Ethiopia’s food supply and economy in general is largely dependent on rain-fed agriculture. Hence, irrigation development is vital to minimize the risk of crop failure and sustain agricultural production. The purpose of this review was to collect published and unpublished information from relevant sources and then review and synthesize key information on the trends and status of irrigation development and challenges threatening its implementation and sustainability. Historically, traditional irrigation based on farmers’ own initiative and indigenous knowledge has been practiced in Ethiopia for over 2000 years. However, well-planned, government-funded medium and large-scale irrigation development started only three decades ago. Specifically, significant progresses have been registered during the implementation of two consecutive five-year plans, the “Growth and Transformation Plans”. Currently, the total area equipped for irrigation has reached some 3.07 million hectares. However, the actual area irrigated is lower than this figure. The challenges facing the irrigation sector are related to study and design, construction or implementation, irrigation management, and lack of other support services such as extension, input services, and market. While the expansion of irrigation is still important, the poor performances and operational management of existing irrigation schemes needs to be given equal attention. As many of the problems are related to capacity and capability limitations, there is an urgent need for institutional and capacity development for the irrigation sector.

The objective of the paper is to analyze performance, problems and solutions of small irrigation systems in Indonesia, including small irrigation concepts and understanding, small irrigation performance and development, small irrigation development policies, factors affecting smallscale irrigation development, investments, and prospects. The paper also compares various performances, problems and solutions of small irrigation systems in other countries. Small scale irrigation performance is often better than large-scale irrigation, in the sense of water availability throughout the year and equitable water distribution for all service areas

Subak as an irrigation system in Bali is estimated to have existed before the IX century and up to now subak has consistently maintained the continuity of traditional irrigation management and operation of the irrigation system. Subak is a socio-agrarian and religious based on the philosophy of Tri Hita Karana rooted in Hindu philosophy. The challenge of subak in general is that the shrinking of the subak area, the farmers are unable to achieve a decent living, the age of the farmers is over 40 years, the financial burden that farmers bear in doing subak activities is very heavy. The condition is also very much felt in the city of Denpasar as the capital of the province of Bali. The Government has determined to preserve subak as a cultural heritage to realize Denpasar as a Heritage City. The conservation effort is carried out through: maintaining the subak area through local regulations as green open space (RTHK), providing various assistance such as: exempting subak areas from taxes and providing insurance assistance in case of crop failure, assistance for ritual implementation, irrigation channel repair assistance, production facilities, agricultural equipment assistance, incentives for subak managers, providing assistance in realizing subak as ecotourism, plan to provide scholarships for the children of subak farmers.

Sistem irigasi kecil dengan luas oncoran kurang dari 500 ha merupakan tulang punggung ketahanan pangan keluarga yang pada gilirannya bermuara pada ketahanan pangan tingkat nasional. Kerusakan jaringan sistem irigasi akan mengancam peningkatan produksi pangan. Di masa yang akan datang, infrastruktur irigasi harus dikelola secara lebih baik agar sektor pertanian dapat mewujudkan diversifikasi pertanian, semakin luasnya konservasi sistem irigasi, serta kearifan lokal dan modal sosial dalam pengelolaan irigasi dapat terpelihara. Tulisan ini bertujuan menganalisis kinerja, masalah dan solusi sistem irigasi kecil di Indonesia, termasuk konsep dan pengertian irigasi kecil, kinerja dan perkembangan irigasi kecil, kebijakan pengembangan irigasi kecil, faktor-faktor yang mempengaruhi pengembangan investasi irigasi kecil, dan prospek pengembangan irigasi kecil. Dalam tulisan ini juga dibandingkan berbagai kinerja, masalah dan solusi dari sistem irigasi kecil di negera-negara lain. Kinerja irigasi kecil seringkali lebih baik dari irigasi skala besar, dalam arti ketersediaan air sepanjang tahun dan terdapat keadilan pembagian air untuk seluruh wilayah oncorannya.</p>

In Vietnam, the construction of hydropower projects has contributed significantly in the cause of industrialization and modernization of the country. The place where hydropower projects are built is mostly inhabited by ethnic minorities - communities that rely primarily on land, a very important source of livelihood security. In the context of the lack of common productive land in resettlement areas, the orientation for agricultural production is to promote indigenous knowledge combined with increasing scientific and technical application; shifting from small-scale production practices to large-scale commodity production. However, the research results of this article show that many obstacles in the transition process are being posed such as limitations on natural resources, traditional production thinking or the suitability and effectiveness of scientific - technical application models. When agricultural production does not ensure food security, a number of implications for people’s lives are increasingly evident, such as poverty, preserving cultural identity, social relations and resource protection. Since then, it has set the role of the State in researching and building appropriate agricultural production models to exploit local strengths and ensure sustainability.

AbstractWithin the scope of the new Common Agricultural Policy of the European Union, in coherence with other EU policies, new incentives are developed for farmers to deploy practices that are beneficial for climate, water, soil, air, and biodiversity. Such practices include establishment of multifunctional biomass production systems, designed to reduce environmental impacts while providing biomass for food, feed, bioenergy, and other biobased products. Here, we model three scenarios of large-scale deployment for two such systems, riparian buffers and windbreaks, across over 81,000 landscapes in Europe, and quantify the corresponding areas, biomass output, and environmental benefits. The results show that these systems can effectively reduce nitrogen emissions to water and soil loss by wind erosion, while simultaneously providing substantial environmental co-benefits, having limited negative effects on current agricultural production. This kind of beneficial land-use change using strategic perennialization is important for meeting environmental objectives while advancing towards a sustainable bioeconomy.

The Ghana Irrigation Development Authority (GIDA) is a public sector organization established to promote agricultural growth through the provision of irrigation infrastructure and other agricultural water management techniques. Irrigated agriculture in Ghana is categorized into formal, informal or smallholder and large-scale commercial irrigation. Over the years, irrigation development in the country has been faced with a number of challenges, which necessitated the development of the National Irrigation Policy, Strategies and Regulatory Measures and the Ghana Agricultural Water Management Pre-Investment Reform Action Framework. A number of factors affecting irrigation development in the country include lack of capital, commitment by successive governments, cost of energy, access to land and credit, lack of technical know-how and encroachment, among others. Analysis of budget provided by government for public irrigation development was carried out using simple linear regression. Results indicate a bright prospect of irrigation development, with reforms under implementation. A minimum of GHS 633.43 million is required for release into the sub-sector by government together with investments from private sector in the next ten years to shift the balance towards positive growth. To solve the problem of inadequate funding of the sub-sector activities, it is recommended that the GIDA collaborates with Development Partners to fund projects and activities in line with their objectives. GIDA should develop effective programmes for building capacity of contractors involved in development of infrastructure. GIDA should deepen its collaboration with private investors under PPPs and convert electric and diesel/petrol powered irrigation pumps to solar powered ones.

Oriental philosophers have given top priority to food for orderly state affairs as well as personal wellbeing. In past, Nepal had a strong agricultural economy based on indigenous Farmer Managed Irrigation System (FMIS). State policy helped promote these systems. But contemporary Nepal opted for state control on irrigation water by building large scale public irrigation systems. In the last 43 years of planned development (1957-2002), the government has spent 70% of US$1.3 billion on these systems, covering 30% of the irrigated area in the country; the remaining 70% is with the FMIS. Despite the investment, these systems neither promoted themselves as an enterprise nor helped enhance agricultural productivity leading to social insecurity. This social insecurity is reflected in the country's increasing import of food, mass workforce exodus for employment abroad, and added socio-economic vulnerability due to climate change.Donor and government recommendations centered on (i) expansion of irrigated area, (ii) irrigation management transfer, and (iii) agriculture extension seem to have failed in Nepal. These failures asked for alternative institutional development solutions, whereas public irrigation systems are (i) localized to establish system's operational autonomy with ownership and governance, (ii) treated as a rich resource-base with water, land and labor, and (iii) recognized as cooperative enterprise of local stakeholders by law with authorities to enter into joint actions with relevant partners for promoting commercialization and environmental quality of irrigated agriculture.DOI: http://dx.doi.org/10.3126/hn.v11i1.7223 Hydro Nepal Special Issue: Conference Proceedings 2012 pp.95-99

Современная трансформация сельскохозяйственного производства, обусловленная переходом к цифровым технологиям и масштабным обновлением материальнотехнической базы, влечет за собой необходимость разработки научно обоснованной методики планирования потребности аграрного производства в рабочей силе и ее адаптации к новым вызовам. Статья посвящена разработке методики планирования кадрового потенциала аграрного сектора экономики в условиях цифровых технологий. Разработан алгоритм планирования кадровой потребности отрасли на среднесрочную перспективу. Ключевыми показателями плановой работы по определению потребности в кадровом обеспечении согласно методике должны выступить контрольные цифры приема в образовательные учреждения и создание условий по обеспечению трудоустройства выпускников. С целью обоснования прогноза ежегодной дополнительной потребности аграрного сектора экономики в кадрах предложен расчетно-аналитический инструментарий с применением технологий стратегического форсайтинга, который позволяет в условиях формирования аграрной экономики инновационного типа сформировать новую парадигму прогнозирования кадровой потребности для сельскохозяйственного производства, демонстрирующую переход от сценарного (вариативного) подхода к подходу «тройная спираль». Подход «тройная спираль» не только позволит прогнозировать качественную динамику кадрового потенциала сельского хозяйства, учитывающую изменение условий труда, тенденции масштабной модернизации производственных фондов, применение современных технологий, достигнув максимального соответствия между ресурсным потенциалом отрасли и ее ежегодными кадровыми потребностями, но и будет способствовать созданию системы объективного государственного регулирования общего профессионального и дополнительного аграрного образования на региональном уровне. Практическая значимость исследования заключается в разработке организационно-экономического механизма государственного регулирования вопроса кадрового обеспечения на основе проектных методов управления в сельском хозяйстве, позволяющего сбалансировать ситуацию на аграрном рынке труда. The modern transformation of agricultural production, due to the transition to digital technologies and large-scale modernization of the material and technical base, entails the need to develop a scientifically based methodology for planning the needs of agricultural production in the labor force and its adaptation to new challenges. The article is devoted to the development of a methodology for planning the personnel potential of the agricultural sector of the economy in the context of digital technologies. An algorithm for planning the personnel needs of the industry for the medium-term perspective has been developed. The key indicators of the planned work to determine the need for personnel support according to the methodology should be the control figures for admission to educational institutions and the creation of conditions for ensuring the employment of graduates. In order to justify the forecast of the annual additional demand for personnel in the agricultural sector of the economy, a calculation and analytical tool is proposed with the use of strategic foresight technologies, which allows, in the conditions of the formation of an innovative agricultural economy, to form a new paradigm for predicting the personnel need for agricultural production, demonstrating the transition from a scenario (variable) approach to the «triple helix» approach. The «Triple Helix» approach will not only predict the qualitative dynamics of the human resource potential of agriculture, taking into account changes in working conditions, trends in large-scale modernization of production assets, the use of modern technologies, achieving maximum compliance between the resource potential of the industry and its annual human resource needs, but will also contribute to the creation of a system of objective state regulation of general professional and additional agricultural education at the regional level. The practical significance of the study lies in the development of an organizational and economic mechanism for state regulation of the issue of labor security on the basis of project management methods in agriculture, which allows to balance the situation in the agricultural labor market.

Violence against children (VAC) is a serious problem with many millions of children being affected globally with serious health, social, and economic consequences. WHO has published an evidence-based framework (INSPIRE: Seven strategies to end Violence against Children), suggesting that prevention and effective response to VAC can be achieved through strategies directed at changing and modulating certain determinants. INSPIRE identifies 1) implementation of laws, 2) changing norms & values, 3) safe environments, 4) parent and caregiver support, 5) income and economic strengthening, 6) response and support services, and 7) education & life skills as areas where efforts can yield maximum impact. Our objective was to review the literature on available resources in the capital of Pakistan (Islamabad Capital City) to establish current state of affairs in terms of prevention and response to VAC. Resources for prevention and response to VAC according to the INSPIRE framework are discussed. We have found that laws are mostly ambiguous, implementation is rare; norms promote early and arranged marriages for girls, allow corporal punishment and child labor, shun all dialogue around sex and sexuality, and overtly prefer male offspring; many children live and work on the street; no large-scale programmes for parent and caregiver support to improve prevention and response to VAC were found; some income support programmes exist but they are unlikely to be organized or integrated with other services; some response and support services were found from both the public and private sectors, yet their effectiveness has not been established; life skill programmes are announced but even among the expensive private schools, only a few teach life skills. Although estimated to be high, there is no official data available on VAC, therefore the quantum of the problem cannot be ascertained. All relevant sectors will have to collaborate to bring about meaningful progress in child protection, prevention of VAC, and wellbeing of children. Preventive interventions and trauma-informed care by the health-sector are urgent needs. Formation of a central body for children’s affairs can ensure exclusive budget allocation to address child-specific issues, co-operation and collaboration from all concerned, and community and stakeholder participation. A comprehensive information system, effective large-scale interventions, and context-specific research are required to improve the state of available resources.
