Results of the researches of productive and economic systems of a number of the countries are stated in this paper. Types and ways of modernization of these systems taking into account the choice of development model of society are presented. Process regularity of international modernization, including Russia is specified. The immediacy of the problem of modernization as sets of technological, economic, cultural, political changes is proved. The listed changes are directed to the improvement of social system, cultural and educational level of the population and to the increase in prestige of the country in general. Qualitative differences between the eastern ("Asian") and western ("European") ways of modernization are given. The objective reasons of differences in character, rates, efficiency of implementation of political modernization in post-socialist societies are the level of political stability in society, presence of the reformatory elite interested in political and innovative development strategies of society, and cultural traditions. Stages and prerequisites of production modernization are considered. The questions describing participants of the process, their competences and professional standard are shown. The quality of education of leading representatives was and remains the major indicator defining long-term development of society. Examples of implementation of the international educational projects are given.

В статье анализируются ключевые проблемы кадрового обеспечения организации, реализующей стратегию инновационного развития. Персонал, как ключевой ресурс, всегда является центральным объектом анализа в ходе разработки стратегии независимо от ее характера. В статье речь идет о принципиальных отличиях, характерных для инновационного развития, а именно: разработка необходимых компетенций и оценка их соответствия фактическому состоянию кадров. The level of competition in modern markets is such that manufacturers of goods and services have increased requirements for the quality of long-term forecasting, and the active use of the principles of strategic management is more likely to be commonplace. The article analyzes the key problems of staffing the organization implementing the strategy of innovative development. Personnel, as a key resource, is always the central object of analysis during the development of a strategy, regardless of its nature. The article deals with the fundamental differences characteristic of innovative development, namely: the development of the necessary competencies and assessment of their compliance with the actual state of personnel.

Religious culture of pesantren has its uniqueness which is still expected to be a support for the development of the education system in Indonesia. The authenticity and distinctiveness of the pesantren as well as the treasure the nation’s cultural traditions, is also a butter force for the educational pillar to bring up moral leaders of the nation, is a form of pesantren education that is characterized by traditionalism. This study used a qualitative approach. The data were collected through observations, interviews, and content analysis. The process of improving the quality of pesantren education is part of the development of national education, which is part of an effort to improve the quality of full human education. For achieving the quality of education, it must be based on a significant change. The change is needed in the management of quality and competitive educational institutions. Now one of the challenges faced by educational institutions is how to manage quality. Quality educational institutions, institutions that prioritize the quality of graduates and are able to demonstrate the values of education that make a top priority, due to a significant change in pesantren.

Abstract We investigated the long-term effects of birthplace favoritism by top-ranking politicians on the quality of education in Vietnam. We used over 1 million test scores from the 2009 and 2014 Vietnamese national university entrance examinations. We examined both the different timing of political terms and the total years of birthplace favoritism. Using the school fixed effects, we found that birthplace favoritism did not have any significant impacts, regardless of the timing and duration of such favoritism. We did not find evidence for such impacts in the distribution of test scores either. The results also suggest that national entrance examinations were unaffected by birthplace favoritism up to 2014.

The objective of this work is to examine the effects of foreign direct investment on the diversification of the Congolese economy. The estimation results from the ARDL process, spanning the period 1995 to 2016, showed that FDI is a means of diversifying the Congolese economy in the short term. In the long term however, FDI is not a sufficient factor for the diversification of the Congolese economy. Thus, this research has revealed the importance of integrating political stability given that the effects of FDI on diversification also depend on the quality of the institutions.

Professionalism of teachers is often attributed to three factors are quite important, namely the competence of teachers, teacher certification and teacher professional allowance. The third factor is the background that was allegedly closely associated with the quality of education. Professional teachers as evidenced by its competence shall promote the establishment process and product performance which can support the quality of education. Competent teachers can be evidenced by the acquisition of teacher certification following an adequate allowance according to the size of Indonesia. Today, there are a number of teachers who have been certified, it will be certified, has gained professional allowance, and will acquire the professional allowance. The fact that the teachers have been certified is a strong assumption, that the teacher already has competence. The problem that arises then, that the teacher is assumed to have had the competence which is only based on the assumption that they have been certified; it seems in the long term it is difficult to be accountable academically. Evidence have been certified, the teacher is present condition, which is generally a quality teacher resources shortly after certification. Therefore, the certification is closely related to the learning process, the certification cannot be assumed to reflect the competence of a superior lifetime. Post- certification should be an early milestone for teachers to constantly improve competence by means of long-life learning. To facilitate the improvement of teacher competence, it is necessary that a competence is initiated in order to manage the development of teachers’ professionalism.

<p>The high capability for managing Higher Education (HE) is necessary which include adopting of modern management principles that focus on quality, continous improvement and customer satisfaction. Globalization era is competation era, so HE must based quality in any of its processed. The students of HE that still studying need a product of motivation and double communication that are; science, academic title, skill, experience, belief and good behaviour on the contex of balance. All of them need to work in workplace expected a better life in this world is systematic attempt to increase human resources quality. There are four points on education field, namely; average and opportunity of education, relevancy with development, quality and efficiency. ABSTRACT Education exerts a powerful influence on the performance on neuropsychological tests. Recently, the number of years that a person attends school has been the preferred method to operationalize educational level (EL). However, reading fluency (RF) has emerged as an alternative method that can define the quality of education. Objective: To compare the influence of the number of years of education with RF on the cognitive performance in a control sample. Methods: Fifty-six control participants with varying ages (17–87 years) and levels of education (3–19 years of formal schooling) were administered a neuropsychological scale along with an RF task. This scale measured attention, memory, language, executive functions, and constructional praxis. The RF task consisted of a short text. The score was the number of words read correctly per minute. Pearson’s r was used to compute correlations. Results: Results showed that RF had a higher correlation (0.53) than the years of schooling (0.38) with the scores of the neuropsychological scale. Conclusions: Reading fluency is a short, practical task that is easy to use in different languages and is a promising tool for EL assessment. It is also an adequate alternative to the reading of irregular words as a qualitative measure of EL.

In the modern educational system testing has become one of the prevailing methods for assessing students' knowledge. The procedures for test certification of schoolchildren, especially the so-called “high-stakes tests,” which have a decisive influence on the trajectory of post-school education, are still debatable. In studies, the problem of misalignment of test indicators and the real educational level of the student is discussed, the presence of procedural and substantive shortcomings in the tests is stated. Article is devoted to the overview of the difficulties encountered by participants in the educational process in preparation for the exams. Such trends in final exams' critic as distrust to the exam procedure, procedural and content shortcomings, difficulties in preparing graduates for exams are discussed. It also describes the author's methodic of exam readiness diagnostic. It's based on the educational result’s esteem. The form of the methodic is given.
