In the modern state, the role and importance of communes is growing. They can carry out their tasks when equipped with stable and efficient sources of income. Financial resources are the basis for the operation and implementation of current and development tasks. Their analysis makes it possible to assess the budget structure and provides information on the state of the local economy or endogenous growth potentials. The aim of the article is to assess the diversity of the financial situation of rural communes using a synthetic measure. In addition, using the econometric models, the impact of socio-economic factors on the diversity of the measure of synthetic financial situation was examined. In order to build synthetic measures, the Technique for Order Preference by Similarity to an Ideal Solution method and based on distance in real space with Euclidean metrics were used. The aggregated value of the synthetic variable facilitates the comparison of objects in multidimensional spaces, but also makes it possible to order them due to the examined phenomenon. Empirical data were collected in spatial terms of 484 rural communes in the Eastern Poland region. In the case of municipalities, the choice of variables was largely determined by the availability of secondary data collected in a municipal system at the Local Data Bank of the Central Statistical Office for 2009–2018. The analysis showed that the rural communes of eastern Poland are characterized by significant disproportions in terms of financial standing. Rural communes with the best financial condition were characterized by a higher share of own revenues in total revenues, a higher level of income from local taxes and obtained from the share in the tax on natural and legal persons. It seems that the main reason for the relatively small impact of financial conditions on economic and social development is their strong dependence on transfer revenues transferred from the state budget and the amount of current expenditure. The above circumstances stiffen and stabilize the financial economy, making it relatively less susceptible to the influence of other factors. The obtained results may constitute for the local authorities an important source of information on the disproportions occurring between units on setting out potential directions for optimizing the structure of local finances.

As the socio-economic reality is growing increasingly complex, the role of local governments in the management of events and processes occurring in local communities gains importance. Considering the fact that the basic task of local authorities is to stimulate the growth and development of a given local entity, an analysis was undertaken to the aim of assessing the relationship between the level of local development and the institutional efficiency of local self-governments and vice versa, in a regional approach (NUTS 2). To achieve this aim, mixed data were analysed, that is raw data (acquired via survey from 1,220 municipalities) and secondary data (from the database of the Local Data Bank). The efficiency of local governments was measured with an aggregate factor EFF, while the level of development was assessed with the DEV measure. The results indicate that the local governments did rather poorly in terms of both efficiency and development. In both cases, the mean value of the applied synthetic measures reached no more than 30% of the maximum attainable score. The basic tools in the research were correlation and regression analysis. Both procedures demonstrated the presence of a relationship between the two analysed categories (r = 0.365). Moreover, the analysis of regression showed that the impact of developmental processes on the improvement of efficiency of local governments was stronger that the influence of improved efficiency on developmental processes occurring in the analysed municipalities.

The aim of the article is to classify gminas of Ostrołęka-Siedlce subregion in terms of their financial condition. The research was conducted on the basis of data from the Local Data Bank for the years 2013—2016 concerning the state of finances in 84 gminas of the analysed subregion. The method of linear ordering was used. On the basis of the constructed synthetic development measure, four typological classes were distinguished. The first group consisted of gminas achieving the best financial results, whereas the fourth one included gminas with the weakest financial situation. The research indicates that the most numerous group consists of units with lower than average financial condition (the third class) — 55% of all local governments.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

This paper is intended to analyze the effect of oil price changes on potential output and actual output in the state budget cycle and identifies the output gap which is the difference between potential output and actual output. The research methodology uses a quantitative approach to analyze problems that occur related to the impact of oil price changes to the state budget cycle. Data analysis was carried out through the approach cyclically adjusted fiscal balance with a simplified approach. This research identified that the potential output is likely to continue increasing in line with Indonesia's oil price trends which is continue to rise following the world oil price movements. In calculating the output gap using a linear trend and HP filter, the result is fuctuating depend on the percentage changes in both potential output and actual output. This paper concludes that Indonesian oil price (ICP) has a significant impact on changes in the state budget cycle. If oil prices rise, the output gap between potential output and actual output is greater, and vice versa. This will make the budget vulnerable to shock that occurs as an external infuence.

Twelve (12) out of the Twenty-three (23) local government areas (LGAs) in Benue State do not have the presence of banks over a long period of time. This situation has deprived the inhabitants of these LGAs of access to formal financial services until the advent of agency banking. This study therefore, investigates the impact of agency banking on financial inclusion and economic activities in Benue State focusing on the agency banking activities of First Bank Ltd. The study is anchored on the agency theory and it used a survey design. The study has utilized both primary and secondary data that were analyzed using descriptive statistical tools and structural equation models. Findings of the study have revealed that agency banking activities of First Bank Ltd have immensely enhanced financial inclusion and economic activities in Benue State. However, challenges such as shortages of cash, security problems, network failures, and lack of financial literacy are militating against the smooth operations of the agency banking in the State. On the basis of these findings, the study has recommended among others that, other banks operating in the State should be encouraged to venture into agency banking in the state so as to have a wider coverage of agency banking in the State. Also, government should provide security and partner with the private sector to provide national carrier communication network system to overcome the network failure challenge. The aim of the study is to analyze the effect of age on the appointment of the state pension fiscal system in our country. The problem of rising of the retirement age in Russia is given a value that is far away from the traditional context of direct influence of demographic processes on the level of pensions, on the one hand, and adaptation of the pension system to changing demographic factors, on the other. In the article the pension system for the first time is considered as a multifactorial model that corrects the degree of dependence on the mutually complex of macroeconomic and demographic factors in the different historical periods. This requires a fundamental change in the methodological approaches to the problem of rising the retirement age by using actuarial methods of forecasting. Actuarial analysis of the problem of retirement age in the work shows that the perception of the linear dependence of the age of the destination state of the demographic parameters cannot be considered as a tool for regulating the efficiency of the pension system. The results of the study are the specific parameters of actuarial assessments of the impact of demographic and macroeconomic conditions to increase the retirement age in Russia, conducted using data from the state statistics, formulated practical proposals to mitigate negative economic consequences. Conclusion: Rising the retirement age should be aimed at economic stimulation of formation of the pension rights of the insured in the long term, rather than the economy of the state budget. Methodological approaches, grounded in the work, and quantitative results of the actuarial calculations will be used in the formation of public pension policy in the preparation of the regulations to rise the retirement age, the pension formula of calculating the pension rights of insured persons, the mechanism of pension indexation.
