Seasonal reconstructions of streamflow are valuable because they provide water planners, policy makers, and stakeholders with information on the range and variability of water resources before the observational period. In this study, we used streamflow data from five gages near the Alabama-Florida border and centuries-long tree-ring chronologies to create and analyze seasonal flow reconstructions. Prescreening methods included correlation and temporal stability analysis of predictors to ensure practical and reliable reconstructions. Seasonal correlation analysis revealed that several regional tree-ring chronologies were significantly correlated (p ≤ 0.05) with March–October streamflow, and stepwise linear regression was used to create the reconstructions. Reconstructions spanned 1203–1985, 1652–1983, 1725–1993, 1867–2011, and 1238–1985 for the Choctawhatchee, Conecuh, Escambia, Perdido, and Pascagoula Rivers, respectively, all of which were statistically skillful (R2 ≥ 0.50). The reconstructions were statistically validated using the following parameters: R2 predicted validation, the sign test, the variance inflation factor (VIF), and the Durbin–Watson (D–W) statistic. The long-term streamflow variability was analyzed for the Choctawhatchee, Conecuh, Escambia, and Perdido Rivers, and the recent (2000s) drought was identified as being the most severe in the instrumental record. The 2000s drought was also identified as being one of the most severe droughts throughout the entire reconstructed paleo-record developed for all five rivers. This information is vital for the consideration of present and future conditions within the system.

This study reports the preliminary results from a statistical screening of tree-ring width records from the International Tree-Ring Data Bank (ITRDB), to evaluate the strength of the hydrological signal, in dendrochronological records from the Tennessee Valley. We used United States Geological Survey (USGS) streamflow data from 11 gages, within the Tennessee Valley, and regional tree-ring chronologies, to analyze the dendroclimatic potential of the region, and create seasonal flow reconstructions. Prescreening methods included correlation, date, and temporal stability analysis of predictors to ensure practical and reliable reconstructions. Seasonal correlation analysis revealed that large numbers of regional tree-ring chronologies were significantly correlated (p ≤ 0.05) with the May–June–July streamflow. Stepwise linear regression was used to create the May–June–July streamflow reconstructions. Ten of the 12 streamflow stations were considered statistically skillful (R2 ≥ 0.40). Skillful reconstructions ranged from 208 to 301 years in length, and were statistically validated using leave-one-out cross validation, the sign test, and a comparison of the distribution of low flow years. The long-term streamflow variability was analyzed for the Nolichucky, Nantahala, Emory, and South Fork (SF) Holston stations. The reconstructions revealed that while most of the Western United States (U.S.). was experiencing some of its highest flow years during the early 1900s, the Tennessee Valley region was experiencing a very low flow. Results revealed the potential benefit of using tree-ring chronologies to reconstruct hydrological variables in the Southeastern U.S., by demonstrating the ability of proxy-based reconstructions to provide useful data beyond the instrumental record.

The study aimed to investigate the status of within-person state variability in neuroticism and conscientiousness as individual differences constructs by exploring their (a) temporal stability, (b) cross-context consistency, (c) empirical links to selected antecedents, and (d) empirical links to longer term trait variability. Employing a sample of professionals ( N = 346) from Australian organisations, personality state data together with situation appraisals were collected using experience sampling methodology in field and repeatedly in lab-like settings. Data on personality traits, cognitive ability, and motivational mindsets were collected at baseline and after two years. Contingent (situation contingencies) and non-contingent (relative SD) state variability indices were relatively stable over time and across contexts. Only a small number of predictive effects of state variability were observed, and these differed across contexts. Cognitive ability appeared to be associated with state variability under lab-like conditions. There was limited evidence of links between short-term state and long-term trait variability, except for a small effect for neuroticism. Some evidence of positive manifold was found for non-contingent variability. Systematic efforts are required to further elucidate the complex pattern of results regarding the antecedents, correlates and outcomes of individual differences in state variability.

Entrepreneurship is regarded by policy makers and politicians as an accelerant for economic development. Economic geography demonstrates that rather than stimulating entrepreneurship in general, policy makers should support specific forms of entrepreneurship that fuel wider growth. The paper's original contribution is to insist that entrepreneurship research must also explore less growth-oriented, but crucially very widespread, forms of entrepreneurial activity. The paper therefore places solo self-employment – the self-employed without employees – centre stage as an exemplar of this trend. Research is presented on private tutors who run businesses from home, offering children one-to-one tuition in the burgeoning supplementary education industry. The paper scrutinises the causes, configuration and consequences of such solo self-employment as an economically marginal, but numerically dominant, form of entrepreneurship. In so doing, it makes three conceptual advances in the exploration of heterogeneous entrepreneurship. First, in examining why individuals become self-employed, the paper moves beyond classic efforts to understand entrepreneurship through binary push/pull mechanisms in models of occupational choice. Instead, the analysis demonstrates the importance of risk in entrepreneurship and paid employment, highlighting the multiple pathways into solo self-employment as opportunities and constraints coalesce in individual's lives. Secondly, in considering how the solo self-employed think about business, the research breaks through conventional definitions of entrepreneurship to demonstrate that solo self-employment involves a distinctively entrepreneurial subjectivity and practices. Thirdly, by investigating the consequences of solo self-employment, the findings transcend dualist interpretations of self-employment as the realm of entrepreneurial wealth or economic precarity, highlighting instead a security–precarity continuum in immediate and long-term outcomes.

IntroductionThe objectives of this study were to systematically review published research on the relationship between nursing staff coverage, care hours, and quality of care (QoC) in long-term care (LTC) facilities; and to conduct a real world evidence (RWE) analysis using Alberta real world data (RWD) to inform policy makers on whether any amendments could be made to current regulations.MethodsA systematic review (SR) of research evidence published between January 2000 and May 2018 on the relationship between nursing staff coverage, care hours, and QoC in LTC facilities was conducted. Panel data regressions using available RWD from Alberta, Canada, were performed to assess associations between nursing care hours and LTC outcomes. Outcomes of interest included quality indicators related to resident outcomes, hospital admissions, emergency room visits and family satisfaction. Nursing care hours considered in SR and RWE analysis included those provided by registered nurses (RNs) and licensed practical nurses (LPNs).ResultsThe SR found inconsistent and poor quality evidence relevant to the questions of interest, indicating a great uncertainty about the association between nursing staff time and type of coverage and QoC. Although some positive indications were suggested, major weaknesses of reviewed studies limited interpretation of SR results. RWE analysis found that impact of care hours on LTC outcomes was heterogeneous, dependent on outcome measurements. There was evidence that total staff, RN, and LPN hours had positive effects on some resident outcomes and magnitude of effect differed for different nursing staff.ConclusionsNo definitive conclusion could be drawn on whether changing nursing staff time or nursing staff coverage models would affect residents’ outcomes based on the research evidence gathered in the SR. RWE analysis helped to fill a gap in the available published literature and allowed policy makers to better understand the impact of revising current regulations based on actual outcomes.

Reducing inequalities for EU citizens and promoting upward convergence is one of the priorities on the agenda of the European Commission and, certainly, inequality will be a very important public policy issue for years to come. Through this research we aim to investigate EU labor market inequalities, reflected by the specific indicators proposed for Goal 8 assumed by the 2030 Agenda for Sustainable Development, based on cluster analysis for all the 27 Member States. The research results showed encouraging results from the perspective of convergence in the EU labor market, but also revealed a number of analyzed variable effects that manifested regional inequalities that were generated in the medium and long term. Based on the observations made, we want to provide information for policy-makers, business practitioners, and academics so as to constitute solid ground for identifying good practices and proposing to implement policies aimed at reducing existing inequalities and supporting sustainable development.

AbstractShared socioeconomic pathways (SSPs), developed at global scale, comprise narrative descriptions and quantifications of future world developments that are intended for climate change scenario analysis. However, their extension to national and regional scales can be challenging. Here, we present SSP narratives co-developed with stakeholders for the agriculture and food sector in Finland. These are derived from intensive discussions at a workshop attended by approximately 39 participants offering a range of sectoral perspectives. Using general background descriptions of the SSPs for Europe, facilitated discussions were held in parallel for each of four SSPs reflecting very different contexts for the development of the sector up to 2050 and beyond. Discussions focused on five themes from the perspectives of consumers, producers and policy-makers, included a joint final session and allowed for post-workshop feedback. Results reflect careful sector-based, national-level interpretations of the global SSPs from which we have constructed consensus narratives. Our results also show important critical remarks and minority viewpoints. Interesting features of the Finnish narratives compared to the global SSP narratives include greater emphasis on environmental quality; significant land abandonment in SSPs with reduced livestock production and increased plant-based diets; continued need for some farm subsidies across all SSPs and opportunities for diversifying domestic production under scenarios of restricted trade. Our results can contribute to the development of more detailed national long-term scenarios for food and agriculture that are both relevant for local stakeholders and researchers as well as being consistent with global scenarios being applied internationally.

Abstract Purpose of Review Society is concerned about the long-term condition of the forests. Although a clear definition of forest health is still missing, to evaluate forest health, monitoring efforts in the past 40 years have concentrated on the assessment of tree vitality, trying to estimate tree photosynthesis rates and productivity. Used in monitoring forest decline in Central Europe since the 1980s, crown foliage transparency has been commonly believed to be the best indicator of tree condition in relation to air pollution, although annual variations appear more closely related to water stress. Although crown transparency is not a good indicator of tree photosynthesis rates, defoliation is still one of the most used indicators of tree vitality. Tree rings have been often used as indicators of past productivity. However, long-term tree growth trends are difficult to interpret because of sampling bias, and ring width patterns do not provide any information about tree physiological processes. Recent Findings In the past two decades, tree-ring stable isotopes have been used not only to reconstruct the impact of past climatic events, such as drought, but also in the study of forest decline induced by air pollution episodes, and other natural disturbances and environmental stress, such as pest outbreaks and wildfires. They have proven to be useful tools for understanding physiological processes and tree response to such stress factors. Summary Tree-ring stable isotopes integrate crown transpiration rates and photosynthesis rates and may enhance our understanding of tree vitality. They are promising indicators of tree vitality. We call for the use of tree-ring stable isotopes in future monitoring programmes.

Low saving rates combined with low effective retirement age herald old-age poverty. This paper examines the preferred strategies of future Polish pensioners in order to sustain the standard of living in the future. A two-step approach is used: as a first-best strategy, we explore determinants of supplementary saving with binary logistic models; as a second-best strategy, we examine alternative options with principal component analysis. Future retirees rarely accumulate long-term savings, do not use dedicated instruments, and they start to save additionally far too late. Savings are concentrated in wealthier and better educated groups. Such myopia is governed by their political stance and not by awareness of dire prospects. Second-best strategies are based on optimistic assumptions about future health (seeking for additional jobs), on the assumed generosity of acquaintances or social institutions (relying on external assistance), or on rebelling. Given the increasing political power of elder generations, balancing the interests of workers and retirees will be an increasingly difficult task for policy makers.

Tourism productivity measures are quite diverse, not always compatible and usually based partly on labor productivity for hotels and restaurants. This article develops a holistic approach that integrates the principles of the growth accounting framework and tourism satellite account to measure multifactor productivity, labor productivity and capital productivity for the Australian tourism industry. This study shows that tourism has been identified as a reservoir for other industries through the ebbs and flows of labor demands. Compared with the rest of the economy, the average growth of labor productivity—that is, income per unit of labor—for tourism is stagnant, and has reached an unprecedented low, six times below the market sector average, mainly because of low multifactor productivity. The results are valuable for policy makers and the lobbying groups wanting to identify areas of need for policy changes to ensure the healthy long-term growth of tourism.

In the introduction to The power of tests: A critical perspective on the uses of language tests, Elana Shohamy raises the following questions: What is the meaning of a test for test takers, parents, teachers, and school administrators? What are the short- and long-term consequences of tests on the lives of individuals? What are the motivating factors behind the administration of language tests? What are the politics of the tests? These kinds of questions logically arise when the examination of testing includes a concern with the use of tests by educational institutions, policy makers, and society at large. Focusing primarily on the misuse of tests, this volume chronicles both intended and unintended test consequences.
