A harmonized and integrated approach for monitoring and assessment of contamination, including hydrocarbon exploitation one, is required both by Marine Strategy Framework Directive (MSFD) at EU level and by the Ecosystem Approach (EcAp) program of the Barcelona Convention at Mediterranean level. A broad review of protocols of environmental impact assessment (EIA) procedures, monitoring and decommissioning of offshore platforms adopted by EU and non-EU countries along the Adriatic-Ionian seas was carried out in the framework of the Interreg offshore platforms in Adriatic-Ionian (ADRION) project HarmoNIA (Harmonization and networking for contaminant assessment in the Ionian and Adriatic Seas). The comparison of information provided by six ADRION countries and the application of a harmonized and integrated approach has highlighted specific challenges for managing offshore platform impacts emerged at ADRION level: (i) need of the same legislative level (the Offshore Protocol of Barcelona Convention is not ratified by all countries); (ii) set up of a task force of ADRION experts for discussing critical issues related to impacts of offshore platforms; (iii) harmonization, at the regional level, of EIA procedures, monitoring and decommissioning; (iv) need of an agreed and common list of recommended parameters to monitor in water, sediment and biota for the assessment of impacts due to platform installations and PFW discharges.

Abstract The Environmental Impact Assessment (EIA) aims to analyze the environmental viability of projects, but exhibits problems that compromise its quality, such as the fragmented, technocratic and positivist vision. The prediction of environmental impacts can be improved using the ecosystem approach, considering the processes and the ecosystem services affected. The present work applied this approach in the expansion project of the Port of São Sebastião (São Paulo, Brazil), in which the EIA was judicially questioned, based on documental analysis and discussion by specialists. Unlike foreseen in the EIA, the analysis of oceanographic processes showed direct and indirect impacts on ecosystem services and benefits, irreversible and/or of great magnitude. The analysis also allowed an improvement to the comprehension not only on the effects on the environmental components and processes (hydrodynamics, sediment dynamics and biodiversity), but also on human well-being, evidencing the benefits of applying the ecosystem approach in the EIA.

Environmental Impact Assessment (EIA) plays an important role in the framework of the efforts aiming at the formulation of a complete water resources management. In our paper this issue is examined in an integrated way. The following issues are particularly examined : the notion of the EIA in general, the assessment methods and techniques on the basis of the suitability of their use, the economic aspects, the Greek legislative framework, case-law positions in general as well as the action and the steering pattern of the Greek Public Administration concerning this issue. This paper presents some conclusions and proposals which are drawn by the aforementioned integrated approach.
