This paper proposes a neutrosophic hesitant fuzzy linguistic term set (NHFLTS) based on hesitant fuzzy linguistic term set (HFLTS) and neutrosophic set (NS), which can express the inconsistent and uncertainty information flexibly in multiple criteria decision making problems. The basic operational laws of NHFLTS based on linguistic scale function are also discussed. Then we propose the generalized neutrosophic hesitant fuzzy linguistic distance measure and discuss its properties. Furthermore, a new similarity measure of NHFLTS combines the generalized neutrosophic hesitant fuzzy linguistic distance measure and the cosine function is given. A corresponding cosine distance measure between NHFLTSs is proposed according to the relationship between the similarity measure and the distance measure, and we develop the technique for order preference by similarity to an ideal solution (TOPSIS) method to the obtained cosine distance measure. The main advantages of the proposed NHFLTS is defined on linguistic scale function, the decision makers can flexibly convert the linguistic information to semantic values, and the proposed cosine distance measure between NHFLTSs with TOPSIS method can deal with the related decision information not only from the point of view of algebra, but also from the point of view of geometry. Finally, the reasonableness and effectiveness of the proposed method is demonstrated by the illustrative example, which is also compared to the other existing methods.

The existing cosine similarity measure for hesitant fuzzy linguistic term sets (HFLTSs) has an impediment as it does not satisfy the axiom of similarity measure. Due to this disadvantage, a new similarity measure combining the existing cosine similarity measure and the Euclidean distance measure of HFLTSs is proposed, which is constructed based on a linguistic scale function; the related properties are also given. According to the relationship between the distance measure and the similarity measure, a corresponding distance measure between HFLTSs is obtained. Furthermore, we generalize the technique for order preference by similarity to an ideal solution (TOPSIS) method to the obtained distance measure of the HFLTSs. The principal advantages of the proposed method are that it cannot only effectively transform linguistic information in different semantic environments, but it can also avoid the shortcomings of existing the cosine similarity measure. Finally, a case study is conducted to illustrate the feasibility and effectiveness of the proposed method, which is compared to the existing methods.

Within the context of resource constraints and ecological environment imbalance, the adoption of green suppliers can help construction enterprises achieve sustainable development and improve their competitiveness. The selection of sustainable construction suppliers is a multi-criteria decision-making problem since multiple factors should be considered. The increasingly complex decision-making environment makes it difficult for evaluators to give accurate evaluation values. In this regard, the hesitant fuzzy linguistic term set is a qualitative evaluation tool to represent the comprehensive linguistic evaluation values of experts by considering the hesitancy behaviors of experts. In this paper, a scientific multi-criteria decision-making model based on the improved Stepwise Weight Assessment Ratio Analysis (SWARA) method and the double normalization-based multi-aggregation (DNMA) method in the hesitant fuzzy linguistic environment is proposed. A new distance measure is proposed to measure the differences between hesitant fuzzy linguistic term sets with different lengths without changing the original evaluation information of experts. The proposed distance measure is applied to the proposed multi-criteria decision-making model. After improving the calculation steps of the traditional SWARA method, we can determine the weights of criteria effectively through our proposed model. To verify the applicability of the proposed method, we implement it to select sustainable building suppliers. The effectiveness of the method is verified by sensitivity analysis. We also compare the results obtained by our method and those derived by the Weight Aggregated Sum Product ASsessment (WASPAS) method and the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method. The proposed method have a strong applicability to solve the sustainability-related decision problems given that it can effectively determine the weights of criteria and flexibly meet the needs of decision-makers by adjusting the coefficient.

In this paper, the distance-based multi-criteria group decision-making (MCGDM) approaches using multi-hesitant fuzzy linguistic term sets (MHFLTSs) are proposed. MHFLTSs can contain nonconsecutive and repetitive linguistic terms, so as to deal with repeated linguistic values in group decision-making. A multi-hesitant fuzzy linguistic term element (MHFLTE) can be produced by collecting the evaluation values of several decision-makers or given by one person who has uncertainty in evaluation. The corresponding set operations and comparison rules are defined and the generalized hesitant fuzzy linguistic distance for MHFLTEs is given based on the linguistic scale function. Then this distance is embedded into the TOPSIS, VIKOR and TODIM approaches for the purpose of solving multi-criteria decision-making (MCDM) problems in the context of multi-hesitant fuzzy linguistic information. With increasing concerns about deterioration in environment, organizations are obliged to carry out more environmental sustainable activities than before, such as progressive practices in green supply chain management (GSCM). Therefore, with respect to the application of MHFLTSs in GSCM, two illustrations for evaluating the related alternatives are finally provided, together with the sensitivity and comparison analysis, to show the validity and effectiveness of our proposal.

Abstract With the continuous acceleration of urban construction and development, ecological governance has become an important part of our green life. Therefore, how to select the appropriate governance company in the complex decision-making environment is very important. A double hierarchy hesitant fuzzy linguistic multi-attributive border approximation area method (DHHFL-MABAC) is proposed in this paper, which is based on distance measure and comprehensive weight. DHHFL-MABAC method not only considers the potential loss, but also has simple calculation and stable results. The double hierarchy hesitant fuzzy linguistic distance measure based on least common multiple (DHHFLDM-LCME) is proposed, which reduces the loss of original information and makes the result more accurate. Binary contrast method is proposed and combined with entropy weight to obtain comprehensive weight, which makes the determined weight more reasonable. Finally, this method is applied to the case selected by the sewage treatment company and proved its effectiveness.

Hesitant fuzzy linguistic term sets (HFLTSs) have attracted lots of attention recently due to their distinguished power and efficiency for dealing with multi-criteria decision making. To extend the applicability of HFLTSs, this paper first presents a more concise comparison formula of hesitant fuzzy linguistic term sets based on probability criterion of uniform distribution and develops novel distance measures considering the hesitance degree. Next, an aggregation scheme is designed to integrate OWD measure into the TOPSIS analysis procedure, in which we calculate different criterion weights according to the distance between criterion values and positive and negative ideal solutions. The weighted distances between the alternatives and positive and negative ideal solutions are calculated. Then the relative closeness degree to the positive ideal solution is calculated to rank all alternatives. Finally, an example is given to illustrate the capabilities and validation of the proposed algorithm.
