Sand and gravel quarry planning must guarantee the public interest in the procurement of raw materials while ensuring environmental sustainability. An Analyzing Planning Support System for sand and gravel quarry plan can assist decision-makers during the planning process. The proposed Analyzing PSS uses integrating geologic, economic, environmental, and geographic information to quantify raw materials and the size of quarries. This kind of tool is useful to support public authority decisions. The study provides the results of an experience conducted in the province of Brescia (NUT 3 in Northern Italy).

The past post-disaster recovery process had many difficulties in planning. The importance of residents participatory urban planning is true of post-disaster planning and ordinary planning; however, there are difficult problems as follows: time-scale conflict between desire of affected households for swift recovery of their individual lives and enough consideration of urban planning to avoid speed-before-quality planning, unsmooth discussion and consensus building because of mutual conflict of their interest in the residents, and a shortage of professionals in the case that an earthquake disaster hits wide and high-density urbanized region. The concept of "pre-disaster planning" has been propounded as measures to deal with these serious situations after 1995 Hyogo-ken Nambu Earthquake in Japan. Actual measures including "neighborhood community-training program for post-disaster recovery" of Tokyo Metropolitan have been implemented in various approaches. This study has pioneering approach in this context. We focus on planning support technologies based on a geographic information system (GIS) and establish planning support system for post-disaster community-based urban planning, which will smooth discussion and increase efficiency of planning work. An introduction of the system will result in reduction of total time needed on the planning process and supplement of professionals. Though there are some problems that we identified, they will be solved in accumulated experiences such as the training program in the near future.

Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning.

This chapter has the objective to analyze the elements of urban green innovation based on the guarantee the public interest, decentralize the infrastructure to democratize the territory, and innovating the institutional design to address the complexity of the challenges in the city. The method employed is the critical analysis supported by a review of the literature and consult to experts in the field. It is concluded that the urban green innovation capacity planning has a critical role in urban innovation development in specific areas of economic growth, social inclusion and equality, environmental sustainability, health, education, business, etc. To achieve these aims, urban green innovation requires to guarantee the public interest, the democratization of the territory, and the new institutional design.

In Western liberal democracies the planning of mega transport infrastructure projects is guided by public interest claims typically expressed through legislation and political mandates. But with the infrastructure boom being observed in many cities since the Global Financial Crisis, and the need to address unprecedented levels of urbanisation, the level of politicisation directed at infrastructure projects draws attention to how the public interest is treated in the planning and management of complex mega transport infrastructure projects in diverse local contexts. Looking to Sydney, an advanced neoliberal city building the largest transport infrastructure project in Australian history, we examine how public interest is asserted in a way that reinforces legitimacy of the process and consensus for the project. Under these conditions, planners fail or are unwilling to raise additional or new public interest issues. The vagaries of public interest mean that in being open to interpretation the public interest can be easily captured by the interests of capital and of ruling politicians. This raises important questions for urban studies about the role governments and, in particular, public-sector planners can play in advocating for actually existing public interest issues such as environmental sustainability without it amounting to just rhetoric with no follow through.

When finally U.S. political archives are reviewed comprehensively and definitively, one confusing point will still linger unresolved: were the artisans of politics crafting policy in response to visions of a public or a private interest? Portz and Eisinger's comparative analysis of state economic development efforts, with hopes pegged on biotechnology, grapples with that distinction at least by implication. Their instructive article needs revisiting - - and their useful findings and conclusions need follow-up research — because there is logical reason to fear that the strategic planning process is no more or less directed toward the public interest than is private interest advocacy.

PurposeThe purpose of this paper we present a case study where the Swedish planning support system Citylab is applied to a Chinese case in Changzhou's Tianning District.Design/methodology/approachChina's planning system is a vertical system based on policy development on the national level, policies which are to be implemented on local level. There is a gap between the ambitious central policies and the implementations on local levels. China is now exporting its planning model to other developing countries which makes it urgent to show examples of other strategies including more horizontal planning involving the public. The planning system in Sweden is based on a much more horizontal process. Therefore, the authors try to learn from Sweden's vertical planning system in the urban development environment of China.FindingsA key message for policy makers in China is that systems like Citylab can play an important role in developing practical and scalable examples of more sustainable city districts. The paper concludes that a barrier for local sustainability planning in China is still lack of effective communication between local actors including the public.Originality/valueThe authors exemplified Changzhou Tianning District's practical exploration, thus proving the adapted Citylab method's practical operability. Based on the common problems faced by eco-city development in developing countries, the method framework of Citylab is applicable to other developing countries, with strong room for deduction and development.

With regard to public policy for public transport services, two dominant approaches are found: the provision of minimal services to the car-less population, or the provision of a service that competes directly with the car (in terms of time, cost, convenience, etc.). Increased acknowledgement of the need to mitigate traffic growth and reduce greenhouse gas (GHG) emissions has led to a growing need to shift from the former to the latter, encouraging the use of public transport. This paper sets out to explore whether competitiveness with the car is a priority for the public transport planning of medium-sized European cities, as well as whether the change in European regulation (European Commission, 2007) has managed to contribute to the acceptance of this priority. In this study, we take a closer look at a country undergoing significant regulatory and procedural transformations. An exploratory analysis is conducted regarding plans, actions, and development projects in recent years in four Portuguese municipalities. Relevant planners and transport authorities are interviewed on matters such as how local policies and plans favor public transport; how the planning process was implemented; the actors involved; and the support tools used to achieve the established goals. The findings reveal that relative competitiveness of public transport is considered important by planning practitioners. Nevertheless, other concerns seem to be more timely, such as, providing minimal services, restructuring existing networks, and budget constraints. The results suggest that changes in the planning process have been overwhelming and are seen as restricting the steps required toward making public transport more competitive vis-à-vis the car. So far, local authorities recognize the potential of adding relative competitiveness concerns in the future, as well as the added value of planning support tools capable of revealing such relative competitiveness.

Resilient planning demands not only resilient actions, but also resilient implementation, which promotes adaptive capacity for the attainment of the planned objectives. This requires, in the case of multi-level infrastructure systems, the simultaneous pursuit of bottom-up infrastructure planning for the promotion of adaptive capacity, and of top-down approaches for the achievement of global objectives and the reduction of structural vulnerabilities and imbalances. Though several authors have pointed out the need to balance bottom-up flexibility with top-down hierarchical control for better plan implementation, very few methods have yet been developed with this aim, least of all with a multi-objective perspective. This work addressed this lack by including, for the first time, the mitigation of urban vulnerability, the improvement of road network condition, and the minimization of the economic cost as objectives in a resilient planning process in which both actions and their implementation are planned for a controlled, sustainable development. Building on Urban planning support system (UPSS), a previously developed planning tool, the improved planning support system affords a planning alternative over the Spanish road network, with the best multi-objective balance between optimization, risk, and opportunity. The planning process then formalizes local adaptive capacity as the capacity to vary the selected planning alternative within certain limits, and global risk control as the duties that should be achieved in exchange. Finally, by means of multi-objective optimization, the method reveals the multi-objective trade-offs between local opportunity, global risk, and rights and duties at local scale, thus providing deeper understanding for better informed decision-making.
