This research investigates blockchain technology, focusing on the influence of motivation on collaborative work, which positively influences learning performance in Higher Education Institutions (HEI). In addition, blockchain technology is correlated with decentralisation, security and integrity, and anonymity and encryption. It can also be perceived as a consensus mechanism, rewarding students, professors, and universities as a smart contract. Therefore, this technology has been used to improve higher education. It also allows less informed people to interact with better-informed peers and mentors. Finally, this study aims to enhance the current state of blockchain applications comprehension. The methodology used for this research includes document analysis, literature review, content analysis (blockchain platforms), the case study method, and the survey method. In statistical considerations, aiming to evaluate indicators, this research presents the Composite Reliability Analysis, Cronbach Alpha Coefficients, and the Bootstrapping method (Variance Inflation Factor). All these analyses aimed to present a designed research model. This exploratory research gathered data from 150 students at 3 universities in Serbia, Romania, and Portugal. As demonstrated, using student motivation has a significant and positive impact on the quality of student collaborative work. Student collaborative work also correlates with students’ higher level of engagement in the educational process, and the more engaged students are, the better their learning outcomes will be. As a result, in higher education, student involvement boosted learning outcomes. Researchers found that motivation, teamwork, and student involvement were important factors in improving student learning outcomes, as were blockchain-based tools. The results from the quantitative analysis indicate that Collaborative work, Motivation, Engagement, MOOCs, AR, VR, Gamification, and Online class were associated with learning performance.

Current trends in the development of the education sector require significant changes in approaches, methods, techniques and tasks of training. The challenges that arise need to be addressed, which will make it possible to increase the competitiveness of higher education seekers after their graduation, and, as a consequence, to improve the competitiveness of the higher education institution itself. The tasks that arise are: a change in the approach to the educational process of research and teaching staff, which must consist in the interest of teachers themselves to improve the quality of educational services they provide; a change in the approach to the educational process of learners – students, listeners, cadets, etc. – that is, it is necessary to transform those who are taught into those who learn; definition of criteria for the effectiveness of education, which is obviously not only in achieving program learning outcomes. The main criteria of efficiency of educational activity are formulated in the article. These criteria are obviously not only the amount and strength of knowledge and skills, competencies and program learning outcomes. Using only such criteria, it is impossible to fully assess the current requirements for the effectiveness of education. In the conditions of market relations, economic crisis, global mental restructuring, the main criterion for the effectiveness of training of the specialist is the ability to employ him in various positions after graduation, and possibly during training. What is more important is the ability of the job seeker to self-improve and master various competencies when changing functional responsibilities. That is, a higher education student must have a wide range of competencies, not only deep ones, which will enable him to develop under certain conditions in the performance of functional duties. Such tasks make it possible to solve the use of elements of dual education, distance technology using modern technological solutions and motivation of participants in the educational process to self-development. The article concludes that the mutual combination of dual education with distance learning technologies should ultimately solve the urgent problem of training an experienced specialist with a high level of competence who will be able to perform production tasks without additional internship or training after graduation.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

DL), which has resulted in an unprecedented experiment in the sphere of higher education in Ukraine that requires scientific analysis. The aim of the work was to identify the possible potential directions of DL development in institutions of higher education as a result of marketing research of satisfaction/dissatisfaction of students with DL. The survey method was used in the study. The results of marketing research (an online survey of students) (Kharkiv, 2020, n = 316) allowed the authors to identify the factors of satisfaction and dissatisfaction of students with DL. Students considered the most important factors of satisfaction with DL as follows: development of competencies, self-organization, discipline, self-motivation, responsibility, taking an active position as participants of the educational process, comfort. Students expect that lectures secure improvement of teacher-student communication process; flexibility of educational approaches; use of interactive tools and constant change of activities to maintain the attention, interest, concentration of students on studying process. The latter will maximize students’ involvement in activities during training; improvement of digital competencies. The students` expectations are: flexibility of the DL platforms compared to full-time in-person education; creation of the “map” of the educational process in a distance mode. It is noted that the results of marketing research (the online survey) demonstrated the factors of satisfaction and dissatisfaction of students with DL. This information was considered as the arguments for identifying the possible potential directions of DL development in higher education institutions.

This article is devoted to the actual problem of providing the regional tourism markets with high-quality specialists. It is found that, despite the large number of higher education institutions that train specialists for the tourism industry and the constant updating of educational standards, tourism businesses and organizations in the country suffer from a lack of competent specialists, while graduates cannot find work in their profession. The research has been conducted in Transcarpathian region by the method of expert survey of owners and managers of successful tourism enterprises. The research technology is presented in details: a step-by-step definition of the nature of the requirements that employers impose the graduates of tourist specialties; analysis of educational standards and work programs of educational disciplines to meet these requirements in the preparation process; identification of reasons that do not allow to prepare the much-needed specialist on the regional labour market in higher education institutions; concrete steps are suggested to improve the educational process. It is found that the learning outcomes laid down in the educational standards are determined by the manufacturer of educational services, they are more oriented to the needs of large tourism enterprises, and do not meet the needs of employers at least because most tourist enterprises and organizations in the country are small and medium in size. Training programs shall be focused on regional tourism markets, since the requirements for tourism professionals differ depending on the type of tourism activity, the size of the enterprise, the region of its operation. Owners of tourist complexes in Transcarpathia prefer to see at their enterprises multi-skilled managers (specialists), who are immediately ready to fulfill their functional responsibilities in their primary positions. For solving the problem of human resources in the tourist market of Transcarpathia it is recommended: to define and detail the expectations of the heads of regional tourism enterprises; to prepare curricula and work programs in accordance with these expectations, formulating learning outcomes in accordance with SMART technologies; to create the conditions for the implementation of these programs.

Distance education requires the teacher to conduct systematic classes with the student, methodologically competent use the developed content for distance learning, means of communication, and educational resources of the Internet, as well as implement technical support for the educational process. The purpose of the study is to develop educational and methodological support for the process of professional self-improvement of teachers in higher education institutions when working remotely. The study analyzes the role of a teacher in the distance learning system, identifies the types of teacher’s activities, as well as the requirements and conditions for their successful work. Working online expands and renews the teacher’s role, makes them a mentor-consultant who coordinates the cognitive process, constantly improving their course and increasing creativity and qualifications in accordance with innovations. Based on empirical research using the survey method, the dynamics of teachers’ readiness to work online before and after passing the interdisciplinary course “Distance Education Technologies in the Educational Process of the University” were determined. Positive results in the formation of teachers’ readiness to work online after completing the course were obtained. The study concluded that the readiness of teachers to work remotely can be increased if the appropriate educational and methodological support is developed and implemented in higher education institutions, which will lead to an increase in the effectiveness of teachers’ work.

The article analyzes different approaches to the interpretation of the concept of "monitoring", clarifies the essence of the concept of monitoring the quality of student learning outcomes in higher education institutions. The Ukrainian laws for monitoring the quality of higher education learning outcomes is analyzed. The essence of the concept of "pedagogical factor" from the standpoint of modern scientists is considered, its main types (external and internal) are revealed. Three main pedagogical factors for organizing and conducting monitoring of the quality of student learning outcomes in higher education institutions have been identified and substantiated, namely: readiness of subjects of the educational process to monitor student learning outcomes in higher education institutions; phases monitoring of the quality of student learning outcomes in higher education institutions; development of educational and methodological support for monitoring the quality of student learning outcomes in higher education institutions. The essence and three main types of readiness of the subjects of the educational process to monitor the quality of student learning outcomes in higher education institutions are outlined, namely: psychological, logistical, documentary. Emphasis is placed on three main criteria for the readiness of students to monitor the quality of student learning outcomes in higher education institutions, namely: cognitive, practical-logical, value-motivational. The step-by-step organization of monitoring of the quality of student learning outcomes in higher education institutions by highlighting the main six successive stages of its implementation is revealed. It has been determined who has the right to organize pedagogical monitoring of the quality of students' learning outcomes in higher education institutions. Emphasized the importance of developing educational and methodological support for monitoring the quality of student learning outcomes in higher education institutions, introduction of innovative learning technologies based on the use of modern educational platforms and modification of the educational process by using elements of distance learning during teaching disciplines.

Introduction. This article describes how universities are fulfilling their training assignments. Its relevance is determined by the growing need of teachers to correlate the learning results of specialists-to-be with learning assignments. The aim of the article is to describe a method for assessing the learning management system of higher education institutions by analysing learning outcomes and graduates’ turn-out. Materials and Methods. The study relies on the collection and analysis of the results of specialists’ training between 2015 and 2019. The joint use of the obtained data and methods of normative forecasting and interpolation allowed the authors to calculate and measure the intermediate results relative to the final ones, to build educational trajectories, which made it possible to evaluate the learning management system by dealing with training results and graduates turn-out. Results. For the first time the authors of the article showed that the measured results demonstrated not only the scope of specialists’ training and graduation, but they evaluated management of the educational process and developed necessary management decisions to regulate standards and measures for specialists’ training and graduation according to the specified final results. Discussion and Conclusion. The conclusions contribute to the development of the concept of learning management systems, provided that there are specified final results of the specialists’ graduation. Findings are of interest to the scientific and pedagogical community, professors, teaching staff and leadership of educational institutions.
