Consumer engagement in the energy system is necessary to ensure a low-carbon transition. However, this has proved difficult because consumers are engaged in pursuing everyday practices rather than focusing on abstract questions of energy. Recent studies have suggested that being a prosumer can make a difference. This paper builds on survey data from a representative sample of 2505 photovoltaic (PV) owners in Denmark combined with 12 qualitative in-depth interviews. The results indicate that PV owners consider that they have become more concerned about energy consumption and adjust the timing of their everyday practices to their production. Thus, 67% of the households ‘often’ or ‘always’ time-shift the use of washing machines to their production. The extent to which households time-shift is strongly related to their net-metering scheme. Thus, 75% of the households on hourly metering stated that they ‘to some’ or to ‘a great extent’ adjust their consumption, compared to only 26% of the households on annual metering. This financial effect is interpreted in an everyday life context where financial gain transfers meanings of self-sufficiency and sustainability, rather than primarily being viewed as rational economic behaviour. The conclusion discusses the policy implications of methods to engage the consumer.

The pathway to a low-carbon future is circular. Circular economy and the optimization of resources used in the energy system can be seen as a way to improve energy self-sufficiency. In St. Petersburg, stakeholders of International Innovation Forum and International Economic Forum 2018 have discussed foreign experience and circular economy in Russia, and found several solutions. Representatives from Business Finland partnership shared their experience – how environmentally friendly technologies become profitable business. FIRO-O, OptiKom, Charity second-hand store “Spasibo”, Baltika Brewery (Carlsberg group) and St. Petersburg Urban Eco-Cluster are given as successful examples of circular economy principles in Russia and St. Petersburg. Moscow and Saint Petersburg have different programs under the local authorities’ support in the sphere of environmentally-friendly development. Infrastructure of the Russian regions needs more attention and support from all the stakeholders: the business, the government and the society. The triangle cooperation (business-government-society) is needed. Russian company’s cooperation and integration into the global networks of ecologically responsible businesses could lead to the easier and faster solutions.

With an expected accelerated urbanization process until 2050, China is facing big challenges of mitigating CO2 emissions, especially in the eastern coastal metropolitan regions. Since cities are the hubs for innovation regarding new technologies and infrastructures, investments and governance, they are playing an important role in decision-making and implementation processes on the way to a decarbonized economy and society. The national and provincial administrations in China have already started to address the issue of energy system transition toward a low-carbon pathway, but long-term integrated transition plans are not yet available on a regional level. In our paper, we therefore consider the main challenges of the energy system transition, such as efficiency improvement, coal reduction, decarbonization of transport, and multisector electrification with regional integration, focusing on two eastern coastal metropolitan regions of China. A systematic review of current near-term policies reveals how far these challenges have already been addressed on different administrative levels and which gaps may exist from an external perspective. Based on the current decision- and policy-making processes among national, regional, provincial and municipal levels, policy implications are identified with regard to an effective energy system transition in eastern China.

To overcome the negative environemental impact of the actual power system, an optimal description of quasi-static electromagnetics relying on a reversible interpretation of the Faraday’s law is given. Due to the overabundance of carbon-free energy sources, this description makes it possible to consider an evolution towards an energy system favoring low-carbon technologies. The management for changing is then explored through a simplified linear-programming problem and an analogy with phase transitions in physics is drawn.

Rapid decarbonization requires additional research, development, and demonstration of low-carbon energy technologies. Various financing instruments are in place to support this development. They are frequently assessed through indicator-based evaluations. There is no standard set of indicators for this purpose. This study looks at the Nordic countries, which are leading countries with respect to eco-innovation. Different indicators to assess financing instruments are analysed with respect to their acceptance, the ease of monitoring, and their robustness. None of the indicators emerges as clearly superior from the analysis. Indicator choice is subject to trade-offs and leaves room for steering evaluation results in a desired direction. The study concludes by discussing potential policy implications of biases in indicator-based evaluation.

Many players have supported infrastructure development in the Mekong Subregion, bridging the missing links in Southeast Asia. While the influx of energy-related infrastructure development investments to the region has improved the livelihoods of millions of people on the one hand, it has brought about a myriad of challenges to the wider region in guiding investments for quality infrastructure and for promoting a low-carbon economy, and energy access and affordability, on the other hand. Besides reviewing key regional initiatives for infrastructure investment and development, this paper examines energy demand and supply, and forecasts energy consumption in the subregion during 2017–2050 using energy modeling scenario analysis. The study found that to satisfy growing energy demand in the subregion, huge power generation infrastructure investment, estimated at around USD 190 billion–220 billion, is necessary between 2017 and 2050 and that such an investment will need to be guided by appropriate policy. We argue that without redesigning energy policy towards high-quality energy infrastructure, it is very likely that the increasing use of coal upon which the region greatly depends will lead to the widespread construction of coal-fired power plants, which could result in increased greenhouse gas and carbon dioxide emissions.

Abstract This paper examines the energy transition consequences on the oil and gas energy system chain as it propagates from net importing through the transit to the net exporting countries (or regions). The fundamental energy system security concerns of importing, transit, and exporting regions are analyzed under the low carbon energy transition dynamics. The analysis is evidence-based on diversification of energy sources, energy supply and demand evolution, and energy demand management development. The analysis results imply that the energy system is going through technological and logistical reallocation of primary energy. The manifestation of such reallocation includes an increase in electrification, the rise of energy carrier options, and clean technologies. Under healthy and normal global economic growth, the reallocation mentioned above would have a mild effect on curbing the oil and gas primary energy demands growth. A case study concerning electric vehicles, which is part of the energy transition aspect, is presented to assess its impact on the energy system, precisely on the fossil fuel demand. Results show that electric vehicles are indirectly fueled, mainly from fossil-fired power stations through electric grids. Moreover, oil byproducts use in the electric vehicle industry confirms the reallocation of the energy system components' roles. The paper's contribution to the literature is the portrayal of the energy system security state under the low carbon energy transition. The significance of this representation is to shed light on the concerns of the net exporting, transit, and net importing regions under such evolution. Subsequently, it facilitates the development of measures toward mitigating world tensions and conflicts, enhancing the global socio-economic wellbeing, and preventing corruption.
