Land resources are one of the most important resources in the environmental management system. This resource is necessary for almost all types of human activity: agriculture, construction, industry, mining, recreation, etc. According to the intended purpose in the Land Code of the Russian Federation, lands are divided into seven categories, differing from each other in the economic and legal regime of use. One of these categories is agricultural land. This category of land includes territories necessary for obtaining agricultural products or other purposes related to agriculture, as well as they are geographically distributed outside settlements. Lands of this category of designated purpose are characterized by a high level of anthropogenic impact (agro-preparatory processing of the territory, obtaining agricultural products, placement and grazing of livestock), which significantly affects the indicators of natural biodiversity downward. In order to study the state of land resources in the South of Russia, an analysis was made of the dynamics of changes in the area of agricultural land in the regions that are part of the Southern Federal District. The relevance of the work lies in the study of the current state of agricultural land in the South of Russia. The aim of the work was to study the dynamics of changes in the area of agricultural land in the period from 2009 to 2019. Statistical and analytical methods of geographical research were involved in the work, information was searched for on the state of lands of this category of lands in a certain period of time. In the course of the work, information was collected on the state of agricultural land in each of the regions that are part of the Southern Federal District and the features of changes in the area of land of this category were determined.

This article examines the current state of water and land resources in Uzbekistan. Since the agricultural sector in Uzbekistan occupies a significant share of the national and gross domestic product value, the quality of these resources is especially important for our republic. The main problem in obtaining the high- quality agricultural products in the region is the lack of water, salinization and soil erosion, as well as their secondary salinization, which is amplified due to climate change in this region. Studies show that this affects the productivity of an agricultural products. Taking this into account we understand the necessity of reduction of the harvesting of cotton and rice for less moisture consumed fruit and vegetable products. To achieve this expected results in the management of water and land resources, it is necessary to use the international experience of other countries, applying innovative water-saving technologies in the system of irrigation of land resources incorporating the problem of climate change.

The article is devoted to substantiating the prospects for increasing the marginal volumes of agricultural production for export in the next four years. Two scenarios of such production are considered: 1) expansion and 2) intensification of the use of land resources. As part of the development of the first scenario, an analysis of the distribution of unused agricultural land, including arable land, by federal districts was carried out. Also, based on the forecast of the introduction of additional annual volumes of acreage in the subjects of the Federation, the calculation of additional volumes of agricultural production, which can be expected in the next four years, was carried out. The analysis of data on the increase in the yield of export-oriented crops over the past five years has been carried out, in the framework of the second scenario, the calculation of the projected additional yield due to the intensification of agriculture is presented. The results of the study indicate that the intensification of agriculture will have the greatest impact on the growth of production and export of agricultural products in the near future.

In the current conditions of decentralization and voluntary community integration, there is a need for a comprehensive, up-to-date, and high-quality study of their resource potential, distribution, and prospects for future community development. The most pressing issue for communities is the issue of the specific definition of their boundaries, planning, use, and protection of land, especially with regard to the authority to dispose of land resources outside the settlement. The article analyzes the constitutional basis of the administrative-territorial system and local self-government in Ukraine, the basic legislation, and the peculiarities of its application in the conditions of change. It is established that in the absence of the adoption of relevant laws, changes to existing ones, the incompleteness of implementation of measures on decentralization of power, untimely resolution of problems arising in the process of implementation of land management reform within the jurisdiction of local councils, the process of reforming local self-government is hampered.


Objective. An analysis of the current state of the agricultural industry of the Siberian Federal District Methodology. The following methods were used: statistical, monographic, graphic. Results. The authors revealed that the main producers of agricultural products are agricultural organizations, followed by households (ranking second) and peasant farms (ranking third). Use in practice. The authors examined the dynamics of production of major crops and livestock, which subsequently can be included into the development programs for state support of agriculture. Originality. The paper emphasizes that an increase in agricultural production is possible through the use of intensive factors of production.

PurposeChina's population–land contradiction is a crucial issue, and by deeply analyzing causes of wasting arable land, this article recommends some policies to avoid waste.Design/methodology/approachBased on the current high-, middle- and low-class differentiation in the agricultural products' consumption structure against urban residents' rapid income growth, this article proposes that agricultural products with distinctive regional characteristics should be developed according to regional natural agricultural resources and market demand, so as to ensure that China's scarce arable land can be used effectively.FindingsChoices in regional agricultural production relate to operational farmers' enthusiasm for profitability and production, residential farmers' ability to ensure their own food security, agriculture's sustainable development and arable land resources' optimal allocation. Therefore, the varietal structure of agricultural products and regional production layout should be compatibly decided according to consumer demand and resource endowment.Originality/valueDuring the process of industrialization and urbanization, wasting of arable land has become a social development problem. On the basis of agriculture's regional resource endowment, this article reconstructs the functional positioning of various Chinese agricultural regions and solves the difficult problem of consumption structure transformation and homogeneous competition through the geographical division of labor, thereby optimizing allocation of arable land resources.

This article presents the results of the analysis of the current state of crop production in Russia, as well as the dynamics of the main indicators of the industry. Crop production occupies a position of primary importance in the agro-industrial complex of the country, since the cost of agricultural products in actual prices amounted to 5348.8 billion rubles in 2018 (according to preliminary data of 2019 – 5907.9 billion rubles), including crop production – 2756.1 billion rubles (3160.0 billion rubles – in 2019) or 51.5% (53.5% in 2019); the index of crop production – 98.5% (in 2019 – 106.1%). The gross grain harvest in 2018 amounted to 113.3 million tons; in the structure of grain production, the largest share belongs to wheat – 63.69% or 72.1 million tons, then barley – 15.00% (16.99 million tons), corn – 10.08% (11.4 million tons), oats – 4.17% (4.7 million tons), rye – 1.69% (1.9 million tons), rice – 0.92% (1.0 million tons), buckwheat – 0.82% (0.9 million tons) and other crops – 7.79% (8.8 million tons). The most favorable situation was with such technical crops as soy and rapeseed. In 2018, record harvests of soybeans and rapeseed were collected – 4026.8 and 1988.7 thousand tons, respectively. The volume of vegetable production in all categories of farms for the period 2014-2018 increased from 12821.02 to 13685.23 thousand tons; the yield and marketability of products also increased. The number of vegetables and melons per population was 76.18 % in 2018.

Abstract Global financial and economic recession had negatively influenced the dynamic of the international trade in 2008-2012. The post-crisis period of global market development can be described by the tendency of growing international trade flows. However, according to many experts, to ensure this tendency, the international trade policy within the frame of the WTO should be changed. The paper includes the analysis of current market of the EU-CIS trade, describes the main tendencies of its post-crisis development and major approaches and tools to ensure sustainability of such development. The analysis involved main exporting and importing countries for each analyzed product group. Sub-goals include an overview of the WTO threats and opportunities for Russian agriculture and trade with agricultural products globally, as well as comparison of main consequences of the WTO accession for the CIS countries, such as Kazakhstan, Ukraine, Kyrgyzstan, Georgia and Moldova. This is also related to the state support of agricultural production in Russia and CIS and its influence on volumes, directions, structure and effectiveness of international trade with agricultural products.

The article analyzes the state of agricultural land in the Krasnodar region, considers its composition and structure. Trends and reasons for transferring agricultural land to other land categories and back are identified. The distribution of agricultural land in the Krasnodar region by ownership and management forms is studied. The analysis of the current state of agricultural land has revealed the main problems in the use of land resources, including the lack of up-to-date information on the availability and distribution of land by land users, owners, tenants, forms of management and land. Another problem observed in land use in the region is the problem of irrational use of agricultural land, which is the unauthorized transfer of valuable farmlands into less valuable use of land ways, leading to decreased soil fertility, the failure to perform the rotation. The analysis was carried out for the period from 2014 to 2018 on the basis of official data from the regional Federal State Statistic Service, Ministry of Agriculture of the Russian Federation, The Federal Service for State Registration, Cadastre and Cartography (Rosreestr). Based on the results of the analysis, proposals have been developed that will help improve the use of agricultural land in the Krasnodar region and develop an effective land policy in the region.

The chapter includes an analysis of the current state of the international organic market and contemporary tendencies in the production and marketing of green products in Russia. Analysis of Russia's foreign trade in agricultural products is also provided. This chapter includes an overview of major threats and opportunities for organic production in Russia in view of trade liberalization. This is also related to state support of green production in Russia and CIS and its influence on volumes, directions, structure and effectiveness of trade. The chapter concludes with assessment of perspective tools to ensure sustainability of green production through a set of political, social and financial tools, and bigger involvement of rural households into international competition, diversification of traditional rural sources of income by means of green production, local identification and specialization, and utilization of existing competitive advantages.
