The article deals with the issue of access of freight carriers to services in railway stations. With the liberalization of the rail freight market, the number of carriers is gradually increasing. In this situation, infrastructure capacity is often insufficient. Therefore, it is necessary to set the order of access to services in railway stations. The article will use the process of analytical hierarchy as one of many methods of multicriteria analysis. Four important indicators will be selected for carriers: railway stations where the service of stabling tracks can be used, railway stations where rail scales are located, railway stations where it is possible to use the services of a shunting movement from the infrastructure manager, railway stations where the carrier can be using the services of a mobile workshop. At the end of the article, the order of access to these services will be compiled according to the order of importance for railway undertakings. A significant factor will also be an approximate quantification of the performance of individual carriers passing through the selected station.

AbstractThe liberalization of the rail freight market has been booming in recent years. On a pan-European scale, new freight carriers are increasing year after year. Support for the liberalization of the railway sector is mainly implemented through the so-called railway packages and one of the tools is the quantitative and qualitative indicators of the individual railway stations. The relevance of the article is mainly to propose measures for railway stations, where freight transport is declining despite the liberalized market. These are main railway stations located on regional lines and railway stations with a smaller scope of transport work. The aim of this paper will be to propose measures to support freight transport in the Slovak Republic by setting minimum requirements (standards) for railway stations depending on their performance, respecting their current technical level of railway operation.

AbstractThe pricing methodology is a system-based application that can provide a positive economic outcome for each operating activity that aims to increase a specific utility value or utility effect. Price calculation in transport is part of the general theory of pricing, while accepting specific business conditions in transport, or in its individual sectors, including rail transport. This paper describes a proposal of a suitable methodical procedure by means where it would be possible to effectively evaluate such additional services in rail freight transport that are provided beyond the carriers’ basic activities in Slovak Republic conditions. The new methodology for evaluating and pricing ancillary services must aim at creating more favourable economic conditions regarding pricing for carriers, flexibility in the provision of additional services and the ability to respond to customer requirements. The secondary objective of the new methodology is to promote environmentally friendly transport modes, which in continental transport means increasing the share of rail transport in the transport market. This benefit of the newly proposed methodology, i.e. greening transport in general is also one of the EU’s objectives.

Noise reduction of rail transport in Europe is an important step toward enhancing quality of life. According to the estimation of the European Environment Agency 14 million people are affected by rail noise in the European Union. Since the 1990s numerous measures have been taken by legislators but in practice noise levels did not lowered significantly. The changing regulations and upgraded standards have direct costs on rail freight transport and it is affecting its competitiveness. Some key countries in the European rail freight transport – Germany, Switzerland, Austria and the Netherlands – have already introduced Noise Differentiated Track Access Charges (NDTAC), which makes higher noise traffic more expensive, and encourages wagon owners to invest in low noise braking systems. Railway undertakings will face higher costs either due to higher network access charges or due to higher costs of low noise braking system. The higher costs will affect the competitiveness of rail freight transport compared to other modes of transport. Furthermore, the diverse regulation of European countries will restrict the interoperability and selective funding favors local corporations and can reduce competition. The aim of this paper is to show the possible effects of the current NDTAC regulation on the European rail freight market.

At present, there are many problems existing in railway stations, such as excessive numbers and over-crowded layout, which seriously affect the scale benefit generation and rapid expansion of rail freight capacity. Aimed at these problems, a Mixed Integer programming model is proposed. Taking Lanzhou train operation depot for example, applying lingo software, the layout of freight station is obtained.

The paper focuses on measuring and quantification of the negative externality of noise pollution generated by freight transport in the Slovak Republic and the Czech Republic. The paper describes negative impacts and significance of noise externalities, whereas it is established that noise causes psychological and physiological harm to affected persons. A separate part of the paper is dedicated to the current status of the European legislation dealing with the issues of the negative externality of noise pollution, in particular Directive 2002/49/EC of the European Parliament and of the Council and Communication COM(2008) 435. The actual measurement of the total, average and marginal costs of noise pollution is implemented in line with the defined methodology and using expert studies defined in the paper. The measurement results show that the costs of the negative externality of noise pollution are high in both countries. According to authors’ calculations, the total costs of the negative externality of noise pollution amount to EUR 100.8 mil in the Czech Republic and EUR 16.9 mil in the Slovak Republic. The paper contains a proposal of internalisation of these costs in the form of performance charges applied to operation of heavy goods vehicles.

The paper investigates the developing progress of express freight transport on high-speed railway at home and abroad. It is found that there are many successful cases for high-speed express freight transport products in foreign countries, suggesting the feasibility to carry out relevant services in China. Lack of advanced technology and effective operation management, the process of express freight transport on high-speed railway in China is postponed. After freight market demand analysis, the paper emphasizes on the infrastructures and running modes to analyze technical feasibility and on transport costs, efficiency and timeliness to analyze economic feasibility, ending with the conclusion that it is feasible for China to carry out express freight transport on high-speed railway, combined with some construction recommendations.
