The infectious disease COVID-19 has swept across the world in 2020, and it continues to cause massive losses of life and severe economic problems in all countries. Providing emergency supplies such as protective medical equipment and materials required to secure people’s livelihood is thus currently prioritized by governments. Establishing a reliable emergency logistics system is critical in this regard. This paper used the Delphi method to design a formal decision structure to assess emergency logistics system reliability (ELSR) by obtaining a consensus from a panel of experts. Assessing ELSR is a typical multiple-attribute decision making (MADM) problem, and the related MADM methods are usually on the basis of symmetry principles. A hybrid MADM model, called the Decision Making Trial and Evaluation Laboratory (DEMATEL)-based Analytical Network Process (D-ANP), was developed to identify the critical factors influencing ELSR. An analysis of empirical evidence showed that the emergency logistics command and coordination system and the emergency material supply system play important roles in ELSR, while the emergency logistics transportation and distribution system and the emergency information system are not so important. This conclusion is different from previous research about traditional disaster emergency logistics. Moreover, the cause–effect relationships among the key factors indicated that the system of command and coordination for emergency logistics and the supply system for emergency materials should be improved. Accordingly, effective suggestions for emergency logistics services for epidemic prevention are provided in this paper. The main contributions of this paper are (1) establishing a comprehensive and systematic evaluating index of ELSR for epidemic prevention; (2) employing a kind of structured, namely D-ANP, to identify the critical factors with non-commensurable and conflicting (competing) characteristics; and (3) comparing the differences of reliable criteria between the emergency logistics of epidemic prevention and the traditional disaster emergency logistics.

The term smart grid (SG) has been used by many government bodies and researchers to refer to the new trend in the power industry of modernizing and automating the existing power system. SGs must utilize assets optimally by making use of the information, like equipment capacity, voltage drop, radial network structure, minimizing investment and operating costs, minimizing energy loss and reliability indices, and so on. One way to achieve this is to re-route or reconfigure distribution systems (DSs). Distribution systems are reconfigured to choose a switching combination of branches of the system that optimize certain performance parameters of the power supply, while satisfying some specified constraints. In this paper, a blended biased and unbiased weightage (BBUW) multiple attribute decision-making (MADM) method is proposed for finding the compromised best configuration and compared it with other decision-making methods, such as the weighted sum method (WSM), weighted product method (WPM), and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. The BBUW method is implemented for two distribution systems, and the result obtained shows a good co-relationship between BBUW and other decision-making methods. Further weights obtained from the BBUW method are used for the WSM, WPM and TOPSIS methods for decision making. Examples of the distribution system are worked out in this paper to demonstrate the validity and effectiveness of the method.

Metode SAW sering juga dikenal istilah metode penjumlahan terbobot. Konsep dasar metode SAW adalah mencari penjumlahan terbobot dari rating kinerja pada setiap alternatif dari semua atribut.

Considering the advantages of trapezoid fuzzy two-dimensional linguistic variables (TrF2DLVs), which can not only accurately describe the qualitative evaluation but also use qualitative linguistic variables (LVs) to describe the confidence level of this evaluation in the second dimension, this paper proposes a novel method based on trapezoidal fuzzy two-dimensional linguistic information to solve multiple attribute decision-making (MADM) problems with unknown attribute weight. First, a combination weight model is constructed, which covers a subjective weight determination model based on the proposed trapezoidal fuzzy two-dimensional linguistic best-worst method (TrF2DL-BWM) and an objective weight determination model based on the proposed CRITIC method. Then, in order to accurately rank the alternatives, an extended VIKOR-QUALIFLEX method is proposed, which can measure the concordance index of each ranking combination by means of group utility and individual maximum regret value of each evaluation alternative. Finally, a practical problem of lean management assessment for industrial residential projects is solved by the proposed method, and the effectiveness and advantages of the method are demonstrated by comparative analysis and discussion.
