In Taiwan, the most advantageous tender in governmental procurement is the selection of a general contractor based on a score or ranking evaluated by a committee. Due to personal, subjective preferences, the contractor selection of committee members may be different, causing cognitive difference between the results of the members’ selection and the preliminary opinions provided by the working group. Integrated, multi-criteria decision making techniques, combined with preference relation, Bayesian, fuzzy utility, and prospect theories are used to assess factors weighing up the duration/cost/quality, probability of external information, and utility function system. The paper proposes a Bayesian fuzzy prospect model for group decision making, based on probability and utility multiplied relation, and taking the sustainable development factors into consideration. This study aims to provide committees with an objective model to select the best contractor for public construction projects. The results of this study can avoid the lowest bidder being selected; besides, the score gap of contractor selection can be increased, and the difference between the top three contractors’ scores can be decreased as well. In addition to proposing an innovative decision-making system of contractor selection and an index weight-assessing system for sustainable development, this model will be widely applied and sustainably updated for other cases.

Outsourcing plays an important role in the success of organizations. One of the risks associated with outsourcing is inappropriate contractor selection which significantly influences the implementation of projects in terms of time, quality, and cost. In this study, we applied multi-criteria decision-making techniques in order to determine the best contractor using criteria such as reputation, offered price, and technical capacity. This study is primarily aimed at identifying important criteria of contractor selection, determining the significance of the criteria, and designing a framework for selection of the most appropriate contractor. Important criteria for selecting contractors were extracted from the literature and experts' views were collected using questionnaire. Accordingly, six criteria were selected and their weights were determined by the application of goal programming. Finally, contractors were ranked and the best contractor was selected using fuzzy ELECTRE technique with trapezoidal fuzzy numbers.

A complex or unstructured problem is based on multi criteria not on a single criterion. A contractor selection problem is a multi-criteria problem. A correct decision-making is required for selecting the appropriate contractor for a construction project. Selection of a contractor is a key decision made by clients and the process of selection a contractor has become an important issue in construction projects. Many multi-criteria techniques have been proposed and applied to such problems solution. This paper aims to propose integrated model for MCDM. The integrated model contains two stages. First stage integrates two MCDM methods are AHP and ANN to prepare a shortlist of the best alternatives. Second stage apply statistical model COP to choose the optimum alternative from the best alternatives in a shortlist. Proposed model for tendering system provides automated a decision-making process that reduces the time and manpower requirements for processing tender

Data normalization is essential for all kinds of decision-making problems, and a lot of effort has been spent on the development of normalization models in multi-criteria decision making (MCDM), but despite all this, there is no definite answer to the question: Which is the most appropriate technique?. This paper compares the popular normalization techniques: Linear Normalization (LN) and Vector Normalization (VN) using VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) Method. The beneficiaries dataset of learning quota was collected of 399 students sample through observation (drive-test measurements and online questionnaires) to obtain information on criteria data including attributes in online learning during the Covid-19 pandemic. The ranking results for vector vs linear normalization show how ranking is affected. The difference in the selection of the best alternative (rank) shows that there are differences in vector and linear assessments that are influenced by the max-min criterion value which has an impact on the rank- sum results (benefit/cost). This test clearly shows how important it is to use an appropriate (normalized) representation of the model because there will often be a criterion where "the higher the better" while for others (cost) "the lower the better".

In construction project management, the contractor plays a primary role. Selection of the contractor is a matter of concern for clients as this is a key player who ensures better performance of a project. This paper structurally investigates the literature from credible databases and renowned journals from 2000 to 2018 in matters related to contractor selection. This investigation sets to accomplish three objectives. Firstly, it includes the identification of criteria and sub-criteria and their organization into a proper classification. Secondly, it highlights the types of decision-making techniques applied in articles published on contractor selection. The third objective covers a detailed investigation of current saturation and gaps of this area of study around the globe. The findings of the research are critically discussed in the light of the literature. As very limited work has been carried out in the area of contractor selection, this paper fills this gap in knowledge in the context of a structured review.

Abstract The Sustainable Development Goals (SDGs) clearly address the difference as well as recognize the correlations among seventeen sustainable development dimensions. The SDGs also play an important role for the international community to pay attention to our future living. Taking oceans for instance, they are the biggest ecosystems on our planet, and their health are essential to our survival. In terms of conserving and sustainably using the oceans, seas and marine resource under SDG 14, several targets were agreed upon by the UN member States to help guide decision-making with regard to oceans, such as conserving marine and coastal areas in agreement with international and national laws and using the latest scientific information. This article mainly focuses on the matters of conserving and managing international fishery resources. It also addresses the issues between international law and global governance with perspectives on the implementation of SDG 14. This article concludes that in order to effectively implement international fishery laws and to reach the targets that SDGs have postulated, eliminating the commercial benefits might be the necessary consideration in filling the gap between international fishery law and fishery governance.

All colleges each year organize the selection of new admissions. Acceptance of prospective students in universities as education providers is done by selecting prospective students based on achievement in school and college entrance selection. To select the best student candidates based on predetermined criteria, then use Multi-Criteria Decision Making (MCDM) or commonly called decision support system. One method in MCDM is the Elimination Et Choix Traduisant la Reality (ELECTRE). The ELECTRE method is the best method of action selection. The ELECTRE method to obtain the best alternative by eliminating alternative that do not fit the criteria and can be applied to the decision SNMPTN invitation path.

Dimensional analysis under linguistic Pythagorean fuzzy set (DA-LPFS) is a technique to handle qualitative (intangible) as well as the interactions between criteria, by combining dimensional analysis (DA) and Pythagorean fuzzy set (PFS) with linguistic variables. In this paper, a novel DA method is proposed for LPFSs based in a PFS extension, in order to consider the mutual relationship among criteria and handle qualitative (fuzzy) and quantitative (crisp) information usually involved in Multi-criteria decision making (MCDM) problems. Finally, DA-LPFS is applied to handle a case concerning the selection of CNC router to illustrate the applicability of the method.

The European Commission has recently adopted the Renovation Wave Strategy, aiming at the improvement of the energy performance of buildings. The strategy aims to at least double renovation rates in the next ten years and make sure that renovations lead to higher energy and resource efficiency. The choice of appropriate thermal insulation materials is one of the simplest and, at the same time, the most popular strategies that effectively reduce the energy demand of buildings. Today, the spectrum of insulation materials is quite wide, and each material has its own specific characteristics. It is recognized that the selection of materials is one of the most challenging and difficult steps of a building project. This paper aims to give an in-depth view of existing multi-criteria decision-making (MCDM) applications for the selection of insulation materials and to provide major insights in order to simplify the process of methods and criteria selection for future research. A systematic literature review is performed based on the Search, Appraisal, Synthesis and Analysis (SALSA) framework and the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. In order to determine which MCDM method is the most appropriate for different questions, the main advantages and disadvantages of different methods are provided.
