This paper draws on work conducted under the Joint Information Systems Committee (JISC) User Behaviour Monitoring and Evaluation Framework to identify a range of issues associated with research design that can form a platform for enquiry about knowledge creation in the arena of user behaviour. The Framework has developed a multidimensional set of tools for profiling, monitoring and evaluating user behaviour. The Framework has two main approaches: one, a broad-based survey which generates both a qualitative and a quantitative profile of user behaviour, and the other a longitudinal qualitative study of user behaviour that (in addition to providing in-depth insights) is the basis for the development of the EIS (Electronic Information Services) Diagnostic Toolkit. The strengths and weaknesses of the Framework approach are evaluated. In the context of profiling user behaviour, key methodological concerns relate to: representativeness, sampling and access, the selection of appropriate measures and the interpretation of those measures. Qualitative approaches are used to generate detailed insights. These include detailed narratives, case study analysis and gap analysis. The messages from this qualitative analysis do not lend themselves to simple summarization. One approach that has been employed to capture and interpret these messages is the development of the EIS Diagnostic Toolkit. This toolkit can be used to assess and monitor an institution's progress with embedding EIS into learning processes. Sustainably intensifying agriculture to secure food for people, while minimizing the human, animal, and environmental health impacts is an unprecedented global food security challenge. Action research is needed to understand and mitigate impacts, with Ecosystem approaches to health (Ecohealth) emerging as a promising framework to support such efforts. Yet, few have critically examined the application of Ecohealth principles in an agricultural context, particularly in Southeast Asia where agricultural intensification is rapidly expanding. In this paper, we evaluate the strengths, challenges, and opportunities of agriculture-related Ecohealth projects in low-resource settings of Vietnam, Thailand, Indonesia, and China, drawing on a case study of the Field Building Leadership Initiative (FBLI). To do this, we used a developmental evaluation framework involving several iterative cycles of document reviews, interviews, focus groups, and outcome harvesting with researchers, partners, and community members involved in FBLI. Results highlight the importance of transdisciplinarity, participation, and knowledge-to-action principles in co-generating knowledge and co-developing practical solutions. Implementing such principles presents challenges in terms of coordinating regional collaborations, managing high workloads, meaningfully engaging communities, and ensuring ongoing monitoring and evaluation. To address these challenges, there is a need to strengthen capacity in integrated approaches to health, improve institutionalization of Ecohealth, foster community engagement, and systematically monitor and evaluate efforts. Ecohealth holds significant promise in improving food security, but only when considerable time is spent developing and implementing projects with communities.

Background: The City of Johannesburg (COJ) provides services to approximately 5 million people; yet the elements of monitoring and evaluation remain a missing link in the design and implementation of programmes. This was the case even after the introduction of the monitoring and evaluation framework in 2012. This case study is filling an empirical gap.Objectives: The aim of this study was to understand the policies, practices and use of monitoring and evaluation (M&E) in tracking the performance of the City towards meeting its long-term developmental plans.Method: A mixed methods approach was used to gather quantitative data from 54 senior M&E officials. This was complemented with qualitative data drawn from in-depth interviews and focus group discussions conducted during three workshops with M&E officials.Results: The study reveal a number of weaknesses: poor integration of M&E practices in planning, budgeting, service delivery and policy development oversight. The inter-governmental institutional environment and various committees and utility boards has resulted in extensive resources being devoted to compliance reporting. Consequently, the foundations for building an evaluation system have been neglected.Conclusion: The five-dimension complexity model was found to be a useful organising framework for effectively evaluating the city’s M&E capacity. These findings form the first phase of an intervention that will inform the second phase targeted at building the foundations for a city-wide evaluation system.

High Nature Value Farmland systems (HNVf) in Europe are recognised for their importance for biodiversity conservation and their extent is one of the impact indicators in the CAP monitoring and evaluation framework for the 2014–2020 cycle. Due to differences in farming typologies and data availability between nations, a common methodology for identifying HNVf does not exist, nor is considered appropriate. In the current study we use the Mediterranean island of Cyprus as a case study to highlight EU-wide issues for the identification and mapping of HNVf. We brought together under a common spatial framework datasets on farming typology, agro-chemical inputs, water use intensity and biodiversity data collected from public authorities and nature/biodiversity conservation organisations. Using an expert driven approach informed by a range of stakeholders, we identified and mapped potential HNVf areas employing a 1 km2 mapping grid as the reporting spatial framework under two storylines for defining farmland area within every grid cell: a liberal with 10% threshold and a conservative with 25% threshold. Areas containing potentially HNVf may extend from 22.5–34.5% of the island, depending on the storyline employed. HNVf Type I is the more restricted type for both storylines, while Type II is the most extensive. The highest overlap was between Type II and Type III for the liberal storyline and between Type I and II for the conservative storyline. HNVfs cover an area between 30 to 57% of the Natura2000 network on the island depending on the storyline. With the liberal storyline for farmland definition, the spatial extent of HNVfs together with the existing Natura2000 sites cover 90% of the study area, while with the conservative storyline this figure drops to ca.75%. The results confirm the role of HNVfs within and around Natura2000 sites in Cyprus and their potential for providing connection and site buffering opportunities, particularly in the lowlands, while they can provide information about policy-making for agri-environmental payments targeting.

AbstractThe EU Water Framework Directive requires the development of management responses aimed towards improving water quality as a result of improving ecosystem health (system state). Ecosystems have potential to supply a range of services that are of fundamental importance to human well-being, health, livelihoods and survival, and their capacity to supply these services depends on the ecosystem condition (its structure and processes). According to the WFD, Programmes of Measures should be developed to improve overall water status by reducing anthropogenic catchment pressures to levels compatible with the achievement of the ecological objectives of the directive, and when designed and implemented properly should improve the ecological condition of aquatic ecosystems that the delivery of ecosystem services depends on. Monitoring and evaluation of implemented measures are crucial for assessing their effectiveness and creating the agenda for consecutive planning cycles. Considering the challenges of achieving water status improvements, and the difficulties of communicating these to the wider public, we develop a framework for the evaluation of measures cost-effectiveness that considers ecosystem services as the benefits from the reduction of pressures on water bodies. We demonstrate its application through a case study and discuss its potential to facilitate the economic analysis required by the directive, and that most European water authorities had problems with. Findings demonstrate the potential of the methodology to effectively incorporate ecosystem services in the assessment of costs and benefits of proposed actions, as well as its potential to engage stakeholders.

For over 20 years Australia has provided assistance to Papua New Guinea in the development of their law and justice sector. The Justice Services and Stability for Development program is the most recent of such law and justice development assistance programs. Much like its predecessors, while it made some achievements, efforts have ultimately underperformed due to an inadequate and donor-centric monitoring and evaluation framework. It is contended that although an ideal monitoring and evaluation framework will not guarantee development results, it is a prerequisite. This ideal framework adopts the learning-effectiveness model and constructivist approach, relies on mechanisms such as self-reporting and qualitative research tested against context-centric indicators and is necessarily staged in its rollout design.
