With the economic transition and changes in the urban–rural relationships, rural revitalization has become a great political concern in China. Reforming the rural land system is considered an important prerequisite for the revitalization of the countryside as the homestead transfer can provide new land utilization space for industries. This case study of the “hollow village” (villages with abandoned houses) reconstruction of Wantang in Yiwu city, which is a homestead system reforming pilot, aims at making a detailed analysis of the specific practice of homestead transfer. It analyzes the roles and functions of the local village collective organization in the reform of homestead transfer. From the capitalization on homestead value, the effect of densification of housing, and the effect of labor resource diversification of homestead transfer, this paper analyzes how the village collective uses the policy of the “hollow village reconstruction” to realize rural revitalization and farmers’ welfare. A conclusion is that the village collective’s leadership and mobilization played an indispensable role in the process of homestead system reform. Building up industry is the key factor for the village’s revitalization. It is significant not only for the use of the homestead resource but also for creating off-farm employment. Our findings also emphasize the need for bottom-up village collective initiatives to align with top-down government policy, regional resource endowments and enterprises, to achieve rural revitalization.

More and more studies on land transfer prices have been carried out over time. However, the influencing factors of the industrial land transfer price from the perspective of spatial attributes have rarely been explored. Selecting 25 towns as the basic research unit, based on industrial land transfer data, this paper analyzes the influencing factors of the price distribution of industrial land in Dingzhou City, a rural land system reform pilot in China, by using a geographically weighted regression (GWR) model. Eight evaluation factors were selected from five aspects: economy, population, topography, landform, and resource endowment. The results showed that: (1) Compared with the traditional ordinary least squares (OLS) model, the GWR model revealed the spatial differentiation characteristics of the industrial land transfer price in depth. (2) Factors that have a negative correlation with the industrial land transfer price include the proportion of cultivated land area and distance to the city. Factors that have a positive correlation with the industrial land transfer price include the population growth rate, economic growth rate, population density, and number of hospitals per unit area. (3) The results of GWR model analysis showed that the impact of different factors on the various towns of different models had significant spatial differentiation characteristics. This paper will provide a reference for the sustainable use of industrial land in developing countries.

Abstract Villagers, peasants, and commune members were social identities constructed by the collective ownership system. These identities were the qualification to enjoy the rights and interests of the collective property of the village. The process of urbanization that triggered the de-agriculturalization of land, peasants and villages brought about the separation of name and reality of these identities, and blurred the boundary of the rights and interests of collective property. Under this background, the marriages between men and women that had continued for thousands of years became an “institutional problem”. The married-out women intertwined private matters with the management of collective affairs, individual rights with the fair distribution of collective interests, and customs with modern legal conflicts. It did not help if people just relied on so-called “rights preservation.”. The problem of married-out women was a symptom caused by the encounter between rural collective ownership and market economy. The problem was deep-rooted in the structure of the collective ownership system. Solving the problem of married-out women awaits the further reform of the rural land system. (This article is in Chinese.) 摘要 村民、农民和社员,是集体所有制建构的社会身份,这种身份是享有村集体资产权益的资格。城镇化过程引发的农地、农民以及农村非农化造成了这种身份名实分离,模糊了集体资产权益的边界。在此背景下,延续几千年的男娶女嫁竟然成了一个制度性的 “问题”。 农嫁女问题交织着个人私事与集体事务的管理、个人权利与集体利益公平分配、 习俗与现代法治等的冲突, 光靠所谓的维权是无济于事的。农嫁女问题只是农地集体所有制与市场经济遭遇所引发的一个症状,其病根盘错于集体所有制架构中。农嫁女问题的消解有待于农村土地制度的深化改革。

The economy of European countries developed rapidly after the Western Industrial Revolution, and the rural areas of European countries also experienced long-term failure and depression. In the process of urbanization construction, the rural construction also faced many problems. In particular, after the urbanization rate exceeded 50%, European countries took targeted measures to revitalize rural areas in response to many problems in rural development, promoting the development process of urban-rural integration. Especially in Europe in the value orientation in the process of rural construction, there are many worth learning and using for reference of experience, in this paper, the European countries value index selection of rural construction, and implementation of rural construction scheme under this value orientation [1] research summary, draw lessons from the mature experience of the European countries rural construction, combined with China’s national conditions related to rural revitalization of advice are put forward.

Objective: Talent is the key factor in the implementation of the Rural Revitalization Strategy. Based on the willingness and influencing factors of new professional farmers to participate in skill training in the development of modern urban agriculture, this study seeks to study the education of professional farmers from the perspective of demand. Methods: Based on the questionnaire survey data of new vocational farmers in Wenzhou, this study systematically analyzed the current situation, training willingness, training methods, and training effect of new vocational training, and made quantitative statistical analysis of the original basic data. Combined with the characteristics of agricultural industry and post, this study empirically analyzed their perception of participating in skill training and the influencing factors. Results: The number of new vocational farmers willing to participate in training was significantly higher than that of farmers unwilling to participate in training. The frequency of technical problems encountered in agricultural production, the times of training, the evaluation of training effect, effect, cost, teacher level, hardware level, certificate, and other factors have a significant impact on the willingness of new vocational farmers to participate in skills training. Conclusion: This study proposes to build a vocational occupation education system to enhance the training intention of new occupation farmers. During the COVID-19, the innovative form of webcast sales realized the unification of technology and service.
