By the establishment of science parks, Taiwan has achieved the ability to form high-tech industrial clusters and provided an environment for sustainable industrial development. This study analyzes the sustainable development strategy of the Central Taiwan Science Park (hereafter CTSP). The questions addressed here include: (1) What is the concept of sustainable development in the CTSP? and (2) How does the research respond to the debate on the significance of the CTSP? The research data have been collected using interviews and observation. According to the literature, eight criteria are identified and set up as a framework to code and analyze the data: “natural resources, accessibility regulatory regime, market demand, development level, proximity condition, parcel conditions, and financial compensation”. The framework is then used for evaluating the sustainability of science parks in the light of 17 core goals proposed by the United Nations as Sustainable Development Goals/SDGs for the world. Evaluation of these core goals in the CTSP development revealed the successful transformation of Taiwan’s political and economic structure. In this study, the analysis of the sustainable development generated by the science parks indicates Taiwan’s transition from state leadership (strong state, weak society) to state guidance (strong state, strong society). However, despite its contribution to the long-term development of Taiwan’s economy, the CTSP development has been accompanied by environmental downsides, risking the sustainability goals. In conclusion, the state’s role in making CTSP successful and sustainable, the determining role of regulatory regimes, and moving from state leadership to state guidance are emphasized.

In the last three decades of rapid economic growth since the reform and opening-up, the traditional manufacturing mode of “high investment, high consumption, high pollution” along with unilateral pursuit of fast-growth of GDP makes resources and environmental problems emerged. Via high-tech, remanufacturing industry which is based on circular economy revitalizes waste products, dramatically improves the efficiency of resources utilization and reduces pollution in the manufacturing process, leading the transformation of economic development pattern. It is a kind of promising strategical industry in the sustainable development of regional economy. With the guidance of industrial cluster theory, it will create a new growth pole for regional economic development through vigorously developing remanufacturing industry, forming industrial clusters and remanufacturing industrial zones with regional and industrial characteristics and perfecting relevant laws and regulations and strengthening the industrial chain.


The purpose of the article is to consider the theoretical foundations, applied aspects, concepts and goals of sustainable development, as well as the study of factors and threats to the sustainable development of Pridnestrovie. Main material. The authors conducted a brief analysis of the main stages of introducing the conceptual apparatus used to assess the degree of world stability as a whole, regions and countries. Various approaches to defining the essence of sustainable development are considered. The author gives an extended interpretation of the "sustainable development" concept, which assumes that it is determined not only by environmental and economic aspects, but also has political, military, informational and other components. Groups and particular examples of indicators that characterize the degree of sustainable development are given. A list of factors that directly or indirectly affect the sustainability of countries and regions has been compiled and analyzed. Hierarchical levels of research on sustainable development issues are highlighted. Emphasis is placed on the study of the features of ensuring sustainable development of regions. Didactic aspects of studying the problems and mechanisms of ensuring sustainable development in educational institutions of different hierarchical levels are also considered. The applied aspects reflected in the article include assessment and analysis of a number of indicators reflecting development sustainability of the Transnistrian region of post-Soviet Moldova. Retrospective, modern and long-term threats to the sustainable development of the Transnistrian region are identified. Conclusions and further research. Some tools (measures) to ensure long-term sustainable development in the context of globalization and high turbulence of the international environment are proposed. Tools aimed at increasing the sustainability of the territorial units’ development of Pridnestrovie, the following are proposed: - diversification and growth of industrialization of economic systems; - preferential support for the development of high-tech material and energy-saving industries; - differentiation minimization of financial and property stratification of the population; - implementation of environmental standards and environmental management (ISO 14000) in industrial enterprises.

Science parks were envisioned as an economic development institution from their inception, designed to provide employment that is particularly geared toward a highly educated labor force. Funds generally come from government sources at the early stage. The intention of science park development is to jump-start businesses that could benefit from research generated by a nearby university or research institution. This chapter reviews the development of science parks and high-technology zones in China with a focus on their impact on regional and national innovation. Discussion includes the industrial and technological focus of such zones, the relevance of specialization, and issues of effective implementation.

In this study, we use a triple bottom-line concept including economic, social and environmental performance as the sustainable development performance evaluation categories for companies. Moreover, an integrated model based on grey relational analysis, decision-making trial and evaluation laboratory, analytic network process and the technique for order preference by similarity to ideal solution is proposed for solving a corporate sustainability performance evaluation and ranking problem. In order to verify the proposed model, we adopt 34 high-tech listed companies in Taiwan as the research object to measure companies’ sustainable development performance and ranking in 2013. The results can be used as an important basis for management decision-making, and can also serve as reference for banks and investors when developing investment strategy.

Artificial Intelligence (AI) will not just change our lives but bring about revolutionary transformation. AI can augment efficiencies of good and bad things and thus has been considered both an opportunity and risk for the sustainable development of humans. This study designed a survey to collect 1018 samples of educated people with access to the internet in Taiwan regarding their perceptions of AI and its connections to the Sustainable Development Goals (SDGs). The respondents showed high confidence in their AI knowledge. They had a very positive attitude toward AI but at the same time thought AI was risky. In general, people in Taiwan could be “rational optimists” regarding AI. We also examined how people think of the linkages between AI and the SDGs and found that SDG 4, SDG 9, and SDG 3 had the highest “synergy” and lowest rates of “trade-off”. Significant differences for some key questions were also identified concerning the demographic variables such as gender, age, education, and college major. According to the data analysis, education played as the base to construct a sustainable AI-aided town with an embedded innovative circular economy and high-quality water and energy services, making the residents live healthier lives. The findings of this study can be referred to when the perceptions of AI and sustainability issues are of interest for an emerging high-tech economy such as Taiwan and other Asian countries.

Science parks have played an important role in promoting innovation, entrepreneur‐ship, growth of knowledge‐based companies and in turn economic growth within their regions. In this paper, an evaluation system for measuring innovation capability for science parks has been developed, including Innovation Organization Sub‐System (IOSS, mainly for high‐tech firms), Innovation Support Sub‐System (ISSS, e.g., technology intermediaries) and Innovation Environmental Sub‐Systems (IESS). Based on the empirical study on Qingdao Science Park (1994–2008), this paper has demonstrated the use of the system for evaluation and measurement of innovation capabilities for a science park. The findings reveal that the evolution law explained by the evaluation system fitted with three components is consistent with the actual evolution process of the Qingdao Science Park. It confirms that this evaluation system bears a good explanatory power for the development of Science Park. In addition, recommendations to improve the capabilities of continuous innovation for science parks are also given. Santrauka Mokslo ir technologijų parkai yra labai svarbūs diegiant naujovęs, skatinant verslumą ir žiniomis gristų bendrovių augima. Tai savo ruožtų skatina ekonominį regionų augimą. Šiame straipsnyje aprašoma sukurta mokslo ir technologiju parkų inovacinio pajėgumo įvertinimo sistema, kurioje yra organizacijos inovacijų posistemis (skirtas daugiausia aukštųjų technologijų įmonėms), inovacijų paramos posistemis (skirtas, pavyzdžiui, technologijų platintojams) ir inovacijų aplinkos posistemis. Minėta įvertinimo sistema buvo pritaikyta remiantis Qingdao mokslo ir technologijų parko (1994–2008) empirine tyrimo studija. Išvados rodo, kad inovacinio pajėgumo tyrimo įvertinimo sistema pagal tris komponentus atitinka faktine Qingdao mokslo ir technologijų parko raidą. Tai patvirtina įvertinimo sistemos naudingumą vertinant mokslo ir technologijų parkų plėtra. Straipsnyje pateikiamos rekomendacijos, kaip pagerinti naujovių diegimą mokslo ir technologijų parkuose.

Modern urban planning educational trend defines the sustainable development of smart cities as one of the most dynamic areas of city policies around the world. A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.

AbstractScience park developments have become ubiquitous in China and India in recent decades as both countries integrate further into the global economy. These exclusive high-tech spaces prioritize the partnership between industry, research and the government as a desirable mode of urbanization, economic growth and knowledge production. Contrary to the older form of industrial zone associated with big science and big industry for national mobilization during the Cold War, contemporary science parks constitute a network of global spaces that are designed to facilitate the circulation of technology, personnel and capital in the neo-liberal world. Similarly, science parks are closely linked to innovation, entrepreneurship and social exclusion rather than the collective social betterment. As utopian machines for the privileged, these exclusive spaces are about consumption, desire, hedging and speculation as much as about science, research and production.
