Mosquito-borne diseases constitute a large portion of infectious diseases, causing more than 700,000 deaths annually. Mosquito-transmitted viruses, such as yellow fever, dengue, West Nile, chikungunya, and Zika viruses, have re-emerged recently and remain a public health threat worldwide. Global climate change, rapid urbanization, burgeoning international travel, expansion of mosquito populations, vector competence, and host and viral genetics may all together contribute to the re-emergence of arboviruses. In this brief review, we summarize the host and viral genetic determinants that may enhance infectivity in the host, viral fitness in mosquitoes and viral transmission by mosquitoes.

Abstract Arboviral diseases are a theme of high interest in the field of public and collective health worldwide. Dengue, Zika and Chikungunya, in particular, have shown significant expansion in terms of morbidity and mortality in different portions of the ecumene. These diseases are of great interest in geographic studies due to the characteristics of their vector (Aedes aegypti), adapted to the environmental and unequal context of the urbanization process. Given this background, this study assesses the relationship between global climate change and the risk of arboviral diseases for the state of Rio de Janeiro. To this end, the characteristics of future climate susceptibility to vector proliferation in the scenarios RCP 4.5 and 8.5 (2011-2040 and 2041-2070) were assessed using two models: Eta HadGEM2-ES and Eta MIROC5, as well as the vulnerability conditions that favor the spread of arboviruses. The results indicate that the tendency of thermal and hygrometric elevation, in association with vulnerability, may have repercussions on the intensification and spatial expansion of the risk of arboviral diseases in the state of Rio de Janeiro, since there is a spatial and temporal expansion of the optimal environmental conditions for the development of the vector.

This article examines how the global climate change discourse influences the implementation of national science policy in the area of energy technology, with a focus on industry and science collaborations and networks. We develop a set of theoretical propositions about how the issues in the global discourse are likely to influence research agendas and networks, the nature of industry-science linkages and the direction of innovation. The plausibility of these propositions is examined, using Estonia as a case study. We find that the global climate discourse has indeed led to the diversification of research agendas and networks, but the shifts in research strategies often tend to be rhetorical and opportunistic. The ambiguity of the global climate change discourse has also facilitated incremental innovation towards energy efficiency and the potentially sub-optimal lock-in of technologies. In sum, the Estonian case illustrates how the introduction of policy narratives from the global climate change discourse to the national level can shape the actual policy practices and also networks of actors in a complex and non-linear fashion, with unintended effects.
