This paper presents a case study of a transdisciplinary scenario planning workshop that was designed to link global challenges to local governance. The workshop was held to improve stakeholder integration and explore scenarios for a regional planning project (to 2050) in Blekinge, Sweden. Scenario planning and transdisciplinary practices are often disregarded by practitioners due to the perception of onerous resource requirements, however, this paper describes a ‘rapid scenario planning’ process that was designed to be agile and time-efficient, requiring the 43 participants from 13 stakeholder organizations to gather only for one day. The process was designed to create an environment whereby stakeholders could learn from, and with, each other and use their expert knowledge to inform the scenario process. The Framework for Strategic Sustainable Development (FSSD) was used to structure and focus the scenario planning exercise and its subsequent recommendations. The process was evaluated through a workshop participant survey and post-workshop evaluative interview with the regional government project manager to indicate the effectiveness of the approach. The paper closes with a summary of findings which will support those wishing to conduct similar rapid scenario planning exercises to inform policy planning for complex systems.

In recent years, the topic of integrated infrastructure and urban development requires the bottom-up approach in addition to the formal planning policies. This is specifically true for complex institutional frameworks, which need the enforcement of the interested public. Due to the socio-economic crisis in Greece, infrastructure networks have already been dramatically influenced by the fragmented decision-making among the different planning levels and actors. The case study presented in the paper relates to the improvement of a railway system in Patras, Greece (in narrow terms), but, in broader terms, the case study elucidates the informal planning procedure (called the Test Planning process) behind the railway improvement as such. The idea of using such a procedure in Patras emerged due to the different interests of various actors concerning the railway integration into the urban fabric in last two decades. However, it seems there is an absence of an effective cooperation between the initiators of this procedure and the local authorities. Research methodology is developed in several steps. Firstly, the broader problem and the potential of infrastructure development will be presented. Secondly, the Test Planning process will be presented shortly. In the end, the importance of local government in such a collaborative procedure will be mentioned and the case of local actors in Patras in the different phases of the Test Planning process will be under a critical scope towards the existing situation and the benefits in future steps.

This chapter uses a case study to consider how development methods shape information systems practice and how organizations adapt, deploy, and use such knowledge in situ. The authors explore how an information system development method (ISDM) acting as a de-contextualized “knowledge bundle” is diffused and infused within an organization through the process of contextualization. The case study looks at a regional government project responsible for the distribution of European Community (EC) monies through agricultural grants and subsidies. A new IT/IS system was designed and developed to improve the administration and management of the EC’s agricultural policy across the region. A longitudinal research project was conducted over three years and was situated within the project environment. It involved a sustained period of fieldwork (nine months of intensive observations), and data was collected through 126 semi-structured interviews, shadowing of key participants, and informal discussions and conversations. Secondary data involved an in-depth and systematic analysis of published literature, project documentation, and artifacts. The authors consider how the structure and culture of organizations affect implementation and processes of diffusion and infusion.

This article discusses the relationship between the expert knowledge and the prospects of politicizing and democratizing urban planning. The term ‘experts’ refers mainly to urban planners, yet also includes architects, engineers and lawyers, who are specialized in planning. The article begins with a review of the critical literature on communicative planning, agonistic pluralism, agonistic planning and discussions on what needs to be done in planning focusing on the role of the expert knowledge. It argues that expert knowledge can gain different and multi-dimensional roles in urban planning processes, leading not necessarily to techno-management, yet contributing in their inclusiveness and conflict sensitivity. Encompassing both technical support and objective intermediation for local communities, it can both be utilized to build an agonistic space and help the communities better utilize the existing communicative/collaborative channels to voice their disagreements. By this way, it contributes in the politicization and democratization of planning processes. With this argument, the article also aims to challenge the strict distinction between ‘the politics’ and ‘the political’ as well as the related communicative–agonistic divide. The argument is supported by evidence from a case study on two informally built residential neighbourhoods in Istanbul, where there has been an active citizen opposition and involvement in a planning process.

The analysis presented here offers a possible framework for understanding when sub-state actors behave prudently and more strategically in their foreign relations, and when other priorities might instead heighten the chances of seemingly irrational, erratic, or dangerous, foreign policies. Using a case study of the Kurdistan Regional Government of Iraq to illustrate the argument, the author attempts to show how “regime consolidation” plays a key role in allowing such actors to prioritise policies aimed at grappling with external challenges, threats and opportunities. Internally legitimate, consolidated regimes can better present “one face” to the outside world and behave more strategically in the international arena.  Political systems lacking consolidation or internal legitimacy, in contrast, turn to the external environment in search of resources to help them with domestic threats and challenges. This may lead to seemingly erratic, unpredictable and risky foreign policies on their part. Natural resource managers need up-to-date information about how people interact with public lands and the meanings these places hold for use in planning and decision-making. This case study explains the use of public participatory Geographic Information System (GIS) to generate and analyze spatial patterns of the uses and values people hold for the Browns Canyon National Monument in Colorado. Participants drew on maps and answered questions at both live community meetings and online sessions to develop a series of maps showing detailed responses to different types of resource uses and landscape values. Results can be disaggregated by interaction types, different meaningful values, respondent characteristics, seasonality, or frequency of visit. The study was a test for the Bureau of Land Management and US Forest Service, who jointly manage the monument as they prepare their land management plan. If the information generated is as helpful throughout the entire planning process as initial responses seem, this protocol could become a component of the Bureau’s planning tool kit.
