Nicaragua enacted its Water Law in 2007, with the Dublin Principles for sustainable water management and integrated water resources management as its guiding framework. Implementation of the law remains a challenge, but significant efforts have been made to roll out this new water resources framework, to improve water management by enhancing a multilevel water governance system. To analyze multilevel water governance in Nicaragua and diagnose stakeholders’ roles and compliance with the law, we applied a socio-ecological system framework and several methods of analysis to process data collected from 52 in-depth semistructured interviews conducted with key stakeholders in the water sector. We found that the major variables affecting multilevel water governance were social interests, administrative capacity, and political, economic, and legal arrangements. The results suggest that there is centralization at the national level, a tendency toward noncollective choice rules, little investment in water resources, and a lack of knowledge concerning conflict resolution mechanisms. For multilevel water governance, a lack of funds is the main social, economic, and political constraint, affecting interactions and outcomes. Nevertheless, there is great potential to improve water resource management in Nicaragua by enacting the self-funding schemes established in the law. Moreover, government institutions, users, and various networks are willing to participate and take action to implement the law.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

The Netherlands has a long and fascinating history of water management. The main features of the Dutch water governance system for the implementation of the wfd are its regional water authorities based on hydrological scales and powers to regulate, decide and raise taxes for their water tasks. Their functional approach and the decentralised character make the regional water authorities very efficient and effective. It is therefore understandable that eu institutions and other Member States consider the Dutch system an interesting potential source of inspiration for other jurisdictions. Yet, it is not all gold what shines. This paper highlights the strength and weakness elements of the Dutch water governance system under the wfd. It exposes several points of concern. When considering using the Dutch experience as a source of inspiration in other Member States, these concerns should be taken in due account.

The fact that a lot of fresh water resources in Ethiopia are shared between several sovereign states creates a difficult situation in terms of water governance and management. Since there is no central agency that can regulate the utilization of water, the autonomous riparian actors pursue their respective interests. Water is shared at local, national and international levels; and difficulty in water supply management arises from lack of coordination between local, national and international authorities. Most of the Ethiopian rivers are trans-boundary, i.e. shared by several sovereign states. The purpose of this paper is to examine water governance and management systems in the Tekeze River basin. The author uses the qualitative research method to critically examine the existing scarce literature sources and governmental policy documents. The findings of the study revealed the absence of any kinds of bilateral agreements among the riparian states of the Tekeze River basin. As the water governance system in the region is highly politicized, there exists a certain clash of interests between the Tekeze River nations. The constant conflict in the region disrupts cooperation needed for facility maintenance in the Tekeze River basin. The problems in the area arise due to the following factors: no demarcated boundaries between the basin states; no effective water governance system, and, as a result, no efficient and cooperative utilization of fresh water resources; lack of institutional and legal arrangements between the major riparian states.

Abstract Afghanistan has abundant water resources; however, the current state of affairs is dismal because of the lack of integrated water resources management (IWRM) practices and prolonged war and conflict in the country. Therefore, there is a need for a systematic approach to water management, which can be materialized by integrating IWRM and the water–energy–food (WEF) nexus approach to maintain a critical balance of available water resources and their various uses at the national level. This study provides a comprehensive assessment of Afghanistan's water resource management, including the current state, challenges, opportunities, and way forward. The identified challenges are categorized as social and environmental issues, engineering and technical and regulatory, policy and government role. These challenges are inter-connected and a novel framework toward the implementation of IWRM and the WEF nexus in Afghanistan is proposed. This framework can be used by the relevant stakeholders to prepare a roadmap for sustainable management of water resources. Such integrative approaches will enhance Afghanistan's water, food, and energy security and significantly contribute to its economic development. Moving forward, the Afghanistan government must play a crucial role with regards to the efficient management of the country's water resources in an integrated manner as suggested in this paper.

Information technologies can act as technical artifacts and can facilitate stakeholder communication, supporting decision making in a complex societal context. The water sector is one such example where limited water resources are threatened by climate change and growing competition for resources between sectors, regions and countries. Attempts to improve water governance and management through information technologies have been made by international, regional and national water agencies for the last 20 years in Central Asia. However, early attempts were focused on collection, systematization and analysis of the generic data related to the water sector in the region. There are still significant gaps (technical, human and financial capacities) for application of such technologies at the lower operational levels of water management, i.e. where the full dimensions of variables, interactions and complexities are observed and, most importantly, everyday politics of water are performed. The aim of this paper is to present practical results on improving water management in Central Asia through the application of better data management tools at the operational level across diverse institutional settings, i.e. transboundary, watershed levels in the region.

Abstract. Iran is one of the countries facing high water risk because of its geographical features, climate variations, and uneven distribution of water resources. Iranians have practiced different water management strategies at various periods following the region's geo-climatological features, needs, tools, available resources (surface water and groundwater), political stability, economic power, and socio-cultural characteristics. This study is a brief history of water management in Iran from pre-civilization times to the end of the Islamic Golden Age (1219 AD). This study pointed out geo-climatological features have consistently been crucial intrinsic properties controlling water regime, settlement patterns, and other socioeconomic issues. These factors caused the early agricultural communities to emerge in water-rich regions of northwestern, western, and southwestern Iran. By the 4th Millennium BC, while water access became more difficult as population growth, economic activity, and urbanization progress, water resources' systematic development appeared in west and southwest Iran under the Mesopotamian civilization. However, despite all benefits, Mesopotamian water-based technology and administration could not meet all water demands in Iran's arid regions. For these reasons, qanats were developed in Persia by the First Persian Empire (Achaemenid Empire). No doubt, the Achaemenids (550–330 BC) should be regarded as one of the early civilizations that emerged in a land without sufficient rainfall and major rivers. In this time, idle and marginal lands of Iran and neighboring regions of the Middle East, North Africa, and Central Asia could be cultivated through the spread of qanat technology, enabling large groups of peasants to increase crop yields and incomes. After a period of recession during the Seleucid Empire (312–63 BC) and the Parthian Empire (247 BC–224 AD), water resources development gained momentum in the Sassanid era (224–651). In this period, the progress of urbanization was expeditious. Consciously, water resources development in Khuzestan plains (Shushtar and Dezful) was crucial for agricultural intensification, economic expansion, and civilization development. The Sassanids wisely adapted Greek watermills to the complicated topography, limited water availability, and variable climate of Iran to produce food. Although the Iranians practiced a new era of water governance under the Sassanid rule (224–651 AD), chaotic Iran in the Late Sasanian and Early Islamic Period led to severe weaknesses in water-related sectors. After Islam's arrival, the Muslim rulers turned their attention from fighting to set up an Islamic civilization to break the socioeconomic stagnation. To achieve the goal, they opened their scientific doors to science and technology centers. Despite all efforts made during the 8th–12th century, the lack of creativity and investment in promoting water technologies, prioritizing political considerations over social benefits, occurring wars, and poor water management have induced the Iranians to lose their power in developing water resources. In today's Iran, the past water-related problems have aggravated by uneven climate change, population rise, rapid industrialization, urban development, and unprecedented changes in lifestyle. Undoubtedly, solving these problems and moving towards a better future is not possible without addressing the past.

Abstract. Stakeholder participation is increasingly discussed as essential for sustainable water resource management. Yet detailed understanding of the factors driving its use, the processes by which it is employed, and the outcomes or achievements it can realise remains highly limited, and often contested. This understanding is essential to enable water policy to be shaped for efficient and effective water management. This research proposes and applies a dynamic framework that can explore in which circumstances environmental stress events, such as floods, droughts or pollution, drive changes in water governance towards a more participatory approach, and how this shapes the processes by which participation or stakeholder engagement takes place, and the subsequent water management outcomes that emerge. The framework is able to assess the extent to which environmental events in combination with favourable contextual factors (e.g. institutional support for participatory activities) lead to good participatory processes (e.g. well facilitated and representative) that then lead to good outcomes (e.g. improved ecological conditions). Through applying the framework to case studies from the literature it becomes clear that environmental stress events can stimulate participatory governance changes, when existing institutional conditions promote participatory approaches. The work also suggests that intermediary outcomes, which may be tangible (such as reaching an agreement) or non-tangible (such as developing shared knowledge and understanding among participants, or creating trust), may provide a crucial link between processes and resource management outcomes. If this relationship can be more strongly confirmed, the presence or absence of intermediary outcomes may even be used as a valuable proxy to predict future resource management outcomes.

Water governance refers to the institutions, legislation and decision-making processes applied to develop and manage water resources. As pressures on water resources increase there has been a realisation that technocratically-driven water management has not achieved desired sustainability outcomes. Attention must be focused not only on better scientific understanding of water and its values and uses, but also on what constitutes good water governance.

Abstract Climate change adaptation in water management is a water governance issue. While neither climate change nor water respects national borders, adaptation in water management should be treated as a transboundary water governance issue. However, transboundary water management is, in essence, more complex than national water management because the water management regimes usually differ more between countries than within countries. This paper provides 63 lessons learned from almost a decade of cooperation on transboundary climate adaptation in water management under the UNECE Water Convention and puts these into the context of the OECD principles on water governance. It highlights that good water governance entails a variety of activities that are intertwined and cannot be considered stand-alone elements. The paper also shows that this wide variety of actions is needed to develop a climate change adaptation strategy in water management. Each of the lessons learned can be considered concrete actions connected to one or more of the OECD principles, where a range of actions may be needed to fulfil one principle. The paper concludes that developing climate change adaptation measures needs to improve in parallel the water governance system at transboundary scale.

The world faces an unprecedented crisis in water resources management, with profound implications for global food security, protection of human health, and maintenance of all ecosystems on Earth. Large uncertainties still plague quantitative assessments of climate change impacts and water resource management, but what is known for certain is that the climate is changing and that it will have an effect on water resources. Therefore, increased efforts will be needed to plan and manage water supplies in the future through increased monitoring and understanding of the interrelationships between population size, climate change, and water availability. The focus of water management is gradually shifting from developing new water sources to using existing water sources more effectively and efficiently. The world needs policy change in water management. Respect for water resources and their value is the starting point of deliberations. Governments have the essential water management function: to protect and allocate water resources to allow both individual and collective interests to benefit from water. Societies must also lead in understanding, provisioning for mitigating the impact of disasters, ranging from extreme droughts to unprecedented floods, caused by climate change and poor management of water and land. Public funds will likely remain the main source of water sectoral funding. It is up to governments to invest wisely to enhance the crucial role that water has for social and economic development in a country. Integrated water resource management strategy is accepted as a global model for achieving the objective of a sustainable water management system.
