With cities considered the main source of carbon emissions, urban planning could mitigate and help adapt to climate change, given the allocation and regulation of public policies of urban spatial resources. China’s regulatory planning remains the basis for building permission in the original urban and rural planning, and the new territorial spatial planning systems, determining the quality of urban plan implementation. Comprehensive regulatory plans effectively reduce carbon emissions. This study employs Q methodology to compare and analyze urban planners’ and practitioners’ perceptions of China’s regulatory planning in climate change mitigation and adaptation. The findings show that while regulatory planning is key, potential deficiencies include the gaps between regulatory from master plans, capacity shortages of designations and indicators, and unequal rights and responsibilities of local governments. However, mandatory indicators in regulatory planning, especially “greening rate,” “building density,” “land use type,” and “application of renewable energy technologies to the development of municipal infrastructure” could effectively mitigate climate change. “Greening rate” is the core indicator in regulatory planning since it provides empirical evidence for the “green space effect”. This study indicates that local customization of combined regulation of greening rate and green spaces could help mitigate and help China adapt to climate change.

AbstractThis article examines how the South African government, realizing the country's vulnerability to climate change, deemed it necessary to strengthen adaptation and mitigation measures and put in place legal and institutional frameworks to ensure implementation and compliance. Government must take responsibility for industry's inaction by implementing policies on climate change and, more importantly, through a visible change in government policy to hold industry accountable. The stringent policies and strategies being put in place are reducing vulnerability and also enhancing a broad spectrum of capacity in responding to environmental, climatic, resource and economic perturbations. The article further reviews state of the art methods and tools available to strengthen mitigation and adaptation strategies and measures in the areas of the existing frameworks regarding climate change. It also considers various measures by Eskom in particular, and strategies embarked upon by South Africa's national and local governments to reduce greenhouse gas emissions.

Scholars and practitioners have come to understand the important role of local governments in the causes and effects of climate change. The literature has examined both the substantive and symbolic determinants of urban sustainability policies in addition to the implementation issues associated with those policies. At the heart of these policies is the idea that local governments have the desire and ability to engage in socially and environmentally responsible practices to mitigate climate change. While important, these studies are missing a key component in the investigation of local government involvement in sustainability policies: government purchasing power. This study examines the effect of administrative professionalism and interest group presence on the determinants of green procurement in the understudied context of counties in the United States.

The need to mitigate climate change has become a major global concern, and greenhouse gas emissions are a major cause of global climate change. Therefore, the need to curb greenhouse gas emissions has been well recognized by global researchers, policymakers and academics. Carbon emissions of hotel operations have seized the attention of global researchers. However, carbon emissions of the hotels in developing countries remain to be a less explored domain. Therefore, carbon emissions of Sri Lankan hotels were explored using a case study approach. Five hotels in the Colombo suburb were explored, which revealed that each hotel released more than 7000 tons of carbon annually. Results further indicated the use of purchased electricity as the dominant source of carbon emissions. Emissions caused by transport activities were not included in the calculations due to the unavailability of data. Recommendations were made to overcome the issues identified during data collection as well as to reduce the carbon emissions from hotel operations. Wider adoption of the methodology used in this research will benefit the hotels to keep track of the carbon emissions using a systematic approach.

Adaptation and mitigation are both essential components of strategies that aim to decrease risks associated with climate change. A number of existing studies, however, suggest that the two might be negatively affecting each other – climate adaptation might decrease mitigation efforts and vice versa. We have examined these effects in five experimental studies carried out in four countries (total N = 4,800) and have used Bayesian analysis to evaluate the strength of empirical support for such effects. We did not find any evidence that compensation between climate mitigation and adaptation takes place. On the contrary, we found some evidence, albeit rather weak, that prior focus on adaptation measures increases the subsequent tendency to engage in mitigation behavior; this effect is likely to be driven by an increase in worry about the impacts of climate change that results from a prior focus on climate adaptation. If anything, offering adaptation options may increase the tendency to mitigate climate change.

The current and projected warming of the earth is unequivocal with humans playing a strong role as both perpetrators and victims. The warming on the African continent is projected to be greater than the global average with an increased average temperature of 3–6°C by the end of the century under a high Representative Concentration Pathway. In Africa, the Sub-Saharan region is identified as the most vulnerable to the changing climate due to its very low capacity to adapt to or mitigate climate change. While it is common to identify studies conducted to assess how climate change independently impacts water, land, or food resources, very limited studies have sought to address the interlinkages, synergies, and trade-offs existing between climate change, water, land, and food (WLF) resources as a system in Sub-Saharan Africa (SSA). The climate change and WLF security nexus, therefore, seeks to address this shortfall in literature and subsequently serve as a relevant source of information for decision-making and policy implementation concerning climate change mitigation and adaptation. In this study, 41 relevant studies were selected from Web of Science, Google Scholar, ResearchGate, and institutional websites. We provide information on the independent relationships between climate change and WLF resources, and further discuss the existing inter-linkages between climate change and the WLF security in SSA using the nexus approach, with recommendations on how decision making and policy implementations should be done using the climate change and WLF security nexus approach.

Human behaviour change is necessary to meet targets set by the Paris Agreement to mitigate climate change. Restrictions and regulations put in place globally to mitigate the spread of COVID-19 during 2020 have had a substantial impact on everyday life, including many carbon-intensive behaviours such as transportation. Changes to transportation behaviour may reduce carbon emissions. Behaviour change theory can offer perspective on the drivers and influences of behaviour and shape recommendations for how policy-makers can capitalise on any observed behaviour changes that may mitigate climate change. For this commentary, we aimed to describe changes in data relating to transportation behavioursrelating to working from home during the COVID-19 pandemic across the Netherlands, Sweden and the UK. We display these identified changes in a concept map, suggesting links between the changes in behaviour and levels of carbon emissions. We consider these changes in relation to a comprehensive and easy to understand model of behaviour, the COM-B, to understand the capabilities, opportunities and behaviours related to the observed behaviour changes and potential policy to mitigate climate change. There is now an opportunity for policy-makers to increase the likelihood of maintaining pro-environmental behaviour changes by providing opportunities, improving capabilities and maintaining motivation for these behaviours.

This research concentrates on the governance aspects of sustainability, and moreparticularly how local governments can work asnodes in a wider system of governance.The question at the center of the study is: how do cities address climate change mitigationand how do their actions relate to other levels of governance? The study takes a mixedqualitative-quantitative approach based on a multi-level theoretical framework to addressthe issue. The study concentrates on a smallnumber of cases and the material used isfound in official documents and semi-structured interviews with key individuals in thelocal governments. The results of the study show that the cities investigated do takeaction to mitigate climate change; however,their actions are heavily dependent on otherlevels of governance, i.e. regional or national, or other actors. This dependence,nonetheless, seems to be reciprocal. Thus, cities can constitute nodes or hubs in thegovernance of climate change mitigation,working simultaneously as actors ofimplementation and channelizing local knowledge and input.
