Family policy involves a combination of policies enacted to address various family problems and improve the sustainable development of families. Evaluating family policy by considering policy instruments is conducive to optimizing policy allocation and promoting this sustainable development. This study constructs a two-dimensional analysis framework of policy instruments and policy themes and employs content analysis to conduct a quantitative analysis of 112 family policy texts issued by the Chinese government. The results show that the policy instruments used in China are not effective. The study also shows that environmental policy instruments are most frequently used, but the internal structure is unbalanced; supply-side policy instruments are moderately used; and the use of demand-side policy instruments is obviously limited. Policy themes focus excessively on “safeguard measures” and pay less attention to “parental welfare and protection”. Overall, China’s family policy is still in its infancy, as it focuses mainly on assistance and remains incomplete. Therefore, the parties responsible for the formulation of family policy should adjust and optimize the combinations of policy instruments that are employed are required to consider “general welfare”, and promote the two-dimensional integration of policy instruments and policy themes.

Under the background of the smoking ban China, the quantitative analysis of policy texts is adopted to analyze 90 existing policy texts that are closely related to the government's purchase of public sports services in China. A two-dimensional analysis framework of policy instruments is constructed in this paper to analyze the government's purchase of public sports services policy from the perspective of the Y dimension of the policy instruments, which includes three participants: government departments, social organizations and individual citizens, and the X dimension of the economic, political, administrative, management and social policy instruments, revealing the concrete performance of the government's purchase of public sports services policy as the transformation of government functions. Some problems such as insufficient use of some policy instruments in the policy text and further improvement of the management system are found, and corresponding suggestions are put forward in order to provide theoretical reference for policy improvement.

The Chinese government actively uses the new media platform to disseminate government information and provide government services. Contemporary scientific and technological innovation, with computers and information science and technology as engines, has become the core driving force of “leading development”. This article puts the new media of Chinese government affairs under the perspective of technological innovation, analyzes the bottlenecks and possible solutions it faces, discusses the sustainable development path of new media for Chinese government affairs, and strive to provide some reference for the sustainable development of new media for government affairs in other countries or regions.

The design of enotourist routes represents an opportunity for the sustainable development of rural territories. This qualitative study was structured in three parts to reach a cohesion model representing the academic literature, visitors, and winemakers. This research focused on the region of La Axarquía in Málaga (Spain) because of its wine and tourist tradition. In relation to the methodology, this study used content analysis techniques for the analysis of both the relevant literature and the questionnaires completed by all the winemakers of the territory, 60 tourists who visited the wineries, and the 10 most representative agents linked to the tourist development of this region. The findings provided a model with the elements to be taken into account in the creation of a wine route or itinerary in any destination of the world. The application of this model will contribute to the creation of new tourist policies that can move towards efficient progress of the region.

The article is devoted to the creation of an effective institutional system for sustainable development as the most important issue of the modern scientific, political and public agenda. Sustainable development paradigm was adopted by the world community by general consent several decades ago, but nevertheless not a single country in the world, including Russia, has an efficient technology to achieve the corresponding goals today. The article reveals the content of the definition sustainable development, describes the preconditions and a brief history of the operationalization of the sustainable development concept, identifies the main problems of the practical implementation of different countries policy instruments, including Russia, to achieve sustainable development goals. The authors conduct a brief analysis of modern national strategic documents on sustainable development, elaborate recommendations for the innovative approaches application to the sustainable development goals implementation in Russia, as well as for ensuring effective institutional conditions for their practical implementation. At the same time, special note taken of a radical change in the value paradigm of public consciousness, adequate regulatory support and the development of composite indicators and criteria for sustainable development.

Purpose – The purpose of this paper is to find the problems in the establishment of Chinese digital publishing policies and regulations system. Design/methodology/approach – The research is through analysis the digital publishing policies and regulations in China referring to digital publishing macro policies, e-book policies, digital music policies, network animated cartoon policies, network game policies, as well as through examining the legal system (law, administrative regulation, departmental rules, judicial interpretation) in China. Findings – The paper concludes that the framework of this system should contain three layers, and Chinese digital publishing policies and regulations system will continue to be improved and digital publishing market will be standardized operation. The digital publishing industry policies, digital publishing resource policies, digital technology policies, copyright policies and personnel training policies need for further investigation and research. Research limitations/implications – Because of the coverage of digital publishing industry is so wide, the policies and regulations which the paper analyzed were not so comprehensive. Practical implications – It can help the Chinese government make more comprehensive and rational policies and regulations for digital publishing industry and ensure the sustainable development of digital publishing industry. Social implications – The sound of digital publishing policies and regulations system could create a regular and healthful environment for social community participating spiritual creating and sharing. Originality/value – The paper proposes that the government should first make clear the basic objectives of the digital publishing policies and regulations system in China and then determine the content of the system. It has a positive significance to promote the establishment the system of policies and regulations in China and can ensure the sustainable development of digital publishing industry.

Coal is a major source of energy in China. Quantifying China’s coal supply sustainability is essential to track China’s efforts towards sustainable development and achieve carbon neutrality goals. In this research, in addition to availability, economic sustainability, environmental sustainability and technological sustainability, we specially considered health and security, and transport sustainability of China’s coal supply. We select 19 indicators from the above six dimensions to build a coal supply sustainability index and construct a novel optimized comprehensive evaluation model with level difference maximization to evaluate China’s coal supply sustainability. The results showed that the policies issued by the Chinese government have effectively improved coal supply sustainability. China’s coal supply sustainability level has improved significantly, with the figure nearly doubling from 0.338 in 2000 to 0.7004 in 2019. To improve the sustainability of China’s coal supply further fundamentally, it is still necessary to improve energy diversification. Since phasing out China’s coal reliance requires considerable time, the Chinese government needs to introduce more positive and effective policies to such as increase the research and development support for carbon capture, utilization and storage technology, etc. to improve the sustainability of coal supply. The results of this research presented in this paper will have reference value for both promoting the sustainable development of China and other coal-consuming countries in the world.


In the implementation of production activities, the objective condition for the sustainable development of business entities is a comprehensive approach to the analysis of financial indicators of the organization. The problem of ensuring sustainable growth has been relevant for several decades and is the subject of close attention of Western and domestic scientists. The work clarifies the methodological tools relating to the assessment of competitive positions in the domestic market, provided that solvency is maintained. The essence of sustainable development at the macro and micro levels is revealed. The main focus is on the assessment of financial stability indicators as an information base for making effective management decisions. The paper discusses the theoretical foundations of the analysis of liquidity and solvency of companies. The types of the state of liquidity of the balance sheet of the company are clarified. The essence, as well as the relationship of solvency and liquidity, as one of the main areas of the financial condition of the organization is revealed. An algorithm for determining the potential solvency of an organization is presented; a mechanism for increasing the financial return on assets is considered. On the example of the organization of the building complex, the indicators of financial indicators were evaluated, critical values were determined for the studied indicators. A set of measures to improve financial performance is proposed. The presented material may be interesting for the development of public policy instruments for the implementation of the concept of sustainable development of the regional system.

To realize effective coordination between economy and energy as well as environment, Chinese government has set out a comprehensive objective to achieve 4 times GDP growth with only 2 times energy consumption and 10% emission reduction by 2020, hence the sustainable development strategic planning for energy is particularly vital. Based on the analysis of international environments and domestic conditions of energy development in China, this article has made a more systematical and deeper research in countermeasure for solving those identified problems. Finally, a series of in-depth strategies and suggestions on sustainable development for China’s energy are put forward.

The sustainability of rural areas is facing numerous challenges in China. The Chinese government has chosen the construction of smart villages as an important strategy to realize the sustainable development of rural areas. In this paper, we define a smart village as a rural development model that fully utilizes the solutions provided by the information and communication technology (ICT) to promote the sustainable development of the village on the basis of clarifying the characteristics and needs of rural development. Combined with general system theory, we propose a theoretical framework of the smart village system. Based on the theoretical framework of the smart village system, we analyzed the smart village strategic planning and smart village practice in China. The results of the study showed that the construction and development of smart villages in disadvantaged rural areas is the correct choice for sustainable rural development according to the current situation in China. The Chinese government’s role in promoting smart village construction has been to promote the smart village system’s strategic subsystem to enhance smart rural areas’ development through a unified overall plan and related supporting policies. The top-down smart village construction model currently adopted by China is determined by China’s political and economic system, which is mainly reflected in the centralization of power and the public economy’s dominance.
