Contemporary cities are complex systems in which there are many interactions and dependencies in relation to the environment. Currently, the development of cities and their safety are among the most important international socio-economic processes. The movement of people to larger agglomerations from smaller towns creates a variety of relationships between actors and often leads to very complicated lives in urban space. Features of contemporary cities include urbanization, personal development opportunities, labor markets, and infrastructure, as well as technological and cybernetic networks that optimize all the processes taking place in agglomerations. It should be emphasized that the main goal of public management in urban space is to create various solutions in the field of safety and thus to improve the quality of. In this respect, the role and influence of stakeholders on the processes of smart and safe city development are important. At each stage of activity, the City Council, local communities, economic entities, scientific institutions, and municipal enterprises are important for a city’s safety. This article emphasizes the importance of stakeholders in the process of managing a safe city. The article presents a literature review, as well as research results based on the example of Polish cities, presenting the importance of stakeholders in managing safe cities.

Abstract Civic engagement is an important dimension of age-friendly communities but has been understudied among Asian immigrant groups. While research has attributed greater civic engagement among immigrants to acculturation factors, the influence of acculturation may be conditioned upon Asian immigrants’ social network and place attachment to their city. We used data from the Asian American Quality of Life survey to analyze civic engagement activity (e.g., City council meeting, voting in a City election) among a diverse sample of middle-aged and older Asian immigrants in Austin, Texas (N = 994). 34.5% of the sample had participated in at least one civic engagement activity in the past 12 months. We examined how such civic engagement is associated with acculturation factors, and further examined whether one’s friend network and perception of their city moderated the association. We found that number of years lived in the U.S., familiarity with mainstream American culture, and number of friends in one’s social network were positively related to civic engagement activity. Furthermore, we found that the association between years lived in the U.S. and civic engagement was more pronounced for immigrants with larger friend networks; the association between familiarity with American culture and civic engagement was more pronounced for immigrants with more positive perceptions of the city. These findings highlight that acculturation may not operate alone in civic engagement among Asian immigrants. Rather, it may also be important to create opportunities for Asian immigrants to feel connected to their community and build meaningful friend networks to encourage civic engagement.

Using heritage as a cultural artifact in city development is not new, but little has been explored about how urban heritage can be utilized as new generative value and a new planning instrument for the revival of cities. The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

The aim of the article is to highlight the specificity of visual transformations that occur in the modern urban space under the influence of the development of creative industries. The research methodology involves an interdisciplinary approach and engaging a range of cultural, sociological, and philosophical works. The works of modern foreign researchers Z.Bauman, Ch. Landry, D.Hezmondhalsh are attracted.The sphere of urban planning and the problem of creative industries are being studied. Thanks to creative industries is appears new jobs, the solution of social problems (especially in poor areas), as well as the transformation of urban space. The modern city is a reflection of the transformational processes taking place in the world. There is a change in the form of regulation of the city development policy, from the state to the municipal. There are conditions for activating creative industries that can be defined as an individual creative background, skill or talent that can create added value and jobs through the production and exploitation of intellectual property. The development of creative industries has economic feasibility, but this process is accompanied by a change in the image of the city. Urban space is the text of culture, which often combines non-interconnected components. The visual image of the modern city is repulsive and attractive, it is difficult to bring it to a single concept, but it continues to be the center of human life. Scientific novelty lies in the study of the relationship of the development of creative industries in the urban space and their impact on the visual image of the city. Practical significance is connected with the emphasis on the need to invent an individual development strategy for each city as a “creative city”, where the sphere of cultural production is leading. Promising is the direction of creative industries in a single direction and minimizing the factors influencing the negative perception of the vision of the city.

Influence of social capital of inhabitants on shaping common spaces in a housing environment The last two decades of the century have brought unusually many changes in the built environment. These include not only changes directly related to the emergence of a new urban fabric, but also changes in social attitudes towards common spaces located in residential areas. The built environment has never been evaluated so strongly. This assessment translates not only into the everyday outdoor activities of residents (necessary, optional and social activities), but also to economic projects (purchase, sale and rental of real estate). At the same time, the city ceases to be, as it has been so far, mainly subjected to criticism, and the residents are gradually changing their demanding attitude concerning the development of space to participate in the process of its creation. Society wants to have a real impact on urban space, especially on the space closest to them. Thus, the right to the city is no longer a privilege or a duty, but it becomes a need. Trying to meet this need results in a phenomenon which we can increasingly observe in Poland, and which we have been witnessing abroad for many years: activities in public space are changing into activities for public space. They include the transformation of common spaces related to the place of residence—improving their aesthetic quality, functional changes, modernization of development elements. Observing numerous examples of public participation in shaping public spaces, it was noticed that the initiation, course and effects of activities largely depend on the social capital of the group undertaking said activity. Accordingly, there is a need for research on the mutual relation between the level of social capital and the issue of shaping and managing public space with the participation of local communities, which will be the main topic of the paper. To investigate the above-mentioned issue, qualitative research methods were used in relation to the relationship: site visit, non-participant observation and focus interviews. This contributed to a comparative study of three selected Warsaw case studies. They were analysed in terms of meeting the qualitative criteria selected for the study. These criteria have been indicated on the basis of the Social Capital Development Strategy 2020, which is one of the parts of the Medium-Term National Development Strategy. The result of the analyses is an indication of derived factors from within the group of space users and external factors that have a positive and negative impact on initiating, carrying out and maintaining the effects of changes in common spaces developed with the participation of local communities in Polish conditions. The conclusions can be used to improve future participation processes related to urban space - both by non-professionals participating in them, as well as experts - architects and town planners.

Bytom is a polish, post-industrial city which is looking for a new vision of the future. City dwellers are between a history related to coal and new challenges. It is not easy for them to understand that industry is a thing of the past and you need to look for yourself and your identity again. Groups of social leaders are trying to show a different picture of the city and engage more and more people to act for the city. Building the city's identity and new image are basic ideas. However, in the era of global discussion about climate change and the technologization of city life, it becomes important to become aware of the role of greenery and community. In the article I want to show how Bytom social activists promote and animate the local community in the spirit of collectivism and improving the quality of life in the city. The assumption of the described groups was the maximum involvement of residents in activities to improve the space in Bytom. In the article I want to show what tools they used and what effects they obtained. Particularly important here are activities that contribute to making the community aware of the role of greenery and pedestrian space. The effects of social activities show more clearly how important are strong communities opposing local authorities and supporting good investment decisions. Analysis of the activities of social groups showed how important local leaders play and how various methods and tools used by them gave measurable effects in the city space. The bottom-up activity helped to understand the advantages of a pedestrian city, which is Bytom, and to show how little it takes for the city to gain a new image.

This study followed a chronological review of literature over the past 20 years. This was able to show relationship between inclusivity and physical development. A variety of discussions were looked into including dimension of inclusivity, definition of inclusivity, scales for measurement of inclusivity, methodology for appraising inclusivity, protagonists of inclusivity, and antagonists of inclusivity. The intricacy of the correlations between inclusive physical development and life expectations of residents are improved upon so as to show the similarities of these parameters. The analysis of the relevant literature indicated the process of enhancing the urban space and ensuring that all interest and strata of groups in the human composition are adequately cared for by employing the best parameters from the conceptualization of the city development, all the indicators of inclusiveness are well thought out.

Rapid urbanization leads to the cities expansion in both dimensions: horizontal and vertical. Thus causing significant increase of energy consumption and reduction of environment quality. Nowadays European Initiative on Smart Cities development becomes a very popular across the globe. The aim of this initiative is to insure sustainable city development taking into consideration quality of life and reduction of carbon emissions. Residential sector is one of biggest energy consumers and carbon emission production in Latvia. Also, city transport is a crucial carbon emission producers. In scope of this study the city development potential is analyzed. The increase of energy efficient scale is taking into consideration.

The quality of urban space in terms of walkability can be assessed taking many parameters into account, such as the presence of sidewalks, their density and continuity, appropriate technical parameters as well as the presence of greenery, squares, parks, which create the environment for pedestrian traffic. The lack of travel barriers, the possibility to shorten the route, travel safety and security, the presence of street furniture, shops and services are also significant. This article concerns some of the above described factors and presents selected research results on the use of space in city centers of several Polish cities – Kraków, Gdańsk, Szczecin, Warsaw, Gdynia, Wrocław and Poznań as well as the results of an analysis on the friendliness of this space for pedestrian traffic. The first phase of this study was to determine the share of public space within the analyzed city center areas, and then define areas used as roads, infrastructure for pedestrians and cyclists, squares, green areas, parks and public courtyards. The balance of the used space was created for each researched area, and the space dedicated to pedestrian traffic was additionally analyzed in terms of the presence of obstacles as well as sidewalk location. The analysis results prove that that greatest amount of the public space is located in the city center of Poznań, and the smallest in Kraków. Warsaw is characterized by the greatest and Szczecin by the smallest percentage of the pedestrian infrastructure. Szczecin dominates in terms of the share of roads in the downtown area, Wrocław in terms of squares and Gdańsk – public courtyards.

Abstract The system of pedestrian urban space is the primary source of information on the state of the space. Walking around a city, we are perceptually building in our mind its physiognomic silhouette, which becomes the basis for evaluating the attractiveness of a city. Unfortunately, pedestrian traffic is rarely the subject of careful planning and design. Usually it regulates itself or is a side-effect of building an extensive system of road communication. On the other hand, concepts of shaping this system as a primary one appear more and more often, and pedestrian space is seen as high priority public space. The purpose of the article was to evaluate qualitative evaluation methods determining the current state of pedestrian pathways in the town Giżycko. Valuing quality, as a part of the science called qualimetrics, refers to determining the quality of objects which are the product of human activities, designed to meet the needs of human beings. At the root, it is a science relating to the determination of the quality of market items, supporting the production management process. As space, particularly urbanized, is created by people to satisfy their needs, it was concluded that quality valuation methods may also be useful to assess the quality of space. The article focuses on the quality of pedestrian routes that are essential to the central part of Giżycko. For these routes, the current state of the features identified as key for their quality was investigated, and quality classes of the routes were determined by analysis. The procedure can be a tool supporting the planning and implementation of modernization and renovation works for the area of pedestrian communication, and thus the image of the city.

This paper views proportion as a tool used by planners and architects to achieve a certain quality of space. Considering that proportion is used to observe the correlations between the whole and its parts, the paper examines the aspects of space from the spatial plan of a city to the architectural details. Also, despite the fact that proportion is the correlation of the dimensions of physical elements in space, the paper also perceives proportion through the correlation of the material and immaterial aspects of space. In this way, the focus is shifted onto the level of communication between the architectural - urban space and its users, that is, to orchestration through the perception and experience of space, rather than the outdated, proportional analysis of architectural form.
