It is generally believed that research and development on green technology are difficult, but this paper finds that the gap in green technological progress between the central and western regions and the eastern region in China is significantly smaller than the gap in technological progress, and the per capita green GDP of the central and western regions caught up with the eastern region significantly faster than the per capita GDP. This paper proposes that the comparative advantage of human capital level in the central and western regions is the reason why these regions choose the direction of green technological progress, and the choice of the direction of green technological progress in the central and western regions may further bring about the backwardness advantages of green development in these regions. Through the system generalized method of moments (sys-GMM) estimation, empirical research using panel data from 29 provinces as well as the regional panel data in the mainland of China from 1995 to 2017 proved the above proposition. Specifically, due to the comparative advantages of human capital level, the central and western regions have chosen the direction of green technological progress; further, the central and western regions will obtain greater benefits of green GDP growth from the green technological progress, that is, the green technological progress enables these regions’ backwardness to take advantage from green development. This is a useful supplement to the theory of sustainable development and the theory of backwardness advantage.

This paper extends the “sources of growth” explanation for the Environmental Kuznets Curve (EKC) proposed by Copeland and Taylor in a concise theoretical framework, that is, when the sources of growth are transformed from physical capital and labor to human capital and knowledge, the environmental pollution could at first rise and then fall with a sustainable growth in per capita income. Using the provincial panel data from 1995 to 2017 in the mainland of China, an empirical analysis is carried out by the System Generalized Method of Moment (sys-GMM). The results show that: first, the EKC hypothesis exists in China. The inflection point for SO2 emissions has been passed in all of the provincial regions, and for CO2 and comprehensive environmental pollution losses have not been passed in some regions, but the inflection point from the national average level in China has been passed; second, the main production factors of the traditional economy, physical capital and labor, are positively correlated with environmental pollution, while human capital and green technological progress, the main production factors of the knowledge economy, are negatively related to environmental pollution; third, human capital and green technological progress have become important factors to promote economic growth, and human capital, in particular, has become the primary factor, which indicates that China is in the process of transforming traditional economy into a knowledge economy. The stage of China’s economic development and the trend of environmental pollution is consistent with the extended “sources of growth” explanation for the EKC, which proved the theoretical hypothesis. This has an important practical significance for China’s current economic reform and important theoretical value for the economic transformation and sustainable development of developing countries. The paper finally puts forward corresponding policy recommendations.

AbstractComprehensive Investment (CI) may provide an indicator of future changes in a country's per capita consumption. The authors explore the utility of the CI indicator for Australia by constructing CI data since 1861 and by estimating their relationship with changes in future consumption over periods of 50 years ahead. The CI measures include changes in natural, produced and human capital, and make allowance for exogenous technological progress. The results are used to consider how Australia's natural capital exploitation influenced the consumption of future generations. Further, the authors gauge if low CI relative to other leading OECD countries resulted in lower consumption levels in Australia over time than feasible, had it saved more.

This study examines the contribution of human capital accumulation to regional economic growth using panel data for 82 subjects of the Russian Federation over 2002–2019. This paper aims to test the hypothesis that in the long-run equilibrium there exists a connection between economic growth and human capital accumulation in the regions of Russia. From the point of view of econometrics, it would mean that we should refute the hypothesis that there is no cointegration of time series describing the aforementioned variables. General theoretical framework was drawn from the neoclassical growth theory, and panel data econometrics suggested the appropriate empirical methodology. Pooled mean group and fully modified least squares estimators were applied to an autoregressive distributed lags model based on the Solow model. The results indicate that accumulation of human capital has a positive and statistically significant long-term impact on the rate of growth of per capita income and that these variables are cointegrated. Such calculations allow us to make the following conclusions: per capita GRP is cointegrated with physical and human capital on the regional level. The cointegrating equation ‘explained’ more than 90% of per capita GRP variance. Human capital accumulation had a significant positive impact on per capita GRP growth in the long run; such impact exceeded the impact of physical capital accumulation. The positive impact of human capital accumulation on per capita GRP growth surpassed the negative elasticity of growth GRP by the amount of resource excluded from the real sector to provide support to students and maintain the regional education system. The paces at which regional economies were heading towards the steady state differed which is an evidence that there exist an incredible manifold of ways and means for regions to adjust to disbalancies

In this paper, we examine whether innovation and information and communication technology (ICT) contribute to reducing producer prices, thus promoting economic growth. We also check whether the contributions of ICT enhance environmental quality, leading to sustainable economic growth. To this end, we apply panel data techniques to the 27 EU countries over the period of recovery from the financial crisis. Our results suggest that technological progress leads to a significant reduction in producer prices. Moreover, controlling for some macroeconomics factors, ICT fosters per capita economic growth in the European countries. Finally, we found that the higher the ICT employment is, the lower greenhouse gas emissions are.

This paper investigates the impact of governance quality on economic growth in China. After developing a theoretical framework for the effect of governance quality on local economic growth, this article studies the panel data in provincial regions over the period 2001–2015 by constructing a new comprehensive index of provincial governance, and checks the robustness of the empirical findings from four aspects. The results show that governance quality has a positive effect on economic growth, due to good governance strengthening the “helping hand” or weakening the “grabbing hand” of power. Governance quality presents diminishing marginal returns, which means that the high-speed economic growth effect becomes less and less, while the high-quality economic development effect becomes more and more. Higher governance quality could bring a high-speed economic growth effect in the western region, while higher governance quality could bring a high-quality economic development effect in the eastern region. Compared with fixed-asset investment, human capital has played a more important role in economic growth. In order to promote the sustainable development of China’s economy, policy makers should improve local governance quality, strengthen the capacity of independent innovation, and promote the accumulation of high-quality human capital.

The development of renewable clean energy such as hydropower can not only ensure energy security, but also help achieve the United Nation’s Sustainable Development Goals. This paper uses the annual data of 30 provinces in China from 2000 to 2017, and constructs a dynamic spatial Durbin model and a geographically weighted regression model to empirically test the dynamic impact of hydropower on haze pollution and economic growth at the national and provincial levels. The empirical results show that the promoting effect of hydropower on economic growth in Western China is less than that in Eastern China, which further aggravates the economic development gap between the eastern and western regions. In addition, the suppression effect of hydropower on the haze pollution in the western region is greater than that in the eastern region, where the haze pollution is serious. From the national level, hydropower can promote regional economic growth and inhibit haze pollution, and the spatial spillover effects of these two effects are greater than the local effects, and the long-term impact is greater than the short-term impact. The research conclusions of this paper will help China realize the sustainable development goals of energy saving and emission reduction.

Abstract Background Healthcare Expenditure(HE) has increased substantially in all countries. Since the health system reform and health policy environment differ from each country, it is necessary to analyze the motivations of HE in a specific country. Methods The objective of this study is to analyze the influential factors of Provincial total HE (PTHE) per capita in China by using panel data across 31 provinces(including provinces, autonomous regions, and municipalities, all called provinces in here) from 2009-2016 at the country level. Generalized Method of Moments (GMM) and robust estimators were used to identify the influential factors of PTHE per capita. Results Economic factors explain most of the variation of PTHE per capita. But Out-Of-Pocket Payments(OOP) as a percentage of Total Health Expenditure(THE) is associated with PTHE per capita negatively and Government Health Expenditure(THE) as a percentage of Gross Domestic Product(GDP) have no statistical significance. The results also show that health expenditure in China reacts more to the rate of infectious diseases compared with the Proportion of the Population Aged 65 and Over (POP65), which impacts PTHE per capita positively. As for the number of beds per 10,000 population and mortality, their coefficients are small with no statistical significance. Conclusions In response to these findings, we conclude that the impact of the increasing OOP diminish the PTHE. Furthermore, we do not get a significant correction between health outcomes and health supply with PTHE. Policymakers should consider providing comprehensive health services by an accountable care organization to achieve cost savings while ensuring high-quality care.

Based on the ecological footprint (EF) model, the dynamic changes in the per capita EF and per capita ecological carrying capacity (EC) in Qinghai Province from 2007 to 2017 were quantitatively analysed. The grey GM(1,1) prediction model was used to predict the per capita EF, per capita EC, and EF of ten thousand yuan of GDP. Additionally, the spatial change characteristics of the sustainable development status of the study area in four time periods were analysed using GIS technology. The results showed the following. (1) In the 11-year study period, Qinghai Province’s EF per capita grew gradually, increasing from 2.3027 hm2 in 2007 to 2.9837 hm2 in 2017. (2) The EC per capita in Qinghai Province remained a slight linear upward trend. (3) The environmental sustainability in Qinghai Province deteriorated over time. (4) According to the spatial characteristics, the overall sustainable development state changed markedly in the eastern region but was stable in the central and western regions. This paper proposes some countermeasures and suggestions to help Qinghai Province work towards sustainable development, such as controlling the population, adjusting the industrial structure, developing a low-carbon circular economy, and implementing ecological engineering.
