The COVID-19 pandemic has had a major impact on global social and economic development, including the transport sector. To prevent the spread of COVID-19, individual states had to take radical measures, including the closure of schools, offices, and businesses. At present, an extraordinary situation persists in the Slovak Republic in connection to the COVID-19 pandemic, which continues to influence the behavior and decisions of passengers when using public passenger transport. Anti-pandemic measures in the Slovak Republic were reflected in a decrease in the mobility of the population in public passenger transport; the change in mobility manifested to different extents in individual regions of the Slovak Republic. Our research at the regional level is focused on the Žilina self-governing region. The net impact of the COVID-19 pandemic in 2020 was clear through a year-on-year decrease in the number of total passenger transport systems for suburban bus transport (SBT) in ŽSK by 40.2% in March, in April by 70.0%, and in May by 60. 2%. There was a more significant decrease in the number of passengers in the first wave of the pandemic in the first half of 2020 than during the second wave of the pandemic in the second half of 2020. The decrease in demand was most pronounced in April 2020 in pupils and students aged 15 years (−89.3%), in children under 6 years (−85.7%), and in seniors over 65 (−80.0%). A time series of past demand for SBT in the Žilina self-governing region, including data from the pandemic period used for forecasts of single-criteria, reduced the reliability of estimated future values of demand. Estimated future demand values are an important part of SBT’s transport service plans for ensuring an adequate supply of transport services in order to maintain demand.

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

In recent years a trend of increasing individual car transport is seen in the traffic at the expense of public passenger transport. This adverse development has negative effects on the environment and human health as well. This manuscript aims to prove the declining demand for bus transport in individual self-governing regions in the Slovak Republic and at the same time the increase in the share of individual car transport. The increase in individual car transport has, above all, a negative impact on passenger demand for ordinary fares, as the population has the choice of using the services of a particular operator or their own passenger car to make their journeys. From the side of government or individual self-governing regions as contracting authority of transport services must be an effort to reverse this unfavorable situation, as the number of registered passenger cars is one of the important factors that affects the demand for suburban bus transport. The authorities can support suburban bus transport in front of the individual car transport through strategic documents such as „Strategic plan for the development of public passenger transport”.

In free market conditions, if public passenger transport services are commercially unprofitable, there will be no interest for transport companies to perform them. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. Within this study, the optimal approach to assigning a PSC contract to transport companies for performing the PSO in integrated and regular public passenger transport systems is determined. A novel model, presented in this paper, can help national, regional and local authorities to choose and determine the way and level of PSCs for conducting the public transport of passengers and establishing a sustainable public passenger transport system.

Abstract Planning the extent of transport services within a selected territory is a topical issue especially in the context of developing integrated transport systems. The objective of this research study is to design a sustainable system of public passenger transport that would be an alternative to expanding individual transport. The implementation of a quality and efficient transport service is a relatively complex process, since, currently, there are no generally applicable principles for its design. This manuscript presents general results of research aimed at solving the problem of transport service within a selected territory issue with a focus on rail transport as an efficient transport system representing a backbone of a transport system. The subject of the investigation is to compile a set of factors affecting the design of the transport concept. The output of the manuscript consists in a proposal of a generally applicable procedure including a calculation of transport potential and characteristics of the inputs. Subsequently, based on the resulting values, it will be possible to determine the extent of the transport services provided by rail transport in any territory, which will contribute to a more efficient and high quality theoretical graph of train running.

Generally, international passenger transport is exempt from the value added tax, in the case of air transport. International road passenger transport is however liable to taxation. However, the Council Directive on Value Added Tax contains a number of variations in the frame of the taxation of international passenger transport both for the states that joined the Community after January 1, 1978 and also for countries that were members of the Community on January 1, 1978. The international passenger transport is therefore rather problematic field due to a number of exceptions for individual Member States. It is on the providers or recipients of transport services to inform correctly about the taxation of international road transport and to pay properly the tax. The aim of the article is to evaluate the possibilities of the taxation of international passenger transport in the Czech Republic, Austria, Slovak Republic, Germany and Poland and to determine how the taxation of international passenger transport affects the tax liability and price of travel services provided in this country. From the comparative analysis it is evident that the tax paid abroad should be included in the total price of the purchased service. Based on the comparative analysis there will be a proposal for the taxation of international passenger transport so that the tax collection in the monitored countries would be simplified. The proposal recommends to unify an approach during the taxation of international passenger transport for all Member States of the European Union in order to reduce administrative costs on the part of the governments and individual entities.

Peculiarities of transport services for the transportation of passengers, which must be taken into account when creating logistics models for organizing and managing passenger flows, are considered. Need of cost reduction of time of passengers for transport service is proved. The conclusion is drawn on need of the effective transport system creation, for the purpose of observance of intervals of the movement of buses on routes. The possibility of use of architectural approximations classes for the solution of transport logistics problems is analysed. The methods used for solving transport problems where the most widespread is modeling and algorithmization of the determined task formulation strategy with use of a classical algorithm of mathematical programming are considered. The prospects of a meta-heuristic method use is a genetic algorithm for the solution of tasks of the control of city passenger transport adapted to objective conditions are proved. The main features of genetic algorithms consisting in an opportunity by optimization to use criterion function and to consider the necessary number of restrictions are defined. The structure of a chromosome which represents the coded option of the movement of the bus in real time depending on a road situation is received.

AbstractThe article presents a heuristic optimization approach to select a suitable transport connection in the framework of a city public transport. This methodology was applied on a part of the public transport in Košice, because it is the second largest city in the Slovak Republic and its network of the public transport creates a complex transport system, which consists of three different transport modes, namely from the bus transport, tram transport and trolley-bus transport. This solution focused on examining the individual transport services and their interconnection in relevant interchange points.

The paper deals with the study of the impact of regular air passenger transport on international long-distance regular bus transport in the Slovak Republic. The comparative period is 2017 (2018) with 2008. The issue is also related to the issue of the use of Slovakian airports for regular air transport after the Slovak Republic entered the European Union in 2004. According to the results of the 2008 survey, both modes of transport have significantly affected the economic crisis. The development of low-cost airlines also affected the decrease in the number of issued transport licenses in 2018 compared to 2008 in international regular bus transport.

Progressive changes, dynamic business environment become a constant of life in several economics spheres, including the Lithuanian freight transport service sector. Lithuanian freight transport services are characterized as sector acting on the terms of high rivalry. The aim of this article is to analyse the competitiveness of the Lithuanian freight transport sector in the context of the European Union. The competitive theoretical background, estimation of competitiveness of freight transport services are analysed. The competitive analysis of the sector through the Porter’s model of five forces and internal characteristics of the enterprise defining the Lithuanian freight transport sector in terms of size and specialization is carried out. The methods of the research are systematics and a comparative analysis of scientific literature, quantitative research based on freight transport organisation survey. An empirical survey in which 349 freight transport service enterprises were examined allowed to reveal and estimate the most important factors influencing the competition intensity and the main firm-level factors that influence the companies’ competitiveness in the economic sector.

This paper analyses and evaluates major characteristics of transport services relevant for the organization of fast inter-city lines in maritime passenger transport. Service characteristics that have been subjected to research and assessment include: 1) individual travel costs, 2) travel duration, 3) travel safety, 4) social costs of transport, 5) ability to create a traffic service and 6) other elements of the traffic service. Using descriptive statistics and growth matrix, the analysis reveals that the Ability to create a traffic service and Travel duration, both having direct growth rates of 75 %, will have the largest impact on the establishment of fast inter-city sea-borne lines, followed by the Social costs of transport with the direct growth rate of 68.42 %. The impact of other transport service characteristics on the organization of fast inter-city lines in maritime passenger transport is estimated as moderate.
