Based on the panel data of 216 prefecture-level cities in China from 2003 to 2016, this study selected five emission-reduction indicators (industrial SO2 removal rate, soot removal rate, comprehensive utilization rate of industrial solid waste, domestic sewage treatment rate, and harmless treatment of domestic waste rate) to quantify the intensity of urban environmental regulations. Based on the intensity of environmental regulations, the authors further studied the impact of environmental regulations on economic quality (green total factor productivity) and environmental quality (PM2.5). The test results showed that the impact of environmental regulation on PM2.5 is a U-type change that first declines and then rises, while the impact of the implementation of environmental regulation on green total factor productivity is an inverted U-shaped change, which first increases and then decreases. On the one hand, appropriate environmental regulations are conducive to improving environmental quality and improving urban green total factor productivity. On the other hand, excessive environmental regulations have not only failed to improve environmental quality, but also have a negative impact on the improvement of economic quality. In addition, there are regional differences in the impact of environmental regulations, so it is necessary to formulate appropriate and local environmental regulatory policies.

AbstractThe high-quality development of the manufacturing industry is an important strategic task for Chinese economic development. The rapid development of the manufacturing industry is also accompanied by problems such as overcapacity and environmental pollution. This paper analyzes the impact of capacity utilization on the high-quality development of manufacturing and establishes a nonlinear threshold regression model on this basis, and studies and analyzes environmental regulations as a threshold variable under the influence of capacity utilization rate on the high-quality development of the manufacturing industry. The research results show that: capacity utilization, profitability, foreign direct investment, and government participation all have a significant positive impact on the high-quality development of the manufacturing industry; environmental regulations have a significant negative impact on the high-quality development of the manufacturing industry. And in the model of the effect of capacity utilization on the high-quality development of the manufacturing industry, environmental regulation has a single threshold effect. With the increase in the intensity of environmental regulation, the coefficient and significance of the effect of capacity utilization on the high-quality development of the manufacturing industry have changed. Finally, this article puts forward corresponding policies and suggestions based on the results of data analysis.

Based on the distinction of different types of environmental regulations, this paper attempts to test the threshold effect of environmental regulation on the total factor productivity (TFP) by employing a panel threshold model and a province-level panel data set during 2006–2016. Research results show that the influence of command-and-control and market incentive environmental regulation on the total factor productivity has a single threshold conversion characteristic of foreign direct investment (FDI) and financial scale, but the impact behavior and influence degree around the threshold are inconsistent. The effect of voluntary conscious environmental regulation on the total factor productivity has a single threshold conversion feature of human capital, and moderately enhanced intensity of environmental regulation is conducive to promoting the total factor productivity after crossing the threshold. Finally, in order to enhance the regional total factor productivity, relevant policy recommendations are proposed.

This paper constructs a two-sector manufacturer model of endogenous technological progress. We analyze the impact of environmental regulations on the factor input and output of different industries. Then, we reveal the intermediary role of inter-industry factor allocation in the impact of environmental regulations on industrial green total factor productivity (GTFP). Finally, the paper uses panel data from 30 provinces in China’s industry from 2000 to 2017 to conduct empirical tests. We can draw the following conclusions: (1) The relative magnitude of the output compensation of the production department and the innovation compensation of the R&D department could change the impact of environmental regulations on the input and output of inter-industry factors, and the comprehensive effects of both input and output will affect the level of GTFP. (2) The curve of the direct impact of environmental regulations on GTFP is in an inverted “U” shape. However, the production factor allocation ratio can “reverse” the inhibitory effect of high-intensity regulations on GTFP. (3) The capital factor has a greater impact on the regulatory effect, but the labor factor has a more lasting impact on the regulatory effect. High-strength environmental regulations can enhance manufacturers’ preference for human capital. Therefore, formulating environmental regulatory policies oriented to improve the ratio of factor allocation, mixing different types of regulatory policies, and increasing investment in human capital are all conducive to accelerating the transformation and upgrading of China’s industrial structure and achieving high-quality development of the industrial economy.

With the increase in labor costs in China and the tremendous changes in the international trade environment, upgrading the total factor productivity of Chinese furniture export enterprises faces a great challenge. Lots of studies have explored the interaction of exports or misallocation on the total factor productivity (TFP) of furniture enterprises, however, there is little knowledge on the impact and interaction of both exports and misallocation on the TFP. Based on panel data of Chinese furniture enterprises, this paper measures the TFP and the distortion of labor and capital resources in Chinese furniture enterprises. A two-way fixed-effects model is used to analyze the impact of exports and misallocation on the TFP of Chinese furniture enterprises. The paper reveals several important findings. First, the TFP of Chinese furniture export enterprises is lower than that of non-export enterprises, this phenomenon is called the “export–productivity paradox”. Chinese furniture export enterprises are processing trade-oriented and labor-intensive enterprises at the low end of the value chain, exports have a negative effect on improving the TFP of furniture enterprises in the short term. Second, the distortion of labor and capital resources in Chinese furniture enterprises promotes improvements to the TFP of furniture enterprises rather than reducing the TFP of furniture enterprises. Last but not the least, we find that misallocation has a positive moderating effect on exports and can weaken the negative impact of exports on TFP by the “forced mechanism”, which is that the higher the distortion of the misallocation, the higher the cost of acquiring capital and labor, and enterprises are forced to enhance their productivity when facing market competition, thus promoting improvements to the TFP of furniture enterprises.

This paper is the first to systematically review the theoretical mechanisms of environmental regulation and trade comparative advantage that affect the green transformation and upgrading of the manufacturing industry. On this basis, corresponding hypotheses are put forward. The non-radial and non-angle SBM (slacks-based measure) efficiency measurement model with undesirable outputs was used, combined with the use of the ML (green total factor productivity index) productivity index to measure green total factor productivity. Finally, the theoretical hypothesis was empirically tested using data from 27 manufacturing industries in China from 2005 to 2017. The results show the following: (1) There is a significant inverted U-shaped curve relationship between environmental regulation and the transformation of the manufacturing industry. In other words, as environmental regulation increases, its impact on the transformation and upgrading of the manufacturing industry is first promoted and then suppressed. (2) When there are no environmental regulations, the trade comparative advantage of the manufacturing industry is not conducive to industrial transformation. However, under the constraints of environmental regulations, the comparative advantage of trade will significantly promote the green transformation and upgrading of manufacturing. Therefore, in order to effectively promote transformation and upgrading of the manufacturing, this paper proposes the following policy recommendations: (1) The Chinese government should pay more attention to the impact of environmental regulation intensity on the transformation of manufacturing industries, further increase the intensity of environmental regulation within the reasonable range, and fully exert the positive effects of environmental regulation on the trade patterns and manufacturing industry transformation. (2) We should further optimize the structure of trade, realize the diversification of manufacturing import and export, and promote its transformation into high-end manufacturing. On this basis, green production technology in the manufacturing industry can be improved through the technology spillover effect. (3) Efforts should be made to improve the level of collaborative development between environmental regulation and trade patterns and to explore the transformation path of the manufacturing industry with the integration of environmental regulation and trade patterns.

The impact of capital deepening on total factor productivity (TFP) is a significant and controversial issue. Based on the calculation of relevant indicators, this study adopts a Bayesian time-varying parameter model, Bayesian quantile regression, and adaptive Bayesian quantile models for in-depth statistical analysis. TFP was found to have a complex non-linear structure, and physical and human capital deepening indicators show a significant upward trend. The deepening of physical capital has a negative impact on TFP, while the deepening of human capital has a positive impact. In the capital deepening structure, the level of TFP has been improved and its structure optimized. Primary human and non-production physical capital deepening has no significant effect on TFP, while secondary human capital deepening has some significant effects on TFP. Tertiary and productive human capital deepening of TFP present two different forms of significant effect: the influence coefficient of the former declines in the increasing quantile and the change is larger, while the latter has a stable negative impact. The results of this study provide insights in terms of the improvement of China’s productivity.

Under the constraints of resources and the environment, exploring the channels to improve the quality of China’s economy is very important for China’s current sustainable development. Therefore, this paper studies whether innovation can improve the quality of China’s economy and explore the path of sustainable development from the perspective of the city. Based on the Malmquist–Luenberger index and DEA-Malmquist index, this paper, respectively, measures the green total factor productivity (GTFP) and total factor productivity (TFP) of 193 cities in China. On the basis of obtaining the GTFP, TFP, and various pollutant emissions of 193 cities, this paper selects environmental regulations as the threshold variable and the number of urban patents as the explanatory variable to measure the level of urban innovation. On this basis, we examine the impact of innovation quality on economic quality and environmental pollution under different environmental regulatory intensities. The research results show that the impact of innovation on GTFP and TFP under different environmental regulations is always positive, but the impact coefficient and significance level vary. In addition, the impact of innovation on SO2 emissions under different environmental regulations has also changed. With the increase of environmental regulations, the effect of reducing emissions is gradually significant. The conclusion of this paper better interprets the development of TFP and GTFP under the innovation-driven strategy, provides a decision-making basis for departments at all levels to formulate innovation support policies, and explores the path of sustainable development.

The environmental and resource constraints on economic growth are increasingly evident. China urgently needs to reshape its economic growth momentum. The increase in green total factor productivity is particularly necessary for the growth of the quantity and quality of the economy. This paper selects the provincial panel data of 30 provinces in China from 2001 to 2015, and establishes a panel exchangeable errors model to analyze the impact of eight indicators on green total factor productivity (GTFP) and verifies its effectiveness. Empirical analysis shows that inter-provincial government competition, environmental regulation, energy consumption, and capital stock have a significant impact on green total factor productivity. The influence of foreign direct investment, industrial structure, and industrialization level on the total factor productivity of green is not significant. Therefore, the government should adopt suitable, flexible and diverse environmental regulation policies, promote energy-saving emission reduction and technology innovations through policies such as taxes and subsidies, strengthen the linkage mechanism between industrial structure upgrading and energy efficiency, to increase green total factor productivity.

Improvement of green total factor productivity (GTFP) through environmental regulation is of great practical significance in promoting the high-quality development of urban economies. Based on panel data for 163 cities in China from 2003 to 2016, five indicators were selected to quantify the effects of environmental regulation: the SO2 removal rate, smoke and dust removal rate, solid waste utilization rate, domestic sewage treatment rate, and waste harmless treatment rate. This study evaluated the impact of environmental regulation on urban GTFP, and analyzed the threshold effect of urban economic development levels. The research results showed that the impact of environmental regulations on GTFP changed as the level of urban economic development increases. When the economic development level was low, environmental regulation had a significant positive effect on GTFP, especially the SO2 removal rate. When the economy developed to reach a medium level, the impact of environmental regulation on GTFP was negative. When the economic development level was high, the SO2 removal rate still had a significant positive impact on GTFP. The solid waste utilization rate had a significant negative impact on GTFP. It was concluded that the government should consider the local economic development level when formulating environmental regulation policies.

In terms of the development of the manufacturing industry, the Chinese government has carried out environmental regulations and set up production standards for related industries. This is an environmentally-friendly and economic action, which is also in line with the requirements of building a green economy for China. Meanwhile, whether from the micro regulatory measures or the macro government policies, carbon emission is an inevitable problem in the study of environmental problems. This paper will explore the impact of environmental regulation on the green economy based on carbon emissions and study the optimal environment regulation intensity that relates to a direct carbon footprint under the maximum green economic benefits. A SBM-MALMQUIST model is established to measure the green total factor productivity according to 27 Chinese manufacturing industries through the MAXDEA software. It is found that the intensity of environmental regulation has a significant impact on green total factor productivity, and direct carbon footprint also exhibits a partial intermediary effect, participating in the mechanism that affects green total factor productivity. Combined with the industrial characteristics and the above research results, this paper puts forward the adjustment strategy of reasonable environmental regulation for the manufacturing industry, which conforms to the national policy guidance, and will be beneficial in promoting the economic development of the green manufacturing industry.
