The COVID-19 pandemic has deepened social and educational asymmetries in some developing countries, such as Romania. Tele-education failed to replace face-to-face education due to the lack of symmetrical policy, connectivity, infrastructure, digitalized educational materials and digital competences. Was this issue predictable and, hence, the stakeholders’ mission failed? Our qualitative research aims at analyzing, in depth, these digitalization asymmetries, with a sample formed of Information and Communication Technology (ICT) specialists working for/with Romanian 1–4 International Standard Classification of Education (ISCED) schools. The collected primary data were processed with Atlas.ti 8. The results emphasize major key areas to be addressed with future public symmetrical policy and change management strategies: equal access to infrastructure, as well as development of compulsory and complementary digital skills (for teachers and students). The necessity to support school management in accessing funding is also required to enhance digitalization.

Changes are rapidly occur in this world, especially developments in the field of information and communication technology. Man must be able to adjust quickly to keep up. Developments in information and communication technology has made it easier for people in work. Utilization of information and communication technology are expected to make work performed by humans is more effective and efficient. National Library of Indonesia mandated by Law No. 43 of 2007 as an adviser to all types of libraries throughout Indonesia. In carrying out the task, the National Library should coordinate with local government including the provincial government, represented by the provincial library which can be said to represent the provincial government in the affairs of the library. National Library of Indonesia in coordination with the provincial library has been facilitated by information and communication technology such as telephone, fax and internet. In addition, coordination can also be done through conventional correspondency or direct face to face. This study tried to define which communication system that is commonly used by the National Library of Indonesia when coordinating with the provincial library and the reasons that lie behind them. The method used in this research is descriptive with a participatory approach, the researchers and respondents are equal and shared a mutual cooperation. This research indicates that face-to-face coordination is more preferred, because face-to-face coordination offers a social and economical benefit.

In the era of Society 5.0, the role of communication technology was further enhanced so that it made it easier for humans in various aspects, such as economic, social, cultural, educational, health, business, and so on. However, the sophistication of information and communication technology causes interpersonal to interact less rarely face to face and face to face because it is more comfortable interacting through cyberspace through social media. This research was conducted to illustrate how social communication from understanding anxiety in the digital age. In conducting interactions, each individual can experience communication fears where individuals tend to experience anxiety because too much information is received. The group can be one of the very positive spheres of communication. The object of this research is Basmala members, who have various backgrounds as members of Islamic spiritual groups who uphold religious values. This research uses a qualitative research method with an ethnomethodology type that looks at how the disclosure of reality in people's lives and how individuals receive, learn, apply information provided in the community. Basmala is an Islamic spiritual organization whose members are students. As a religious organization where the culture and activities of the organization also have characteristics that can lead to the basic rules of religion that are expected to familiarize its members to deal with differences in the communication process to overcome the causes of communication apprehension

Abstract   Overpopulation in an area will affect labor market conditions, which is characterized by an increase in the number of unemployed in highly populated areas. Entrepreneurship is one solution that can help the economic condition. The entrepreneur can solve excess labor or help reduce unemployment. The high number of women in West Sumatra each year is a huge potential, especially in entrepreneurship. Success in entrepreneurship is the goal of every woman in entrepreneurship. This research aims to see how the factors of marital status, experience, and use of Information and Communication Technology (ICT) such as the use of the telephone and the internet influence women's success in entrepreneurship. This study uses primary data “raw data” Susenas 2019. The results show that marital status, telephone use and internet use and experience influence women's success in entrepreneurship in West Sumatra.   Abstrak   Overpopulasi di suatu daerah akan mempengaruhi kondisi pasar kerja yang ditandai dengan meningkatnya jumlah pengangguran di daerah berpenduduk tinggi. Kewirausahaan merupakan salah satu solusi yang dapat membantu kondisi perekonomian tersebut. Wirausaha dapat menyelesaikan kelebihan tenaga kerja atau membantu mengurangi jumlah pengangguran. Tingginya jumlah penduduk wanita di Sumatera Barat setiap tahun merupakan potensi yang sangat besar, khususnya dalam berwirausaha. Sukses berwirausaha merupakan tujuan setiap wanita dalam berwirausaha. Penelitian ini bertujuan untuk melihat bagaimana faktor status perkawinan, pengalaman, dan penggunaan Teknologi Informasi dan Komunikasi (TIK) seperti penggunaan telepon, dan internet dalam mempengaruhi keberhasilan wanita dalam berwirausaha. Penelitian ini menggunakan data primer yaitu “raw data” Susenas tahun 2019. Hasil penelitian menunjukkan bahwa status perkawinan, penggunaan telepon dan penggunaan internet serta pengalaman berpengaruh terhadap keberhasilan wanita dalam berwirausaha di Sumatera Barat.

<p>Tasmania, one of the first locations to have communities connected to the national broadband network (NBN), provided the context within which to ask significant questions about the implications of the NBN for all levels and sectors of education. This paper reports findings from a research project that developed innovative methodology to explore the issues with 21 respondents categorised as "leaders" in the field of information and communication technology in education. The aim of the research was to conduct an audit of actual and planned implementation of new technologies in classroom teaching through in-depth interviews, to assess challenges faced in implementation and to facilitate dialogue between leaders in disparate education areas through provision of forums online and face-to-face. In this way the action research both contributed to an understanding of issues and acted as a change agent in stimulating the sharing of new approaches to what turned out to be a set of highly complex "wicked" problems. Resulting models using a causal layered approach demonstrate that whereas the NBN did not become the immediate solution to connectivity for these leaders, it provided the motivation to consider what a connected educational environment could be like.</p>

The development of information technology that is very rapidly grown nowa-days, particularly the development of information and communication technology enriches the development of the concept of learning based on blended learning. The characteristics of its apparatus, which can always be accessed anytime, any-where, multiuser and offers all its simplicity have made blended learning as a me-dium of instruction which is very appropriate for the development of education. One of the courses considered essential to utilize the information and communica-tion technology is a research statistics because the process of learning, this course has two fundamental parts which cannot be separated to one another, namely the-ory and practice. Thus, it needs a plan of learning activities which combine face-to-face learning and online-based learning interaction. The research was required to conduct to develop blended learning on research statistics course for the stu-dents of English Education Department of Teacher Training and Education Facul-ty of Borneo Tarakan University under a Research and Development by using the ADDIE’s model. The evaluation which was conducted to find out validity, prac-ticality, and effectiveness of blended learning drew three main conclusions: First, the design and development of learning devices were appropriate to be used as guidelines in implementing the learning process. Second, the process of learning was implemented in accordance with the plans and learning devices as well as a learning setting. Third, the students’ learning achievement was classically com-pleted. Thus, the blended learning was found to be valid, practical, and effective for the development of learning

The current study investigated associations among adolescents’ reports of harmfulness and family decision-making beliefs regarding potentially problematic cyber behaviors (e.g., talking to strangers online), cyber-specific information management strategies (disclosure, secrecy, concealment), and family rules regarding adolescents’ use of information and communication technology (ICT). The sample consisted of 159 adolescents aged 12 to 18 years ( M = 14.45, SD = 1.72, 59% female, 80% Caucasian). Youth were more likely to disclose their ICT behavior when they recognized the harm associated with cyber risks and viewed their family as less restrictive about ICT activities. Age differences indicated that older adolescents’ ICT beliefs were more strongly related to their information management strategies, whereas families’ ICT rules were more predictive of cyber disclosure for younger adolescents. Results demonstrate that both adolescents’ conceptualization of ICT risks and families’ ICT-specific rules contribute to adolescents’ choice of information management strategies regarding ICT behaviors.

The development of information and communication technology plays an important role in meeting the needs of people from various sectors of life, one of which is da'wah. Da'wa activities which are usually carried out face to face, can now be done anywhere and anytime without being constrained by time and place. Youtube is one of the platforms that is often used as a medium of da'wa because Youtube makes it easy to access and spread da'wa messages, especially when conflicts arise in the name of certain groups. This is because the resulting conflict is contrary to the principles of human life, harmony and peace. Therefore, to minimize the occurrence of these conflicts, the application of religious moderation is quite important and is expected to be a 'reducer' for the religious ways of extremist communities. To deal with this, we need some kind of da'wa content that invites people to tolerate and understand the differences, one of which is Shihab & Shihab's Youtube content "Wasathiyyah Islam, Islam in the middle."

The third quarter of 2020 marks the closure of on-campus face-to-face pedagogies in South Africa’s institutions of higher learning due to Coronavirus disease (COVID-19). The need to maintain social distancing necessitated the transition to emergency remote teaching. A few institutions of higher learnings could move their classes effectively to online and distance education platforms because of their pre-existing experience and some grapple with managing the ‘new normal’. This article reflects on the challenges and opportunities of an emergency remote teaching in institutions of higher learnings during the COVID-19 pandemic. The article adopted a qualitative approach through relevant literature and policy reviews to critically analyse emergency remote teaching during the era of COVID-19. The findings indicate that some staff and students experience challenges related to the lack of resources and exposure to remotely use information and communication technology. The article acclaims that institutions of higher learnings should acquire suitable information and communication technology equipment and develop the requisite facilities, implement rules and regulations for their availability, and adequate maintenance. This recommends promoting technologically compliant ethics within the institution, provide easy access to teaching and learning by both students and academic staff at an affordable and fixed (secure) cost in safe, conducive, and unrestricted environments for students.
