The European Union, as a signatory to the Paris Agreement, has approached the action against greenhouse gas (GHG) emissions and climate change quite ambitiously, striving to achieve climate neutrality by 2050. Extension of the European Green Deal policy implementation to the Western Balkans can only increase the chances of the climate neutral agenda. Expectations from Montenegro in the coming period are transposable to other Western Balkans countries as they are urged to start implementing the Paris Agreement by establishing appropriate policies and measures. In this regard, this paper presents the analysis of the financial and economic analysis results of measures to reduce GHG emissions in Montenegro. With this respect, least cost analysis—cost effectiveness analysis and cost–benefit analysis were conducted. The analysis results indicated that due to the thermal power plant reconstruction, increased use of renewable energy sources and measures to increase energy efficiency, the largest reduction in GHG emissions in Montenegro in the next 10 years is expected in the energy sector.

Deregulation in the power sector, liberalization of the electricity market, tendency to connect markets across Europe, introduction of incentives for construction and use of renewable energy sources (RES) and - consequently - their increasing presence in electricity systems, have taken a decisive impact on wholesale electricity prices. In addition, the introduction of CO2 taxes has further increased overall electricity prices. On the other hand, it reduced the profits of fossil fuel thermal power plants (TPPs). Also, in order to meet the prescribed requirements in the field of environmental protection, TPPs must apply pollution prevention systems that are very expensive, both in terms of investment and exploitation. As an alternative, investments in the hydro sector should be considered. However, this option is characterized by other issues; In contrast to the long-term construction and exploitation of hydro capacity, there are fluctuations in electricity prices on the day-ahead market which affect the work schedule and revenues of these facilities. To investigate this problem, hourly and daily prices in the regional electricity market were analysed. Trends in wholesale electricity prices on the day-ahead market have been determined. Their relevant values were estimated and used as one of the sets of input data for cost-benefit analysis and sensitivity analysis of the case study - future reversible hydropower plant (RHPP) "Bistrica". The impact of fluctuations in electricity prices on the day-ahead market was emphasized. The aim of this research was to draw a conclusion as to whether the movement of these prices is in favour of the construction of possible RHPPs in Serbia. Based on the conducted analyses, it can be concluded that the upward trend in the level of wholesale electricity prices (which began in 2019 and is expected to continue in the future considering the EU regulatory policy regarding CO2 emissions taxes) may positively affect the profitability of investment in RHE Bistrica (i.e. to shorten the payback period), but not so dramatically, since with the increase in electricity prices, the costs for pumping also increase.

In this article the Bio economy of power plants connected to the national interconnected system of Nicaragua is analyzed, through the study of environmental effects of greenhouse gases emissions from the use of solid biomass from sugarcane bagasse and oil to generate electricity. In addition, an analysis of Cost - Benefit of investments to the electricity generation using fossil fuel and bagasse is done. The Methodology EX-Ante Carbon-balance Tool (EX-ACT) was used; this methodology was proposed by the United Nations Organization for Food and Agriculture (FAO) to determine the overall greenhouse gases (GHG) emission balance. Additionally, the WinDASI program, also developed by FAO, was used for the Cost - Benefit Analysis of investment in power plants. Furthermore, we performed marginal costing GHG reduction. The results show, that all plants are sources of GHG emissions, however the impact of sugar mills is partially positive by reforestation components and annual crops. However, the component inputs had negative environmental and socially impact. In the case of thermal power generation plants based on petroleum connected to the national grid, they were found to be sources of greenhouse gases. The analysis of the Benefit Cost in their investment indicates that there is a positive financially impact except in ALBANISA power plant and sugar Mills power plants.

Currently, the pork industry is incorporating in-line automation with the aim of increasing the slaughtered pork carcass throughput while monitoring quality and safety. In Korea, 21 parameters (such as back-fat thickness and carcass weight) are used for quality grading of pork carcasses. Recently, the VCS2000 system—an automatic meat yield grading machine system—was introduced to enhance grading efficiency and therefore increase pork carcass production. The VCS2000 system is able to predict pork carcass yield based on image analysis. This study also conducted an economic analysis of the system using a cost—benefit analysis. The subsection items of the cost-benefit analysis considered were net present value (NPV), internal rate of return (IRR), and benefit/cost ratio (BC ratio), and each method was verified through sensitivity analysis. For our analysis, the benefits were grouped into three categories: the benefits of reducing labor costs, the benefits of improving meat yield production, and the benefits of reducing pig feed consumption through optimization. The cost-benefit analysis of the system resulted in an NPV of approximately 615.6 million Korean won, an IRR of 13.52%, and a B/C ratio of 1.65.

Purpose The purpose of the paper is to provide estimation results for feasibility of renewable energy source (RES) deployment in Turkey, the Western Balkans and North Africa. From these results, the potential for cooperation in renewables production between the countries and the European Union (EU) is assessed and evaluated, in a mid- (2030) and long-term (up to 2040) perspective. Design/methodology/approach The authors focus on the quantitative assessments undertaken on the extent to which RES cooperation can create mutual benefits, identifying costs and benefits for both sides, but in particular with respect to RES target achievement (2020 and 2030) at EU level. The potentials for RES generation in Turkey, North Africa and the Western Balkans are calculated under different policy pathways, taking into account different levels of economic and non-economic barriers that could occur. Findings Overall, the authors found that increasing RES deployment in the three analysed regions and initiating or intensifying cooperation with EU28 Member States leads to mutual benefits. Concretely, these benefits become apparent in terms of the EU Member States importing renewable energy sources for electricity with a good resource quality and adding on to their targets for RES deployment. At the same time, substantial savings occur for the EU, in turn leading to income and investments in the cooperating regions. Originality/value The assessment underlying this paper is the first of its kind to the authors’ knowledge that opens up the geographical spread in comparison to merely assessing cooperation between Europe and the Middle East and North Africa. Furthermore, the multitude of policy parameters analysed provides detailed and robust insights concerning a broad variety of different possible scenarios.

An analysis of Ukraine’s sustainable development targets, in particular in the field of energy, resource management and environmental protection, are presented. It is shown that regional energetic is a determining factor for achieving the aims of sustainable development. Changes in the natural environment in Ukraine due to external (global) and internal (local) factors that are intertwined and overlapped can cause threats to socio-economic development. It is proved that in the areas of mining and industrial activity a multiple increase in emissions of pollutants into the environment are observed. The comparison confirmed the overall compliance of the structure of consumption of primary energy resources (solid fossil fuels, natural gas, nuclear fuel, oil and petroleum products, renewable energy sources) in Ukraine and in the European Union, shows a steaby trend to reduce the share of solid fuels and natural gas and increasing the shares of energy from renewable sources. For example, in Ukraine the shares in the production and cost of electricity in 2018 was: the nuclear power plants – 54.33 % and in the cost – 26.60 %, the thermal power – 35.95 and 59.52 %, the renewable energy sources – 9.6 and 13.88 %. The energy component must be given priority, as it is crucial for achieving of all other goals of sustainable development and harmonization of socio-economic progress. The paper systematizes the indicators of regional energy efficiency and proposes a dynamic model for the transition to sustainable energy development of the region.

International organisations, such as the Organization for Economic Co-operation and Development (OECD) and the European Union (EU), are seeking to implement a cohesive Regulatory Impact Assessment (RIA) system in order to achieve better regulation and increased unity and transparency. Central to these evaluations is the use of cost-benefit analysis (CBA) and related tools. A comprehensive analysis of the use of impact assessment in the EU shows that many assessments lack important economic components. This paper draws on an extensive document study of the Swedish policy making process related to the EU Directive 2009/28/EC on the promotion of the use of energy from renewable sources. The aim of the paper is to examine how CBA is presented, negotiated and accounted for by central actors within a policy setting influenced by negotiation and policy coordination. The paper departs from a theoretical perspective on policy coordination and shows how this factor must be considered when explaining the low use of CBA. It concludes that the Swedish policy tradition, wherein the national government relies on consensus-based coordination between agencies, might counteract a more explicit assessment of different policy options. The paper also proposes a model that can be used for further studies on CBA and policy coordination.

In the history of cost-benefit analysis (CBA), macroeconomic and micro-economic foundations have been developed. The latter has dominated in transport CBA during the last decades. The most widely used CBA approach can be characterized as comparative static and based on separate partial modeling. However, when it comes to significant indirect effects in the economic, social, and environmental systems connected with the transport system, alternative approaches to the microeconomic approach become inevitable. A system dynamics platform was developed that allows for a dynamic CBA integrating the most important indirect effect of transport policies. The approach was tested with large infrastructure programs and transport policy packages. Results of the dynamic approach reveal that the choice of the most favorable policy can change over time and depend on the time horizon defined for the analysis. In particular the dynamic approach allows for a clear allocation of costs and benefits to periods of time, which might be valuable information for policy acceptance and implementation. This research is integrated within a stream of European Commission projects on integrated and dynamic assessment, starting with the Assessment of Transport Strategies project (ASTRA) and extended by the projects Transport Infrastructure and Policy: A Macroeconomic Analysis for the European Union (TIPMAC) and Integrated Appraisal of Spatial Economic and Network Effects of Transport Investments and Policies (IASON). IASON focuses on analysis of indirect, second-round, or induced benefits and costs that occur through feedback effects between the transport sector and other economic sectors.

Although Slovenia has one of the lowest incarceration rates in the world, there are not enough facilities to house the current inmate population, and prison overcrowding is becoming a serious problem in the country. This article addresses this issue, beginning with an in-depth history of penology and penal practices in Slovenia and concluding with suggestions to deal with this potentially disastrous situation. If the imprisonment rate in Slovenia does not decrease in the near future, or if Slovenia cannot create more capacity, prison overcrowding will grow beyond acceptable standards. The present situation in Slovene prisons calls for a multidisciplinary research and cost/benefit analysis. The Slovenian prison administration is challenged by its budget and staff resources. However, it is argued that the problem goes beyond this capacity and requires a serious reconsideration of penal policy, criminal court practice, and parole committee practices as well. It is also necessary to emphasize that Slovenia is the only country in the European Union without a probation service system.
