Skill upgrading, the increase in the percentage of skilled workers in the employment population, boosts the economic growth of developing countries and sustains their industrial competitiveness. The international economics literature discusses the effects of international trade on skill upgrading, ignoring the potential role of agglomeration externalities. This paper takes China as a case study, which has been encountering a serious challenge about how to strengthen its industrial competitiveness in the world through skill upgrading as its population dividend decreases. The panel data of 2005, 2010 and 2015 from prefecture-level cities in China were used for regression analysis to explore the benefits from agglomeration externalities, including specialization and diversification effects, on skill upgrading. The results show that both the specialization effect and diversification effect do promote skill upgrading. Furthermore, there are significant differences in the influence of local agglomeration externalities across different regions, and the positive effect brought about by specialization externalities is usually dominant in undeveloped, inland or small cities, compared with the diversification in developed or coastal cities. Besides, manufacturing agglomerations exhibit positive externalities to skill upgrading mainly through specialization, while the service agglomerations mainly promote skill upgrading by means of diversification.

Research on the role of the APIP review of the Ministry/agency Work Plan and Budget document to determine the impact on the efficiency of ministry/agency spending (case study at the Ministry of Religion). The method used in this study uses simple linear regression with dummy. The use of linear regression is used to examine the relationship between independent variables (certain types of expenditure) and dependent variables (total expenditure). Whereas, dummy is used to find out before and after the APIP review is done. Throughout the author's search, this research has never been done. Based on the results of linear regression obtained, the APIP review significantly had a positive effect on official travel expenditure and honorarium but did not significantly affect building spending and equipment. Abstrak   Penelitian atas peran reviu APIP atas dokumen Rencana Kerja dan Anggaran Kementerian Negara/Lembaga untuk mengetahui dampaknya terhadap efisiensi belanja kementerian/lembaga (studi kasus pada Kementerian Agama). Metode yang digunakan dalam penelitian ini menggunakan regresi linier sederhana dengan dummy. Penggunaan regresi liner digunakan untuk meneliti hubungan antara variable independen (jenis belanja tertentu) dan variable dependen (total belanja). Sedangkan, dummy digunakan untuk mengetahui sebelum dan setelah reviu APIP dilakukan. Sepanjang penelusuran penulis, penelitian ini belum pernah dilakukan. Berdasarkan hasil regresi linier diperoleh, reviu APIP signifikan berpengaruh positif terhadap  belanja perjalanan dinas dan honorarium tetapi tidak signifikan berbengaruh terhadap belanja gedung dan alat.

This paper is to investigate the effect of google usage on uumsqs final yearstudents’ academic performance. The scope of this paper is focusing on studying the effects of google usage on university utaramalaysia (uum) students’ academic performance. This study has been carried out among final year students of school of quantitative science (sqs) by did survey through asking respondents for information using written questioning which is questionnaire. The survey from the respondents takes time almost a week. It is believe that google usage will create a positive impact on students. By doing this study, students can know whether google is affecting their academic performance. The sources where students refer for academic purpose can also been seen. Besides, the role of google that can help students to gain extra knowledge in the learning process can be identify. Students can find out more advantages that is brought by google which can leave a positive effect on their academic performance.

This chapter explores the impact of the Internet and Business to Business (B2B) e-commerce on Spanish manufacturing firms' market share while most studies focus on innovation and productivity. Using standard panel estimations, the authors find that firms with their own Web domain and that also carry out B2B e-commerce increase their market share, though this effect is not homogeneous among industries. B2B e-purchases have a more significant (and positive effect) on firms' market share than B2B e-sales have. Unlike other studies, the authors also use a panel threshold regression specification that shows that e-commerce affects market share in a non-linear manner depending on firm's characteristics. Larger firms and firms with higher share of skilled workers are better at increasing their market shares through Internet-based commerce strategies than other firms.

The research presented here has been conducted in the Smart Charge project. It has addressed the use of renewables, e-mobility and battery charging in the Arctic as part of an effort to solicit fossil-fuelled alternatives. Of particular interest has been to determine what impact and support electric snowmobiles can provide together with local, renewable energy production. The relevance of vehicle-togrid/ building (V2G/B) solutions have been investigated in the project too. The idea has been to use electric snowmobiles for load shaving during extensive periods of the year. The research has looked at cost aspects, value stacking, climate impact as well as aggregated effects of controlled fleet management of idle snowmobiles. A case study undertaken at Longyearbyen at Svalbard, Norway has provided the most important empirical basis for the research presented. The research concludes that electric snowmobiles can have a positive effect on the local energy system and despite limited range can be quite attractive for the individual to operate if energy for charging is based on local driving solar power.

Police officers duties and roles in today’s democratic society are getting complex. As theparty whose responsibility is to enforce law and order, it makes their performance matter themost. This research is aimed to figure out the effect of organizational culture on employeeperformance with the mediating role of organizational commitment. The researchmethodology that used in this study is a case study with survey research method. Purposivesampling technique is used to determine the sample for this research. The sample of thisresearch are 200 police officers of Polres Ciamis. SPSS and Amos statistical software arebeing used for data analysis purpose. The results of this study indicate that organizationalculture has a positive effect on both organizational commitment and employee performance.Additionally, organizational commitment has a positive effect on employee performance aswell as mediating the causal relationship between organizational culture and jobperformance. The result of this study is expected to give the implications to Polres Ciamis inincreasing the performance of its officers.

<em>The aim of this study was to clarify the role of technical and vocational college in employment and reinforcement of graduates, entrepreneurship in 2012-13years. This study is a survey research. In order to implement this study, was used of one researcher made scale with 31-Item. Reliability and Validity of the scale was approved with content validity and Cronbach’s alpha. For data collection was used a sample of graduates with stratified random sampling in differentiate the degree and field of study. Analysis of the data showed that: 1-the significant relationship there is between Employment and Reinforcement of graduates, Entrepreneurship. Respectively, Dimensions: the use of the talents and abilities of subordinates, delegating to subordinates, desire for risky, Moral character, emphasis on modern academic methods, the use of human and material resources have the ability to predict graduates employment. But dimensions: saving resources, and hands and feet of state laws and regulations resources have not the ability to predict graduates employment. 2-Between Employment and Reinforcement of graduates, Entrepreneurship according to their marital status there is a significant positive difference. 3-Between Employment and Reinforcement of graduates, Entrepreneurship according to their Degrees there is a significant positive difference. 4-Field of Study In increase Employment and Reinforcement of graduates, Entrepreneurship had a significantly positive effect.</em>

Purpose Cities are key actors in the fight against climate change. They have developed integrated strategies harnessing the power of information and communication technologies (ICT) as part of the move towards smart(er) cities. In spite of our knowledge of the role of technological infrastructure in tackling climate change, the role of governance mechanisms to actively pursue environmental sustainability is often understated. Therefore, the purpose of this paper is to analyse governmentality mechanisms developed by a small town in Europe to render energy savings and new energy sources visible and to create new identities with which the citizen and other cities could then identify with, thereby participating in the fight against climate change. Design/methodology/approach Data were gathered through non-participant observation, interviews and access to internal data from the city’s energy control project. Findings The outcome of these governmentality mechanisms was to create two new identities: the “good citizen”, responsible to lower his impact on climate change, and the “model city”, a laboratory that would serve as a guide for future policies to tackle climate change at the city level. While the “model city” was successful and identification happened with other small cities taking example from it, the “good citizen” failed and inhabitants did not identify with this role model that was defined for them as a way to participate in the fight against climate change. Practical implications This case study is a concrete example, based on a longitudinal study, of a city’s strategy and actions on climate change. Other small cities will be able to use this case study to gauge their possibilities for action on climate change. Notably, it is an example of how a network of mechanisms can achieve results in CO2 emissions reduction. It also demonstrates the difficulty to enrol citizens into an environmental sustainability scheme. Social implications This paper has implications for how climate change can be tackled in rural areas by small cities. While the role of organizations and large cities (e.g. C40 city network) has been acknowledged, there is a possibility for smaller local actors to act upon grand challenges with local strategies and their own governmentality mechanisms. Originality/value The case study contributes to the literature on cities, bringing new insights into how they can become actors of climate change beyond acting on internal controls, and the literature on governmentality by demonstrating how mechanisms can act upon a population without being calculative.

The development of information technology which is supported by the rapid use of the internet has created several fintech that will make it easier for people to get digital financial services. The Financial Services Authority stated that the increase in national financial inclusion could be triggered by one factor, namely increased access to the use of fintech. The purpose of this study aimed to determine the role of fintech on financial inclusion in MSMEs in Makassar. The population in this study are MSMEs in Makassar with a sample of 335 informants. Researchers used primary data in the form of questionnaires that were distributed online and offline. Convenience sampling method is used in data collection in this type of quantitative research. Linear regression was used as an analytical technique. This study concluded that fintech has a positive effect on financial inclusion by 0,259.

Accessibility of public buildings has been an issue of global interest and importance in the society in recent times. It has been promoted by the need to ensure universal equality and end discrimination of persons either based on size, ability and mobility disorder. Given the important role of water transportation in aiding mobility, movement of goods and services in coastal cities such as Lagos, this study reviewed the compliance of design, construction and operation of Ferry Terminals towards accessibility of users. The research adopts the case study approach and interviews in appraising the three existing Ferry Terminals in Lagos State, Nigeria for accessibility compliance. The case study involved observation and evaluation of the facilities, and the interviews focused on 18 of the ‘facilities operators and passengers’ about their experiences of associated facilities. Findings from the study revealed poor compliance to accessibility in both the external and internal environments. As such, there is a high degree of limitation in use of the facilities for all facets of water travel; from building approach; waiting, boarding and disembarking areas. Existing facilities have inadequate accessibility and are below standards to ensure use by all and without discrimination or segregation of users. It is therefore imperative for Ferry terminal buildings and amenities to be accessible in effectively enabling all users achieve true mobility in barrier-free environments that foster user-comfort through the adoption and application of universal design principles.
