Measuring and monitoring sustainability plays an essential role in impact assessment of global changes and development. Multi-criteria decision-making (MCDM) represents a reliable and adequate technique for assessing sustainability, especially in the field of municipal buildings management, where numerous parameters and criteria are involved. This study presents an MCDM model for the sustainable decision-making, tailored to municipal residential buildings facilities management. The main outcome of this research concerned normalized and weighted decision-making matrixes, based on the complex proportion assessment (COPRAS) and weighted aggregated sum product assessment (WASPAS) methods, applied for ranking investment alternatives related to the management of the buildings. The delivered model was applied to 20 municipal buildings of Kaunas city municipality, located in Lithuania, which an EU member state employing practices and regulations in accordance with the EU acquis, as well as a former Soviet Republic. The proposed model aspires to enhance sustainability practices in the management of municipal buildings and to demonstrate a solid tool that will allow informed decision-making in the building management sector.

Since 2002, the Energy Performance of Buildings Directive (EPBD) has set up the path to improve the efficiency gains in the EU building sector, including measures that should accelerate the rate of building renovation towards more energy efficient systems. Under the 2010 EPBD, all EU countries have established independent energy performance certification systems supported by independent mechanisms of control and verification. The EU directive 2018/844 has introduced different novelties and one of these regards the possibility for the Member States, together with the Long-Term Renovation Strategies (LTRS), to introduce an optional Building Renovation Passport Article 2a.1(c), considered as an empowering document that gives more reliable and independent information on the potential for energy savings that is tied up in their buildings. On 14 October 2020, the European Commission launched its Communication and Strategy on the Renovation Wave initiative, intending to double the current Europe’s renovation rate to make the continent carbon neutral by 2050. However, current practices and tools of energy performance assessment and certification applied across Europe face several challenges. In this context, the ALDREN project is a methodological framework that aims to support decision-making and investment in deep energy renovation of nonresidential buildings, based on a set of procedures (modules) that consist in the step-by-step implementation of protocols to assess the energy performance, indoor environmental quality, and financial value of buildings, before and after the energy renovation. The paper presents the ALDREN overall procedure with a focus on the development of the Building Renovation Passport and its application to an Italian office building.

Intuitionistic fuzzy preference relations (IFPRs) have the natural ability to reflect the positive, the negative and the non-determinative judgements of decision makers. A decision making model is proposed by considering the inherent property of IFPRs in this study, where the main novelty comes with the introduction of the concept of additive approximate consistency. First, the consistency definitions of IFPRs are reviewed and the underlying ideas are analyzed. Second, by considering the allocation of the non-determinacy degree of decision makers’ opinions, the novel concept of approximate consistency for IFPRs is proposed. Then the additive approximate consistency of IFPRs is defined and the properties are studied. Third, the priorities of alternatives are derived from IFPRs with additive approximate consistency by considering the effects of the permutations of alternatives and the allocation of the non-determinacy degree. The rankings of alternatives based on real, interval and intuitionistic fuzzy weights are investigated, respectively. Finally, some comparisons are reported by carrying out numerical examples to show the novelty and advantage of the proposed model. It is found that the proposed model can offer various decision schemes due to the allocation of the non-determinacy degree of IFPRs.

Moreover, the book assesses the governance provisions on transition, decision-making and adjudication, and the prospects for future EU–UK trade relations. Finally, it reflects on the longer-term challenges that the implementation of the 2016 Brexit referendum poses for the UK territorial system, for British–Irish relations, as well as for the future of the EU beyond Brexit.

In recent decades, mechanisms for observation and information production have proliferated in an attempt to meet the growing needs of stakeholders to access dynamic data for the purposes of informed decision-making. In the land sector, a growing number of land observatories are producing data and ensuring its transparency. We hypothesize that these structures are being developed in response to the need for information and knowledge, a need that is being driven by the scale and diversity of land issues. Based on the results of a study conducted on land observatories in Africa, this paper presents existing and past land observatories on the continent and proposes to assess their diversity through an analysis of core dimensions identified in the literature. The analytical framework was implemented through i) an analysis of existing literature on land observatories, ii) detailed assessments of land observatories based on semi-open interviews conducted via video conferencing, iii) fieldwork and visits to several observatories, and iv) participant observation through direct engagement and work at land observatories. We emphasize that the analytical framework presented here can be used as a tool by land observatories to undertake ex-post self-evaluations that take the observatory’s trajectory into account, or in the case of proposed new land observatories, to undertake ex-ante analyses and design the pathway towards the intended observatory.

One of the consequences of COVID-19 pandemic is the momentum it has created for global changes affecting various aspects of daily lives. Among these, green building certification systems (GBCSs) should not be left behind as significant potential modifications may be required to ensure their versatility for residential buildings due to the new pandemic reality. The present study aims to evaluate the readiness of chosen GBCSs for a proper assessment of existing residential housing sustainability in a post-pandemic world. Based on a literature review of the state-of-the-art data sources and round table discussions, the present study proposes a particular set of sustainability indicators covering special sustainability requirements under pandemic conditions. Then, those indicators are used to evaluate the readiness of selected GBCSs (BREEAM, LEED, WELL, CASBEE) to meet new pandemic-resilient requirements based on their responses to the indicators. The assessment shows that none of the reviewed GBCSs are fully ready to cover all the proposed indicators. GBCSs have differing focuses on particular sustainability pillars, which also affected their responses to pandemic-resilient categories. For instance, WELL rating system successfully responded to the health and safety category, whereas LEED showed better preparedness in terms of environmental efficiency. BREEAM and CASBEE systems have a more evenly distributed attention to all three pandemic-resilient categories (Health & Safety, Environmental Resources Consumption, and Comfort) with an accent on the Comfort category. On a specific note, all GBCSs are insufficiently prepared for waste and wastewater management. In the future, GBCSs should be modified to better adapt to pandemic conditions, for which the current work may provide a basis. As an alternative, brand new standards can be created to face newly arising and evolving post-pandemic requirements.
