The implementation of information and communication technologies (ICT) in power systems increases the risks of cybersecurity threats, requiring protection measures that should reflect the multi-actor environment of the contemporary power systems. This paper provides a critical assessment of the cybersecurity practices of the transmission system operators (TSOs) from South East Europe (SEE) and the implementation of obligations for TSOs emerging from the complex set of cybersecurity and electricity legislation. The analyses of TSO cybersecurity practices are based on a survey conducted with the TSOs from SEE and show there is a lack of consistent cybersecurity policy at the TSO level. These analyses demonstrate that the differences between TSOs from the SEE region are not very significant with regards to implementation of technical protection and defense measures for critical infrastructures (CIs) and assets. The comprehensive analyses of electricity and cybersecurity legislation uncover the obligations of TSOs emerging from legislation and relate them to current TSO cybersecurity practices, confirming the necessity to boost existing practices. Considering the analyzed legislation and implemented practices, this paper presents a proposal for a cybersecurity framework for TSOs that should improve their organizational and operational response to the evolving cybersecurity challenges.

Because of advancement in information and communication technologies, modern infrastructure systems are currently operated, monitored and controlled by automated systems such as distributed process control networks and supervisory control and data acquisition. Such systems will make the critical infrastructures in any country vulnerable to failures caused by either operational failures or to potential cyberattacks similar to Stuxnet and Night Dragon. The objective of this paper is to shed the light on the synergy between cybersecurity and sustainable development in relation to the potential social, economic, and environment consequences of potential cybersecurity attacks on critical infrastructures. Examples of both operational and cybersecurity incidents are shown including their sustainable development implications.

In order to remain competitive on both domestic and global market as well as to satisfy evolving consumers' needs, modern banks must not ignore the potential of digital and smart technologies. Taking into consideration the importance of digitalization as a new standard in business practice, the aim of this paper is to evaluate the impact of digitalization on the performance of banking sector globally and in SEE region. The main purpose of this paper is to test if the investments in information and communication technologies (ICT) contribute to the growth of profitability of banking sector as well as to the reduction of OPEX. In order to test the influence of investments in ICT on banking performance adequately, the static panel data models of fixed effects models were used. The results indicate that the influence of investments in ICT on OPEX defers on global and regional level. The results also indicate statistically significant positive relationship between investments in ICT and banks' profitability in SEE region.

Microgrids are growing in importance in the Smart Grid paradigm for power systems. Microgrid security is becoming crucial since these systems increasingly rely on information and communication technologies. Many technologies have been proposed in the last few years for the protection of industrial control systems, ranging from cryptography, network security, security monitoring systems, and innovative control strategies resilient to cyber-attacks. Still, electrical systems and microgrids present their own peculiarities, and some effort has to be put forth to apply cyber-protection technologies in the electrical sector. In the present work, we discuss the latest advancements and research trends in the field of microgrid cybersecurity in a tutorial form.

Power systems are undergoing a profound transformation towards cyber- physical systems. Disruptive changes due to energy system transition and the complexity of the interconnected systems expose the power system to new, unknown, and unpredictable risks. To identify the critical points, a vulnerability assessment was conducted, involving experts from the power as well as the information and communication technologies (ICT) sectors. Weaknesses were identified, e. g., the lack of policy enforcement, which are worsened by the unreadiness of the actors involved. Due to the complex dynamics of ICT, it is infeasible to keep a complete inventory of potential stressors to define appropriate preparation and prevention mechanisms. Therefore, we suggest applying a resilience management approach to increase the resilience of the system. It aims at better riding through failures rather than building higher walls. We conclude that building resilience in cyber-physical power systems is feasible and helps in preparing for the unexpected.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies). Keyword: WhatsApp Messenger,EFL writing, Instructional Media, ICTs (Information and Communication Technologies).
