South Korea has industrialized and urbanized rapidly since the 1970s, and subsequently, the historic downtown areas of major cities have been hollowed out as the population and industry have become concentrated in urban centers. Based on the Urban Decline Indicators of Korea, in accordance with the Urban Revitalization Act of the South Korean government, a comparative analysis of the population changes, office vacancy rate, building aging rate, decrease in the number of industries and employees, and housing supply and demand in historic downtown areas and new urban areas of six major South Korean cities demonstrated that all six historic downtown areas have declined significantly. Currently, little research is available in South Korea on the expansion of urban living and the inflow of urban residents through office-to-residential building conversion. Therefore, this study explores the expansion of urban residences to revitalize these historic downtown areas. To this end, this study examines the feasibility of converting poorly functioning, vacant offices in historic downtown areas into residential spaces to present a sustainable strategy for their complexation. This study finds that office-to-residential building conversion is a sustainable way to recover urban space and grow the population and industry in historic downtown areas.

Geographic information systems can be defined as a intelligent tool, to which it relates techniques for the implementation of processes such as the introduction, recording, storage, handling, processing and generation of spatial data. Use of GIS in urban planning helps and guides planners for an orderly development of settlements and infrastructure facilities within and outside urban areas. Continued growth of the population in urban centers generates the need for expansion of urban space, for its planning in terms of physical and social infrastructures in the service of the community, based on the principles of sustainable development. In addition urbanization is accompanied with numerous structural transformations and functional cities, which should be evaluated in spatial context, to be managed and planned according to the principles of sustainable development. Urban planning connects directly with land use and design of the urban environment, including physical and social infrastructure in service of the urban community, constituting a challenge to global levels. Use of GIS in this field is a different approach regarding the space, its development and design, analysis and modeling of various processes occurring in it, as well as interconnections between these processes or developments in space.

The rural communities in South Korea have faced serious challenges as the country has gradually opened the agricultural market and extended the conclusion of Free Trade Agreement with more and more countries. Moreover, due to the national socio-economic and political structures, South Korea has been undergoing the technological imbalance between rural and urban areas. In order to cope with these vital social challenges, the South Korean government has exerted considerable investment and effort in establishing ICT knowledge and skills as well as infrastructure in rural areas. Thus, conceptualizing ICT in the context of adult education, this chapter addresses three ICT-supported adult education programs oriented toward developing ICT skills and competencies of people in agricultural areas of South Korea. The South Korean cases of agricultural ICT education represent the vast and concentrated national efforts in integrating ICT across rural areas in this fast changing global situation.

AbstractThis study investigated metadiscourse in the persuasive essays of fourth graders from both urban and rural communities: 224 students in South Korea and 188 in the US. Each student was asked to write a persuasive essay in his or her native Korean or English in response to a story not previously read or discussed. Analysis with a taxonomy developed by Hyland (2004) indicated significant differences in the metadiscourse by country. In terms of interactive metadiscourse, South Korean students used more sentence-level transitions than U.S. students, who used more frame markers and endophoric markers. With regard to interactional metadiscourse, U.S. students used more hedges, boosters, engagement markers, and self-mentions in their essays. This study also compared the students′ essays by the type of community in which the writers lived. In the US the essays of students in rural communities contained more hedges, whereas those of students in urban areas included significantly more self-mentions. In South Korea, no significant difference was detected in the metadiscourse of students living in rural and urban areas.

<p>Since 1970s, South Korea has been developed rapidly in the aspects of economy and industry over 40 years due to the Economic Development Plans led by the Korean government. Consequently, urbanization has been accelerated and the population then began to be flowed into major cities. In result, many parts of forestland in South Korea have been changed into urban areas by urban expansion and population migration under forestland conversion permission by South Korean Forestland Management Law. However, such permission standards cannot help being friendly to the development due to the line of national policy, and so several environmental problems, i.e., topographical and ecological changes, have been caused over couple of decades. In this study, therefore, we suggested new enhanced permission standards in terms of topographical and ecological protection in converted forestland. In Mountainous Districts Management Act of Korea Forest Service, slope and elevation criteria have been operated to regulate the indiscriminate use of risky land parcels when forestland is converted to other land use types. However, it is impossible to consider topographical variation with only such two indices in the land parcel because the indices values are averaged in each target parcel. Therefore, for supplementing insufficient criteria, the slope gradient by Catena was suggested by converted land use types. Furthermore, the ecological indices and criteria such as stand age, Diameter at Breast Height (DBH) and soil depth were considered in this study according to the forestland-watershed and –use types on converted target parcel. Firstly, we suggested flexible degree criteria by 14 land development types as topographical standards for forestland conversion. Secondly, the ratio of ‘risky slope’ below 40% in a target forestland parcel was defined to decrease the risk of disasters such as landslides. Thirdly, standard of ecological condition were proposed as ecological score by integrating stand age, DBH and soil depth classes in the target forestland parcels by 5 forestland-watershed and 14 land use types. As a result, we could prepare acceptable standards in South Korean that can reduce topographical and ecological damages by converting other land use type.</p>

Non-tuberculous mycobacteria (NTM) are ubiquitous microorganisms that have the potential to cause disease in both humans and animals. Recently, NTM infections have rapidly increased in South Korea, especially in urbanized areas. However, the distribution of species and the antibiotic resistance profile of NTM in environmental sources have not yet been investigated. Therefore, we analyzed the distribution of species and the antibiotic resistance profile of NTM in soil within urban areas of South Korea. A total of 132 isolates of NTM were isolated from soil samples from 1 municipal animal shelter and 4 urban area parks. Among the 132 isolates, 105 isolates were identified as slowly growing mycobacteria (SGM) and 27 isolates as rapidly growing mycobacteria (RGM) based on the sequences of the rpoB and hsp65 genes. The antibiotic resistance patterns of NTM isolates differed from species to species. Additionally, a mutation in the rrs gene found in this study was not associated with aminoglycoside resistance. In conclusion, our results showed that NTM isolates from South Korean soil exhibit multidrug resistance to streptomycin, amikacin, azithromycin, ethambutol, isoniazid, and imipenem. These results suggest that NTM may pose a public threat.

Facing both neoliberalism and the persisting legacies of developmentalism, many South Korean cities continue to subscribe to strong growth-first ideologies, despite their deindustrialization and aging populations. The growth orientation in cities, however, is far from being limited to South Korea. In fact, the recently emerging discourse on urban shrinkage, which has been West-centric so far, is questioning the bias toward growth in cities, and calling for a paradigm shift. This article brings together the literatures on shrinking cities and urban politics to illustrate how an East Asian city, transforming from a developmentalist to an entrepreneurial city, could seek a development alternative to the one based on the neoliberal competition for capital. Specifically, it examines the case of Totatoga, a culture-led urban revitalization project in a declining, old commercial district of Busan. It explains how a new kind of state–society collaboration opportunely explored a development path other than growth.

High residential living in Malaysia has not been widely given a significant emphasises in literature despite its increasing scale and significance in the real estate market. The significance of high rise is mainly due the increasing rate of migration from rural to urban. It is estimated a total of 77.2 percent of the Malaysian population lived in urban areas in 2020. Approximately, 30 percent of this urban population lives in strata housing. These percentages are predicted to continue to increase in the future. The emergence of high residential building has been argued as confronting various problems which has considerable impact on this life style. Satisfaction is an important outcome of living in one’s dwelling, although it is not the only consideration. High residential building in Malaysia encountered numerous problems in term of management aspects, legislation aspects, and residents’ satisfaction. The purpose of this paper is to investigate the tenants’ satisfaction living in high residential buildings in Klang Valley. The questionnaires survey is conducted amongst 276 tenants at low cost and medium cost HRB using random sampling in HRB located at areas under jurisdiction Dewan Bandaraya Kuala Lumpur (DBKL), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Bandaraya Shah Alam (MBSA), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Perbandaran Selayang (MPS) and Majlis Perbandaran Ampang Jaya (MPAJ). The result from this study shows that tenant in medium cost residential building are more satisfied in term of facilities and management as compared to tenants in low cost residential building. Tenants also not disclosed to the existing act and procedure related to high residential building. In conclusion, this study suggested the Local Authority to emphasise the role of tenant. These recommendation hopefully will increase the level of satisfaction amongst the residents in HRB.
