Food safety event detection is a technique used to discover food safety events by monitoring online news. In general, a set of keywords are extracted as features to represent news, and then the news is clustered to generate events. The most popular method for news feature extraction is Term Frequency-Inverse Document Frequency (TF-IDF), however, it has some defects such as being prone to the “dimension disaster”, low computational efficiency, and a lack of semantic information. In addition, Latent Dirichlet Allocation (LDA) is also widely used in news representation. Despite its low dimension, it still suffers from some drawbacks such as the need to set a predefined number of clusters and has difficulty recognizing new events. In this paper, a method based on multi-feature fusion is proposed, which combines the TF-IDF features, the named entity features, and the headline features to represent the news. Based on the representations, the incremental clustering method is used to cluster the news documents and to detect food safety events. Compared with the traditional methods, the proposed method achieved higher Precision, Recall, and F1 scores. The proposed method can help regulatory authorities to make decisions and improve the reputation of the government, whilst reducing social anxiety and economic losses.

Social media has been applied to all natural disaster risk-reduction phases, including pre-warning, response, and recovery. However, using it to accurately acquire and reveal public sentiment during a disaster still presents a significant challenge. To explore public sentiment in depth during a disaster, this study analyzed Sina-Weibo (Weibo) texts in terms of space, time, and content related to the 2018 Shouguang flood, which caused casualties and economic losses, arousing widespread public concern in China. The temporal changes within six-hour intervals and spatial distribution on sub-district and city levels of flood-related Weibo were analyzed. Based on the Latent Dirichlet Allocation (LDA) model and the Random Forest (RF) algorithm, a topic extraction and classification model was built to hierarchically identify six flood-relevant topics and nine types of public sentiment responses in Weibo texts. The majority of Weibo texts about the Shouguang flood were related to “public sentiment”, among which “questioning the government and media” was the most commonly expressed. The Weibo text numbers varied over time for different topics and sentiments that corresponded to the different developmental stages of the flood. On a sub-district level, the spatial distribution of flood-relevant Weibo was mainly concentrated in high population areas in the south-central and eastern parts of Shouguang, near the river and the downtown area. At the city level, the Weibo texts were mainly distributed in Beijing and cities in the Shandong Province, centering in Weifang City. The results indicated that the classification model developed in this study was accurate and viable for analyzing social media texts during a disaster. The findings can be used to help researchers, public servants, and officials to better understand public sentiments towards disaster events, to accelerate disaster responses, and to support post-disaster management.

Indonesia is a developing country and supports the program of the Sustainable Development Goals (SDGs) which consist of 17 goals. SDGs is not only the government’s duty, but a shared duty from any elements. Online media has a crucial role in implementing goals of Indonesia’s SDG. Information published in online news related to the SDGs is an important consideration for the government, society, and all elements. Categorizing news manually to find out news topics is very time-consuming and done by the ability of news editors. News presented by online media on the news site can be used as topic modeling, where hidden topics can be found in the news on online media. Topic modeling will classify data based on a particular topic and determine the relationship between text. Latent Dirichlet allocation (LDA) is one of the methods on topic modeling to find out the trend of topics of SDGs news. Based on the result of this research, the implementation of LDA is the right choice for finding topics in a document. The result of topic modeling with k = 17 obtained the highest coherence score of 0.5405 on topic 8. Topic 8 discussed news related to the eighth SDGs goals, namely decent work and economic growth. This categorization was based on words formed after the LDA process. Then, topic 5 discussed the news on the 17th SDGs goals, namely partnerships for the goals. Topic 6 discussed the news of the first SDGs, namely no poverty.

Food is the most basic material conditions of survival and development of human society, its security situation is relation to the health and safety of consumer directly. This paper analyze the reasons of causing problems of food quality and safety in the agricultural products supply chain from the perspective of the game theory as well as the government incentive and regulatory mechanisms affect the decision-making of farmers and food producers respectively. In the game between crop growers - farmers and food producers, the government play the outsider role and should give farmers subsidies to encourage them to grow high-quality green crops, as far as possible to ensure food safety from the source. In the game between producers and regulators, the government, as the game participant, should be asked to improve the supervision efficiency and the control ability to prevent unqualified food products entering the market.


Significance The new rules follow a stand-off between Twitter and the central government last month over some posts and accounts. The government has used this stand-off as an opportunity not only to tighten rules governing social media, including Twitter, WhatsApp, Facebook and LinkedIn, but also those for other digital service providers including news publishers and entertainment streaming companies. Impacts Government moves against dominant social media platforms will boost the appeal of smaller platforms with light or no content moderation. Hate speech and harmful disinformation are especially hard to control and curb on smaller platforms. The new rules will have a chilling effect on online public discourse, increasing self-censorship (at the very least). Government action against online news media would undercut fundamental democratic freedoms and the right to dissent. Since US-based companies dominate key segments of the Indian digital market, India’s restrictive rules could mar India-US ties.

Extreme distribution is the distribution of a random variable that focuses on determining the probability of small values in the tail areaof the distribution. This distribution is widely used in various fields, one of which is reinsurance. An outbreak catastrophe is non-natural disaster that can pose an extreme risk of economic loss to a country that is exposed to it. To anticipate this risk, the government of a country can insure it to a reinsurance company which is then linkedto bonds in the capital market so that new securities are issued, namely outbreakcatastrophe bonds. In pricing, knowledge of the extreme distribution of economic losses due to outbreak catastrophe is indispensable. Therefore, this study aims to determine the extreme distribution model of economic losses due to outbreak catastrophe whose models will be determined by the approaches and methods of Extreme Value Theory and Peaks Over Threshold, respectively. The threshold value parameter of the model will be estimated by Kurtosis Method, while the other parameters will be estimated with Maximum Likelihood Estimation Method based on Newton-Raphson Iteration. The result of the research obtained is the resulting model of extreme value distribution of economic losses due to outbreak catastrophe that can be used by reinsurance companies as a tool in determining the value of risk in the outbreak catastrophe bonds.

<p>Civic technology is a fast-developing segment that holds huge potential for a new generation of startups. A recent survey report on civic technology noted that the sector saw $430 million in investment in just the last two years. It's not just a new market ripe with opportunity it's crucial to our democracy. Crowdsourcing has proven to be an effective supplementary mechanism for public engagement in city government in order to use mutual knowledge in online communities to address such issues as a means of engaging people in urban design. Government needs new alternatives -- alternatives of modern, superior tools and services that are offered at reasonable rates. An effective and easy-to-use civic technology platform enables wide participation. Response to, and a ‘conversation’ with, the users is very crucial for engagement, as is a feeling of being part of a society. These findings can contribute to the future design of civic technology platforms. In this research, we are trying to introduce a crowdsourcing platform, which will be helpful to people who are facing problems in their everyday practice because of the government services. This platform will gather the information from the trending twitter tweets for last month or so and try to identify which challenges public is confronting. Twitter for crowdsourcing as it is a simple social platform for questions and for the people who see the tweet to get an instant answer. These problems will be analyzed based on their significance which then will be made open to public for its solutions. The findings demonstrate how crowdsourcing tends to boost community engagement, enhances citizens ' views of their town and thus tends us find ways to enhance the city's competitiveness, which faces some serious problems. Using of topic modeling with Latent Dirichlet Allocation (LDA) algorithm helped get categorized civic technology topics which was then validated by simple classification algorithm. While working on this research, we encountered some issues regarding to the tools that were available which we have discussed in the ‘Counter arguments’ section. <br></p>

Millions of children and adolescents in Indonesia today still show a high number of premature death in children who are moderately malnourished and severely malnourished. The research objective was to calculate the estimated economic losses potential due to underweight among toddlers in Indonesia. This was a descriptive research by analyzing secondary data of nutritional status and socio-economic indicators in 2013 from the Indonesian Ministry of Health and Central Statistical Agency. The formula to calculate potential economic loss is based on Konig’s formula (1995) and the correction factor from research by Horton (1999). The results showed that the average economic loss in 32 provinces in Indonesia is approximately IDR 93 billion – IDR 417 billion, which seen from the GRDP percentage, the economic loss due to a decrease in productivity amounted to 2% and 9% or about 0.1–0.7% of the average GRDP of the provinces in Indonesia. Nationally, economic losses due to low productivity in underweight toddlers reach IDR 3,054 billion – IDR 13,746 billion (0.04–0.2%) of Indonesia’s total GDP. The results of this study are expected to show that the importance of this issue was handled and can assist the government in planning for health and nutrition programs targeted to human resources in Indonesia qualifi ed and productive.

The Australian Broadcasting Corporation is in the midst of significant change as a result of budgetary pressures from the government and the challenge of the oncoming digital age. Lack of funding and dwindling resources have forced the ABC to shut down many of its regional services and to outsource many of its formerly in-house productions. However, there do appear some ways in which the ABC might meet, as the rhetoric goes, "the challenge of the digital era". Traditionally, the role of the ABC has included the provision of comprehensive coverage of, and service for, the whole of Australia, including regions that would be economically unfeasible for commercial operations to penetrate. Recently, however, budgetary cuts have eroded this role substantially, with the axing of state based current affairs and the cessation of Radio Triple J's planned expansion into regional Australia. The Internet has provided a potential, if problematic, stop-gap solution, through the launch of the ABC's online news service. Internet based news solutions have few of the production-end overheads of the television service. There are no expensive studio set ups, no presenters, no cameras, just text that can be quickly keyed into the system and formatted for instantaneous, non-linear delivery. I should note at this point that currently, this "delivery" is in the passive sense of the word: users must search out the content and download it onto their machines. In Internet jargon, this is called "pull" technology. New technologies being developed promise to "push" the content automatically and directly to a user's computer. The ABC's implementation, taking advantage of all these benefits, is text-based, comprehensive, updated constantly, and easy to use. Currently, however, delivery of Internet-based content is tied to the existing phone network, and with most Internet service providers based in state capitals, regional Internet access is hindered by the cost of long-distance calls. The potential exists, nonetheless, for the ABC to achieve truly national coverage by methods that bypass existing structures. The planned shift by Australian TV networks to digital transmission has the potential to enable new possibilities for public broadcasting. A digital infrastructure could allow information and programming to be cheaply produced at the local level, then recompiled centrally and redistributed across the country. The convergence of computer and television will enable a greater variety of content to be sent to the home -- and, possibly, sent back out again in an altered form. Such a transformation of the way we experience television may well alter the concept of public broadcasting beyond recognition, if not render it obsolete. However, these possibilities, although reasonable given projected advances in technology, so far largely remain fantasy due to the debate over regulation between the Federal government and the commercial networks.
