define qualitatively and measure quantitatively the maturity levels for the IT dimensions used by smart cities (IT governance, IT services, data management and infrastructure), and to develop an implementation model that is practical and contextualized to the needs of any territory that wants to create or improve smart city services. The proposed framework consists of three components: a conceptual model of smart city services, IT dimensions and indicators, and IT maturity levels. The framework was validated by applying it to a case study for the evaluation of the IT maturity levels for the city of Cereté, Colombia.

Since the 1990s, organizations have gradually become involved in the transformation of their information technology (IT) management process. In order to determine the direction of IT development in correlation with business needs, a consolidated management approach is imposed. This paper aims to provide a comprehensive assessment of the maturity level of IT management process in an organization. For this purpose, an empirical study in a Romanian public service company was done by using the benchmarking technique and Capability Maturity Model to describe the maturity level of IT management process. Four benchmarking classes, including a number of 24 benchmarks, were taken into account to focus on the main key issues - IT management strategy and IT planning; alignment of business strategy, IT strategy, organizational structure, and IT infrastructure; and information systems security management. The study reveals that the IT management process is mainly focused on technological dimension and less on the managerial one. It was observed that IT managers have a low awareness of managerial skills in planning, organizing, controlling, and leading the IT activities. Practical implication of the study presents two major issues: 1) on one hand, the need to approach a transversal vision in managing the IT process by aligning it to a complex set of choices, reflecting both a strategic and functional perspective and, 2) on the other hand, this study may be useful for managers looking to improve management of the IT department as well as the quality of their services. The study also indicates specific recommendations to refine the IT management process of Romanian companies.

There is a perceived gap between the Information Technology (IT) and the Business function in many organizations, which can lead to poor working relationships and a loss of organizational effectiveness. In this chapter, we discuss an effort to bridge this gap through a program of Relationship Management (RM). The approach is based on the concept of cultivating a Community of Practice (CoP) and relies on facilitating relationships between people in order to share and leverage knowledge. This chapter describes a case study of a large financial services company and shows how the boundaries between Business and IT were spanned through a Relationship Management Community of Practice (RM CoP). The outcomes of the work are embodied in a maturity model that provides a framework for practice and acts as a ‘boundary object’ enabling the gap to be bridged. The chapter illustrates how cultivating a CoP between Business and IT can be a holistic way to manage the dynamics of knowledge sharing in organizations.

The Health Insurance Portability and Accountability Act of 1996 (HIPAA) was initially enacted as an administrative simplification to standardize electronic transmission of common administrative and financial transactions. The program also calls for implementation specifications regarding privacy and security standards to protect the confidentiality and integrity of individually identifiable health information or protected health information. The Affordable Care Act further expanded many of the protective provisions set forth by HIPAA. Since its implementation, healthcare organizations around the nation have invested billions of dollars and have cycled through numerous program attempts aimed at meeting these standards. This chapter reviews the process taken by one organization to review the privacy policy in place utilizing a maturity model, identify deficiencies, and lead change in order to heighten the maturity of the system. The authors conclude with reflection related to effectiveness of the process as well as implications for practice.
